PROPOSED METHODOLOGY AND WORK PLAN (Form 7)

Understanding of TOR The Consultant has reviewed the envisaged scope of services as specified in the TOR and has found them to be exhaustive and covering the whole range of activities required for carrying out the consultancy services for the preparation of Feasibility cum Preliminary Design Report. However, the Consultant would be alert and open to incorporate any innovative ideas to optimize the effort and time for preparing the Feasibility cum Preliminary Design Report to the Clients satisfaction, and in accordance with the TOR. In order to achieve the objectives of the study, the Consultant proposes to carry out the study in a phased manner, which is logically sequenced as per the several activities outlined in the TOR. The main objective of the consultancy services is to establish the feasibility for upgrading existing two\intermediate lane road to 2 lane with paved shoulder\ 4 lane divided carriageway configuration on the basis of technical, economic and financial viability of the project and thereafter prepare the Detailed Project Report and Bidding Document. Based upon the detailed project report, bidding documents shall be prepared for inviting bids for award of BOT concession on DBFOT pattern for the construction, operation and maintenance of the road. For surveying, latest electronic instruments like GPS, Total Station etc. shall be used. Data shall be collected as per formats and procedures approved by the client and shall be analyzed using computer aided software like MX (MOSS). The traffic surveys shall be conducted with the help of well-trained local enumerators. As a policy before the start of traffic surveys, LBC provides two days training and one-day test count to ensure the accuracy of Data. The data collected from primary sources and secondary sources shall be analyzed using the latest software to ensure optimal utilization of available data for the project. As far as possible alignment will be not altered unless existing alignment does not fulfill design requirement for ruling design speed. For congested built-up location where available ROW is insufficient for upgradation consultant will take prior approval before going for bypass. Bypass alignment will be finalized after carrying out a detailed techno-economic feasibility study and considering various relative merits and demerits of the different alternatives. This shall include the drainage pattern of the proposed corridor and presence of hilly/difficult terrain, environmentally and ecologically sensitive areas, water bodies, forests and heritage structures. A detailed study of the corridor features through maps, satellite imageries etc. shall be undertaken prior to alignment finalization. The facilities to be provided for road corridor shall ensure minimal acquisition of agricultural land and the existing abadis and habitation areas are least disturbed. Once the alignment is finalized, the Consultant shall prepare and submit Final Alignment and Land Acquisition Plans. These shall be submitted within 8 weeks from commencement of services as specified in the TOR. EIA and SIA studies shall be carried out and all requisite documentation for clearances such as environment and forest, utility agencies and other government/ local bodies shall be prepared. These shall form part of the Detailed Project Report, EIA, EMP and R&R reports. The detailed Project Report shall also include a cost estimation of the project road. Along with Detailed Project Report, Concession Agreement including all Schedules will be submitted. Under Preliminary Design, the Consultant shall develop a set of design standards appropriate for the project road and which shall eventually form part of Schedule D. Based on these standards,

