h BERDE in Philippine Buildings ABSTRACT


Green Buildings utilize design principles, available technology and innovative solutions that minimize the harmful effects of introducing a structure to the environment. In Occupational Safety and Health (OSH) practice, Green is the standard color for Safety and if the said color is associated with a structure, like a building, it should follow that such a structure is safe not only for the environment but for building occupants as well. The BERDE (Building for Ecologically Responsive Design Excellence) Program is our own countrys Green Building Rating System launched in late 2010 by Philippine Green Building Council (PHILGBC). BERDE is a measurement tool for building performance assessments with defined parameters and criteria for sustainable building construction and maintenance practices. The Categories and Points of the BERDE Green Building Rating System were based on the United Nations Sustainable Development Indicators for the region and Two (2) BERDE Technical Manuals have been released since November 2010: New Construction v.1.0 and Existing Building V.1.0. Our company, TUV Rheinland Philippines, Inc. is part of the TV Rheinland Group - one of the leading technical service providers in the fields of testing, auditing, certification and training. We are an accredited training institution of PHILGBC and we were designated to facilitate and implement both the Education and Capacity Building and Certification Scheme of the BERDE Program. Through the 13th National Occupational Safety and Health Congress, we aim to bring BERDE closer to OSH Professionals and other participants from various sectors and industries. The theme Ensuring Enterprise Competitiveness through Occupational Safety and Health is fully embraced in our presentation as it will focus on salient contents of BERDE that are significant to OSH practice. OSH Professionals maintain that healthy workers are productive workers. However, aside from OSH issues, the workforce is constantly challenged by the effects of climate change and the integration of green productivity principles in OSH programs will contribute to efforts in addressing this global issue. Our proposed presentation for the 13th National Occupational Safety and Health Congress will be more of an awareness campaign for the BERDE Program and the BERDE Green Building Rating System and its Eleven (11) Categories Management, Land Use and Ecology, Water, Energy, Transportation, Indoor Environment Quality, Material, Emission, Waste, Heritage Conservation and Innovation. OSH Professionals will find the Indoor Environment Quality (IEQ) Category highly relevant to practice and it is for this reason that our presentation will give greater emphasis on the parameters and criteria points of the IEQ Category. At the end of the presentation, OSH Professionals should be able to appreciate BERDE not only for its value in sustainable development but also for promoting building characteristics that safeguard building occupants against both short-term and long-term exposure to hazards within the workplace environment. With sufficient support from both the government and private sector, the BERDE Program shall pave the way for healthier workplaces as more BERDE Certified Buildings are built. Through the 13th NOSH Congress, we hope to raise awareness on BERDE and tap OSH Professionals to support the program and promote its application in their respective industries.
