The Sweco concept for sustainable urban development consists of a working method for sustainability reviews and planning based on open, creative and constructive communication and cooperation between decision-makers, experts and the public. Important steps include organization and management of the task, diagnosis of the current situation, specification of key issues, objectives and indicators, impact analyses and selection of strategies. A number of tools are utilized to facilitate this cyclical and dynamic process, such as SWOTanalysis, scenario techniques, back casting and SEA (Strategic Environmental Assessment). Eco-Cycle Model In a Sustainable City, the use of renewable resources is emphazised, resource consumption is minimized and resources are managed in a way that maximizes recovery and reuse. New system solutions provide scope for synergies between sewage, waste and energy production and enable coordination with efficient land use, landscape planning and transport systems. This is illustrated by the eco-cycle model which is essential for a definitive shift from linear to circular resource flows. New and Existing Urban Areas The concept is applicable in planning and design of new cities and towns where there is a window of opportunity to achieve both climate-positive and attractive cities. In addition, the concept can be used to develop strategies for successive realignment of existing urban areas in a sustainable direction. The Concept Background The Sustainable City concept (renamed in 2008 to the Symbio City Concept) was developed by Sweco for the 2002 World Summit of Sustainable Development in Johannesburg on behalf of the Swedish Government through the Ministry for Foreign Affairs, the Ministry of the Environment and the Swedish environmental technology industry by way of the Swedish Trade Council. The overall objective was to promote a sustainable development of cities in economic, social, ecological and spatial dimensions. Sweco now plays an active role in the Swedish SymbioCity network.

NEW CITIES TANGSHAN BAY ECO-CITY, CHINA


A new and internationally renowned sustainable city is taking shape in the Tangshan region, 250 kilometers east of Beijing. In a long-term perspective, up to 1.5 million people are expected to live in this eco-city with an area of 150 square kilometers. Swecos conceptual plan for the first development phase of 30 square kilometers includes sustainable solutions for energy, water, waste, transportation, land use and ecosystems, as well as public and social spaces. The goal of the project is to build a both climate neutral and attractive city, mainly based on a combination and adaptation of Swedish innovative examples on different planning levels. Sweco is also designing a Sustainability Center including an exhibit of cutting-edge innovations in sustainable urban development, training facilities, R&D and an interactive demonstration of environmental technology. The eco-city has a compact and mixed-use structure. The urban nodes serve as centers for the city districts and have been given distinct profiles such as innovation, trade, science and sports. The structure supports the development of sustainable transportation modes with priority for walking, bicycling and public transportation. NEW CITIES CHANG-JI SPECIAL ECO-ZONE, CHINA


Chinas urban development has arrived at a city-region development stage. Town clusters will become a basic geographic unit that pushes regional development. Swecos task is to perform regional spatial planning for the Chang-Ji Special Eco-zone from sustainable development perspective. Sweco proposes to strengthen the region and use the resources of the green core area by locating six medium sized towns in a network. Each has a unique character that is influenced by the surrounding natural resources, industrial and business areas and transport hubs. In Chang-Ji, Sweco will construct the most genuine eco special zone through resource efficiency and recycling based on eco concepts and technology. Client: Changchun City Planning Bureau

NEW CITIES DONGLI LAKE PROJECT, CHINA NEW CITIES WUXI ECO-CITY, CHINA
Outside Tianjin, the ancient port city and gateway to Beijing, a new town will be built for 100,000 residents. The ambition is to create a town with a clear ecological profile and with a high level of sustainability consideration. The landscape is a flat delta area previously used for farming and fish breeding. The area of 680 acres is thus a part of an ecologically interesting region around 150 kilometers from Beijing. Swecos assignment was to develop a conceptual master plan and a conceptual control plan for the first phase of a new town. The master plan included some 10,000 apartments as well as services and commercial premises. The planning concept, in brief, can be seen as an integration of ecology and new urbanism. An ecological strategy was developed in a number of workshops together with stakeholders from both the public and private sector. Client: Vanke Real Estate Co This Eco Demonstration Housing project is located within the new eco-city that is being planned in Wuxi north of Taihu, a large lake with good natural qualities. A project aimed at creating 2,500 apartments of high international standard is one of the first phases to be realized within this new eco-city. The apartments will differ in size and standard in order to match different lifestyles, including apartments for the elderly and young single households. Besides housing, it contains commercial and public services such as a shopping center, restaurants, cafs etc. The layout of the area takes advantage of the river which is the main natural resource connecting several sites. The planning also takes advantage of an efficient planned public transportation system that will connect the new eco-city with Wuxi and the entire region. Client: Vanke Real Estate Co

Baltic Pearl General Plan

NEW CITIES LUODIAN TOWN IN SHANGHAI, CHINA


Luodian Town is a new city for 30,000 residents outside Shanghai. The layout has been inspired by Scandinavian architecture, landscape and urban planning traditions. Sweco has been involved in the project for several years, in everything from general strategic planning to the design of individual buildings and squares. The city center was inaugurated in June 2004 and since then three new town districts have been built. Client: The City of Shanghai and Shanghai Real Estate Ltd.