the Consultant shall prepare the preliminary designs of the project road after considering the soil and materials availability, geometric design standards, hydraulic investigations, operational requirements and facilities etc. Preliminary design of the project road shall include preliminary geometric design, preliminary pavement design and preliminary design of structures and other facilities proposed along the project corridor. The geometry shall be designed for a speed of 100 km per hour. Median opening/ Emergency crossovers shall be provided at suitable location. Adequate wayside amenities shall be proposed along the project corridor to facilitate the commuters. Toll plazas with adequate number of traffic lanes shall be proposed. Dedicated operation and maintenance centre(s) shall be planned at appropriate location(s) along the project corridor. Moreover, a Highway Traffic Management System (HTMS) shall also be designed and proposed if traffic number requires it. All requisite safety measures as per international best practices will be adopted. Finally, detailed cost estimation shall be carried out based on the finalized BOQ and current Schedule of Rates. All these shall comprise the Detailed Project Report which the Consultant proposes to submit within 18 weeks of commencement of services excluding the time taken by the Client in providing its comments on Draft Reports. Economic and financial analysis shall be carried out in accordance with the TOR to determine the economic and financial viability of the project. The consultant will also carry out the different exercises if IRR works out to be less than 12% considering reduced Capital Cost and by omitting/modifying some of the proposed structures or by phasing them after some time such that IRR reaches a minimum of 12%. The Consultant shall prepare the Technical Schedules to the Draft Concession Agreement (DCA) and prepare the bid documents and VGF documents. These documents shall be submitted within 18 weeks from commencement of services alongwith the Final Detailed Project Report. The Consultant shall also assist in framing replies to the queries raised in the pre-bid conference and render all requisite services during the post-award queries stage as specified in the TOR. Methodology The services shall be carried out by the Consultant strictly as per TOR and within the given timeframe for each activity/ milestone submission. In general, General Publications, Special Publications, Technical Specifications, Standards, Codes, and Guidelines of the IRC and publications of the Ministry of Road Transport and Highways (MoRT&H) including circulars issued time to time by the MoRT&H, PWD approved specifications and International best practices (AASHTO, DMRB, TRB etc.) shall be followed. Immediately upon award and within 2 weeks, a comprehensive Quality Assurance Plan (QAP) document along with Inception Report shall be submitted to Client including all the standard formats proposed to be used for the field data collection and laboratory testing of various materials and the individual tasks assigned to team members (Work Plan) for successfully completing the assignment. The Inception Report will also include the Consultants submission towards understanding of the RFP and proposal regarding the proposed locations of Toll Plazas and Traffic Survey Stations. All the field activities shall only be started after QAP Document and Inception Report are discussed in detail with Client, modified as per comments/ suggestions given by the Client and finally approved. Following submission and approval of the Inception Report and QAP, the Consultant shall undertake all the requisite surveys and investigations as mentioned in the TOR and that are required for the assignment. These shall include traffic surveys, study of existing topographic maps and satellite imageries, topographical surveys, hydraulic and hydrologic surveys, materials and geo-technical surveys, market surveys and social surveys. Besides these primary sources, data shall also be obtained from various secondary sources, as mentioned in the TOR. After the survey and investigation part is over the consultant will carry out the analysis and interpretation of test results towards its application in carrying out design.

Topographic survey data will be checked by the designer and any doubt will be got clarified from the site surveyor and accordingly prepare the input data and develop DTM to carry out the geometric design. Traffic survey data will be entered as electronic data to carry out the traffic analysis and traffic assignment for the section of project road and intersection to work out the number of lanes and type and configuration of the intersection. Traffic Growth rate will be worked out from the past traffic growth and economic growth in the project influence area and economic growth of the country. Based on traffic growth projected traffic will be worked out for the concession period and capacity augmentation if required will be suggested. Concession period will be decided when project road reaches its capacity or on policy guideline of Public Works Department, Government of Punjab. Collected soil and material during investigation will be tested at laboratory to verify its suitability in the construction. After testing is over test data will be interpreted to use in pavement and embankment design. Based on Geotechnical investigation and test of various materials and rock preliminary design will be carried out for the proposed structure and accordingly GAD of the individual structure will be prepared for the project. To carry out Hydraulic and Hydrologic design various data from primary sources and secondary sources will be collected from the site. Water Table, Pond level and High Flood level data will be collected along with rainfall data in the project influence area. Foundation level, waterway and scour depth will be worked to further carry out the design of structure. Environmental monitoring will be carried out and various data will be collected from the site and various agencies for receiving the environmental/forest clearance from the respective department. During investigation utmost care will be taken to find out the reserve forest and sanctuaries within the limited area as prescribed by the Ministry of environment and forest and they will be consulted accordingly. Public consultation meeting will be held to collect the information regarding project affected people and loss of business and properties and suitable options will be suggested. Financial analysis will be carried out based on cost estimate considering all pros and cons and sustainable design of the expressway. Quality type design, report and drawings will be prepared under proper surveillance of the head office support in conformity with the Quality Assurance Plan. Composition of the Team The subsequent sections of this proposal presents the Consultants team composition, and the corresponding tasks assigned to each technical staff, manning schedule and work plan. The Consultant has formulated its team and manning schedule as per the guidelines provided in the TOR and in accordance with activities described in TOR. The team composition and an outline of their particulars are given in APPENDIX-I FORM-6 according to the RFP. To ensure the execution of projects on time and within the budget, it is important to adopt an effective as well as an efficient management system. The management philosophy adopted by the Consultant is based on the following basic tenets: Matching of professionals to specific tasks and activities;

A quality assurance plan for the Consultants Team is put in place and managed by the home office staff of the Consultant; and Periodic meetings, which shall be properly documented between the Consultant and the Client.

