A chain link fence surrounds the Town Hall
and library construction, wrapping around
Washington Avenue, West 2nd and West 3rd
streets, creating a barrier between the current
library and construction site. On Friday, Aug.
9, workers were onsite in wet conditions due
to midweek rain, working on projects before
the weekend begins.

he timeline shows the new Town Hall and
library will be finished by 2014, and the
project is inching closer to completion.
The $11.1 million project, which began in
November, includes the 46,000 square-foot, two-
story building that will be the future home of
the library, municipal offices and meetings.
Since the start of the project, two change or-
ders have been approved totaling $75,668. The
most recent change order, for $27,179, includes
an additional sink and plumbing for the
womens bathroom, UV treatment for the 25-ton
roof unit, changing the size of steel angles sup-
porting the windows, installation of higher
graded doors and increasing the slope of solar
panels for the hot water heater, Greyhawk proj-
ect executive Rob Notley said.
He said the changes to the town hall and li-
brary have no effect on the budget and timeline.
The cost of the total project includes a built-in
contingency of approximately $555,000, with
$479,332 left.

Mike Schaefer, the next major
step in the construction process
is water proofing the building.
Workers have already complet-
ed some interior work, including
the installation of steel beams
and metal studs, some wiring,
outside brickwork, framing for
the HVAC units that would be lo-
cated on the roof and more.
On the interior of the library,
Schaefer said a caf would be lo-
cated on the left when entering, as
well as an information desk, an
abundance of seating, a section
for the childrens library, a sec-
tion designated for books and
plenty of natural light.
In the Town Hall section,
Schaefer said the meeting room
would be on the first floor, with of-
fices on the second.
According to Ragan Design
Groups site plan, there will be
four entrances to the complex,
two on 3rd Street, one on 2nd
Street, and an entrance to a small
parking lot off to the side of the
administrative section on Wash-
ington Street.
The plan also includes land-
scaping around the entire com-
plex, a water garden and a new
municipal sign. Another feature
council would utilize during its
meetings is the future installation
of technological advances. The
building would be wired for in-
stallation. The project is antici-
pated for completion by March
2014 and the library would move
into the building during that

Council passes pay-to-play ordinance
despite pleas from residents

More than a dozen residents
appeared at last Monday nights
council meeting hoping their
opinions on councils decision to
amend the pay-to-play ordinance
would cause the amendment to be
rejected. Despite residents pleas,
council voted to pass the ordi-
nance on second reading, 4-1, and
rejected Councilman Greg New-
comers recommendation to table
it until more research is complet-
ed.
The money jams up the
process like the lily pads are jam-
ming up Strawbridge Lake, New-
comer said, adding he recently
emailed the townships ordinance
to state Sen. President Steve
Sweeneys office. He said he re-
ceived a response stating
Moorestowns ordinance does not
reflect the goals Gov. Christie and
Sweeney had in mind when
agreeing that a uniform political
contribution policy should be
mandated throughout the state.
After witnessing inconsisten-
cies in Birdsall Service Group, a
Monmouth County-based engi-
neering firm that disguised politi-
cal contributions as personal con-
tributions made by the firms em-
ployees, township solicitor An-
thony Drollas said Sweeney and
Christie settled on a bipartisan
agreement saying that political
contributions are haphazard
and should be regulated
statewide.
At the last council meeting, he
explained that the ordinance in-
creases the reporting require-
ments so any contribution must
be reported.
The maximum contribution for
professional business entities to
council candidates was changed
from $300 to $2,600, from $300 to
$7,200 made to township party
committees, and from $500 to
$7,200 made to political action
committees.
Council agreed the change
would help increase political
transparency. But Newcomer felt
the increase in contribution lev-
els eliminates that attempt.
We wanted to simplify the or-
dinance. Thats the simple truth
of it. We do what is best for this
town, Mayor Stacey Jordan said
while listening in on the meeting
via phone.
Agreeing with the amended re-
porting requirements, Newcomer
had another idea in mind for the
ordinance. He said maximum
limits should be set at $100 per
year for all contributors.

L
ittle by little, the effects of
health-care reform, or Oba-
macare as its commonly
known, are starting to come to light.
Change in price and type of health in-
surance, and the availability of public
health insurance, will take shape in
the coming months.
In July, the Obama administration
made a change to one aspect of health-
care reform that they said would help
make them a friend to American busi-
ness: They delayed the employer
mandate provision by one year, to
2015.
The provision has been controver-
sial since it was announced, because it
requires businesses with 50 or more
full-time employees to provide health
insurance.
The Obama administration pro-
claimed that the delay would give busi-
nesses relief they needed as they are
still attempting to get back up to full
speed.
But will it work? We doubt it will.
Take a look at Middletown, N.J., a
Monmouth-County township of ap-
proximately 66,552 residents as of the
2010 Census. Just last week, the town-
ship cut hours for part-time employees
to avoid having to offer them health in-
surance. The move saves the township
an estimated $775,000 per year.
Its a great move for the township,
but not so great for the employees,
who now get fewer hours and no
health insurance through their em-
ployer and possibly also the resi-
dents, who now may have to face a cut
in services.
Middletown made the move now,
even though the employer mandate
was pushed back to 2015.
Similar cost-saving tactics could be
used in our town, and the question
would be: How would that affect our
services, and possibly our neighbors
own wallets?
That is unknown as of yet, but its a
reality we may have to face not only on
the public employment level, but also
on the private employment level, as
businesses make similar cost-cutting
measures.
It just makes no sense to us.