TRANSFORMATION MATSUMOTO CITY AND YAMADA TOWN WORKSHOP, JAPAN


Creative, sustainable solutions call for an integrated holistic systems approach and interdisciplinary working methods. During a three-day seminar, Sweco employed a unique working procedure based on specific steps for analysis and synthesis for two case cities in Japan Yamada, which was demolished by the severe earthquake in 2011 and Matsumoto, which is facing demographic changes and an ageing population. The methodology includes quantitative and qualitative planning tools and contributes to the development of a strategy for further planning and design. Client: Mitsubishi Research Institute

NEW CITIES BALTIC PEARL PROJECT, RUSSIA


Swecos competition proposal for the EUR 1.3 billion investment in St. Petersburg reflects a dedicated commitment to sustainable development in ecological, social, economic and spatial dimensions. The eco-cycle model is reflected in the structure of the city district, as well as the landscape and building architecture, and is clearly readable in the design. The city district has integrated eco-cycle systems for water, waste and energy, such as making use of sewage sludge and solid waste, utilizing surplus energy from nearby industries for energy production and, not least, by creating a public transport system attractive enough to reduce automobile dependency. NEW CITIES SKOLKOVO INNOVATION CITY, RUSSIA


The vision for Skolkovo Innovation City is a vision of the good life. High quality of life is closely linked to social, environmental, economic and spatial sustainability. Skolkovo Innovation City is envisioned as a modern, world renowned, people-focused, prosperous, climate neutral and environmentally sustainable society. The design of Skolkovo Innovation City is based on this vision, which is also an overall objective for the physical appearance of the town planning layout. The city center of 500 hectares will contain housing for 30,000 residents and premises for exhibitions, industries and research. A university for 3,000 students is also a part of the plan. SUSTAINABILITY REVIEWS CORK SOUTH DOCKLANDS MASTER PLAN, IRELAND


The sustainability review includes an analysis of the master plan and proposes systems for development of the city at four levels; the building, block, city district and city level. The eco-cycle model for South Docklands shows how the citys resources interact and how synergies between different urban systems can be enhanced by combining the resources cycles. The review, performed by a multi-disciplinary team of experts, supports the preparation of a comprehensive sustainability master plan for South Docklands including a master plan, targets and funding, energy production, waste management, water and wastewater, and individual building sustainability. The ECCA Lands will be home to 30,000 Edmontonians living, working and learning in a sustainable urban community that uses 100% renewable energy, is carbon neutral, significantly reduces its ecological footprint and empowers residents to pursue a range of sustainable lifestyle choices to become a world renowned green community. Our vision is based upon nine planning and design themes. These themes pro vide the foundation for an integrated holistic systems approach to developing the ECCA Lands and a world renowned sustainable community: 1 Liveable, 2 Innova tive, 3 Accessible, 4 Green, blue and white, 5 Resource-efficient and climate-neutral, 6 Beautiful, 7 Flexible, 8 Health and higher quality of life and 9 Winter city. SUSTAINABILITY REVIEWS TWRC TORONTO WATERFRONT REVITALIZATION PROJECT, CANADA


The TWRC is one of the most ambitious urban development programs in the world. The project includes housing and service facilities for 70,000 people and places of work for 30,000 people. The area to be built lies along the Lake Ontario and the project is estimated to run for 20 years. A Swedish expert team was invited by TWRC to present the Swedish approach to building cities for a sustainable society and to perform a review of the huge waterfront revitalization project. Client: TWRC (Toronto Waterfront Revitalization Corp.).

TRANSFORMATION NELSON MANDELA BAY MUNICIPALITY, SOUTH AFRICA TRANSFORMATION TALLINN OLD CITY HARBOR, ESTONIA
Redevelopment of the Old City Harbor is an opportunity for the Port of Tallinn and the City of Tallinn to open up boundaries and interoperate in a living symbiosis. Sweco suggests a much more efficient use of space through scheduled coordination of the ferries and all logistics. This will release up to 40% of the ports total land area that will allow the establishment of urban development and support the vision to integrate the multi-functional city district with the busy harbor area without compromising the ports possibilities to expand or develop in the future. A customized eco-cycle model was developed as part of the commission. Client: Port of Tallinn A new integrated public transport system in Nelson Mandela Bay Municipality will replace the current sprawled competing systems of subsidized buses and non-subsidized mini-bus taxies. The system will consist of trunk lines along defined development corridors supported by local feeder buses in the suburbs. The buses will be given clear passage by providing dedicated bus lanes and signal priorities. Also, a uniform ticketing system will be introduced for the city to allow multitransfer journeys. The new public transport organization is aimed at creating a system that will provide the citizens with safe, comfortable and affordable services. Full access to workplaces, public and commercial services and social visits will support economic growth and contribute to a sustainable integrated transport system. TRANSFORMATION RIVER CITY INTERNATIONAL WORKSHOP, SWEDEN


After four centuries the city of Gothenburg has the opportunity to once again build on land adjacent to the historic city core. Sweco has suggested a bridge across the Gta river to support the vision to let the river become a unifying element instead of a dividing barrier. In close connection to the bridge, a Jubilee District is suggested. It will consist of areas on both river banks connected by the new bridge and integrated with smart logistics and sustainable mobility, climate-smart and resource-efficient energy use, new concepts for social care systems, citizen-friendly neighborhoods and a Nordic Sustainability Center for creativity and innovation. NEW CITIES HAMMARBY SJSTAD, SWEDEN


Hammarby Sjstad, the sea city in Stockholm, is an environmental project beyond the ordinary a high-class city district planned for a population of 20,000 and an award-winning environmental urban planning project. Sweco participated in the planning process as well as in a number of projects related to building and landscape design, structural engineering, water and sewage systems, waste handling systems, land decontamination, geotechnics and traffic planning. Hammarby Sjstad is the starting point for the Sustainable City Concept and an inspiration for the following projects. Client: City of Stockholm and real estate developers.

NEW CITIES WESTERN HARBOR IN MALM, SWEDEN


The Bo 01 architecture and housing exhibition in Malm during 2001 was an important step for sustainable planning and building. Sweco participated in a number of projects focusing on passive house technology, high-tech housing, landscape design and geothermal energy systems. Client: City of Malm and real estate developers.