The team of experts and individuals assembled by The Louis Berger Consulting (LBC) for this said assignment are most competent and complete in all respects to meet the stated project objectives. Detailed Curriculum Vitae of each of the key personnel is provided as part of Form 12 of the Technical proposal and which accurately reflect their individual competencies. As such the team will be lead by a senior and highly experienced Highway Engineer in the capacity of the Team Leader. In addition, our team members comprise of professionals highly experienced in their respective fields of expertise. Collectively, our team has worked in several regions similar to the present project and is well positioned to complete the assignment successfully to the satisfaction of Client. Organization of Personnel Team leader He will be responsible for Overall Project Coordination, QA/QC of deliverables, Design oversight, detailed reconnaissance, Preparation of various Project Reports and Bidding Document. He will guide the team in arriving at solutions within the constraints specified in the TOR. He will attend meetings convened by PIDB, PWD B&R, Transaction Advisors or any concerned department of Punjab Government. Senior Highway Engineer He will be responsible for detailed reconnaissance, Inventory and condition survey of road, planning, layout and geometric design of project road, study of alternatives, design of pavement, drainage systems, interchanges, toll plazas, safety measures, wayside amenities, Preparation of designs and cost estimates for execution of work on DBFOT basis, Preparation of various project reports. Bridge Engineer: He will be responsible for detailed reconnaissance, Inventory and condition survey of existing structures over stream, nallah and Cross River. Carryout fresh survey and investigations for structures like underpass, flyovers etc. He will be also responsible for detail design of structures and cost estimate. Traffic cum Transportation Planner: Traffic studies including traffic surveys and analysis, assess the capacity needs, planning and design of interchanges, over/ underpasses, access and service roads, toll plazas, wayside amenities, safety measures, operational infrastructure, lighting, HTMS, traffic management system, logistics for various operations. He will be also responsible for traffic demand estimation and assignment of traffic to project road including growth of traffic. Rendering assistance to the other team members in successful completion of the assignment. Surveyor: Carry out reconnaissance surveys, topographic surveys of the alignment, ROW, rivers/ streams and way facility locations using Total Stations and GPS, transferring the ground data on to maps. Also responsible for preparing land plans for acquisition of land including proposal for relocation of utilities/ services.

Material cum Geotechnical Specialist He will be responsible for detailed studies of existing pavement and will carry out engineering surveys/ investigation along existing and proposed alignment. He will be responsible for assessment of existing pavement and geotechnical investigations. He will be also responsible for identification of borrow areas and quarries, testing and evaluation of materials for construction. Environmental Expert: He will be responsible for Environmental Impact Assessment, preparation of Environmental Management Plan and implementation mechanisms and carrying out interactions with concerned authorities. He will be responsible for preparation of detailed proposal for obtaining clearances from appropriate authorities. Social Management Specialist: He will be responsible for preparation of social impact assessment of the project, addressing the community needs after community consultation, survey of project-affected-persons including means to rehabilitate them. He will be also responsible for preparing land acquisition documents. Work Plan: A comprehensive work plan is prepared and attached in this part of the proposal considering the activities specified in the TOR. Activities will be carried out considering its predecessor and successor and pseudo float. All activities will be interlinked with other activities by CPM (Critical Path Method) to complete the work within the Stipulated Time Frame and no activity is affected by completion of other activity. A comprehensive Work Plan is attached as separate sheet. Quality Assurance Plan for Consultancy Assignment The Consultant will implement a Quality Assurance Plan (QAP) to ensure the proper functioning of its Team. The QAP will be designed and accordingly implemented by the Principals of The Louis Berger Consulting. The system will include regular monitoring and reviews of the project at the corporate level and trips by relevant experts from the Head Office. To ensure the above, we propose to prepare a Master Control Chart, which will consist of detailed description of each survey activity and their respective time schedule. The whole range of activities will be guided and progress evaluated on the basis of the chart. We also propose to prepare a detailed Quality Assurance Plan (QAP) for Designs and Documentation process. This will include (i) method of statement for designs and (ii) preparation of drawings.