to a local candidate is reported
I wanted to write you as follow up to last
Monday's meeting. Its important to bring
uniform campaign finance reform to our
state.
We had an opportunity to do our part to
make our ordinance consistent with
where the state and other towns are head-
ed.
Ultimately, the amendment was solely
about making sure the campaign laws
across our state are clear, concise and con-
sistent.
More importantly, we have to put a stop
to anonymous donors skirting the law by
making multiple donations under the $300
limit.
Now, every single dollar donated to a
local candidate is reported, and there will
no longer be anonymous donors that want
to do business in our town. In the end,
Mayor Jordan, Councilman Garwood,
Councilwoman Napolitano and I voted in
favor of transparency and uniformity.
Its regrettable that the Democrats in
our town choose to place politics over the
good of our town and have once again at-
tempted to divide us.
They know that our vendors were unan-
imously chosen by our bipartisan council
based solely on experience, reputation and
work ethic. Make no mistake, no vendor is
chosen based on money contributed.

the amendment and the way they do busi-
ness when they assume that our town is
for sale?

This annual contest was estab-
lished to give recognition to the
literary arts and local poets.
Entering poets must be a resi-
dent of Burlington County and at
least 18 years of age. Any form of
poetry or subject is acceptable.
All submitted work must be
original as well as the work of the
poet entering the contest and not
previously published.
Up to three poems may be sub-
mitted by each entrant. There is
no fee to enter. The contest guide-

Math teacher from William Allen Middle
School joins expedition in Arizona
Gregory Wilkinson, a seventh-
grade math teacher at the William
Allen Middle School in
Moorestown, joined an Earth-
watch research team for an 11-day
expedition at the Santa Rita Ex-
perimental Range and the South-
western Research Station in Ari-
zona to help scientists understand
plant/caterpillar/parasitoid in-
teractions in the forests from
Brazil to Canada. Through this
comparative approach, which
used the results from different
sites, the scientists could test nu-
merous hypotheses about the ef-
fects of climate on these interac-
tions between caterpillars and
parasitoids. More so, Wilkinson
helped to collect essential natural
history information about plants,
caterpillars, and parasitoids,
which would benefit farmers who
are attempting to control pests
without using pesticides. Wilkin-
son expedition was funded by a
grant from the Grousbeck Foun-
dation. From July 28 to Aug. 7,
Wilkinson joined 10 other Earth-
watch volunteers from the United
States for the Climate Change
and Caterpillars project. The re-
search team was led by Dr. Lee
Dyer of the University of Nevada
and was assisted by Dr. Angela
Smilanich and Dr. David Wagner.
I came home from my Earth-
watch expedition feeling a whole
new sense of connection to the
natural world, a fresh understand-
ing of climate change and the
need to act now, and a renewed en-
thusiasm for the way I teach my
students, Wilkinson said.
A changing climate is most dra-
matically visible in the Chiric-
ahua Mountains. Interactions be-
tween plants, caterpillars, and
parasitoids that once existed are
no longer evident and in some in-
stances, parasitism has dropped
to almost zero due to high temper-
atures, rising CO2 levels, and ex-
treme weather events. Further-
more, the impact of change is visi-
ble because much of the land-
scape has been left barren from
cattle overgrazing and rainwater
shortages.
As a middle school math
teacher, I never imaged I would
have an opportunity to take part
in real data collections and assist
scientists in the field. I was excit-
ed to listen to their expertise and
capture pictures of our work in
the field, he said.
Earthwatch, the worlds largest
environmental nonprofit volun-
teer organization, is based in
metro Boston. Its mission is to en-
gage people worldwide in scientif-
ic field research and education
and promote the understanding
for a sustainable environment.
Democratic Party who ran for a
council seat last year, shared his
opinion on the ordinance as a
Moorestown resident.
He said he is an advocate for a
tougher pay-to-play law, but the
councils amendment is not in
the interest of citizens. Its in the
interest of political parties
alone. He said it acts nakedly as
an attempt to bring more money
into Moorestown.
Deputy Mayor Chris Chiacchio
disagreed with Hines statement,
which he believed implied ven-
dors are buying their way into
town. He said council appoints
vendors from outside
Moorestown based on experience,
background and work ethic.
Echoing Jordans comments,
Chiacchio said the goal of the or-
dinance was to attempt to unify
the township with the possibility
of a state-mandated change.
Its not a weakening of our
standards, Councilman Phil
Garwood said.
Others who felt the same as
Hines expressed their disdain
with the ordinance.
Mark Singer said the ordi-
nance is an attempt to legalize
corruption. Others asked why
the change of the ordinance is
necessary.
Resident Lisa Petriello said she
believes this ordinance is taking
Moorestown in the wrong direc-
tion, asking the council what the
benefit is of increasing the maxi-
mum contribution levels.
Moorestown should be held to
a higher standard. Maybe we
should just keep donation levels
where they are at and work on in-
creasing transparency, she said.
Newcomer suggested this issue
should be continually discussed.
The next council meeting is
Monday, Sept. 9, at 7:30 p.m. in the
high schools IT Room.
