Dear Reno Postal Inspector Renee Brown and NNDB, Panl, and SBN,
I am writing to respectfully place THE USPS, NNDB, PANEL AND SBN ON A LITIGATION HOLD
NOTICE WITH RESPECT TO ANY MATERIALS RELATED TO THE ATTACHED CERTIFIED MAILING BY
THE STATE BAR OF NEVADA AND OR THE NORTHERN NEVADA DISCIPLINARY BOARD OR ITS PANEL
WITH RESPECT TO THE PURPORTED MAILING TO ZACH COUGHLIN AT PO BOX 3961 RENO, NV
89505 OF A NOTICE OF INTENT TO TAKE DEFAULT INCIDENT TO A PURPORTED FILING ON 8/23/12
OF A SCR 105 COMPLAINT IN SBN V ZACH COUGHLIN (NG12-0204 ET AL). I, ZACH COUGHLIN
APPEARED AT THE DOWNTOWN RENO POSTAL STATION ON A NUMBER OF OCCASIONS DURING
October and November of 2012 to retrieve certified mailings, though I did personally hand deliver
on October 5th, 2012 a filled out Official USPS Change of Address card to change my mailing
address from PO BOX 3961 Reno, NV 89505 to 1471 E. 9th St., Reno, NV 89512.

The reason for this litigation hold notice is that the State Bar of Nevada has indicated a desire to
levy professional discipline against me, on grounds that I dispute vigorously and in so doing has
backed out of a number of representations related to the service of the Complaint, which led to the
"service" of a Notice of Intent to Take Default the SBN indicates it mailed on 10/9/12. On
November 5th, 2012 I again checked with counter attendant "Tim" (tall fellow whom I am told had
surgery recently) and he retrieved a large manila (8.5 by 11 inch) envelope addressed to me,
certified mail, RRR, from the State Bar of Nevada affixed with insufficient postage. Tim noted that
it was odd that it had a postmark in the red Pitney Bowes printed manner normal to SBN mailings
with a date of 10/9/12 given that it was November 5th, 2012 and that he had not retrieved or

noticed it on Friday November 2nd, 2012 when I had come in and asked for the certified mailings
for my PO BOX. Regardless, Tim also noted that that large certified mailing envelope was quite
deficient in postage, only having $1.25 in postage on it, for a mailing that would be at least $5
postage insufficient. I did not have the money to make up for what the SBN failed to affix to its
mailing. Tim informed me he could not release that mailing to me then, and I personally witnessed
him notate on the envelope in his own handwriting the insufficiency of the postage and the fact
that it was being returned to the sender. The USPS Track & Confirm shows that envelope was
delivered to the State Bar of Nevada's Double R Blvd office on 11/8/12.
However, crafty SBN Bar Counsel Pat King managed to jam through a Disciplinary Hearing on
11/14/12 for a Complaint that had not been served, calling witnesses for which Notice had not
been served, based upon a Notice of Hearing that failed to comply with SCR 105(2)(c) in a
multitude of ways. King sought to take away my Fourteenth Amendment property right, my
professional license to practice law, and thereby endanger my license to practice patent law before
the United States Patent and Trademark Office (USPTO) as well under 37 CFR 11.25.
I placed Mr. King on a litigation hold notice at that with respect to the proof of the insufficiency of
the postage on that envelope, and he smirked "What's a 'litigation hold notice'?" despite the fact
that he has 13 Profiler references on Westlaw. Mr. King has previously claim that "Zach, things
don't work out for you because you don't take responsibility for your actions". Well, I believe
placing insufficient postage on a filing that he is required to serve via certified mail is an instance
where Mr. King needs to take responsibility for his actions or those for whom he has a supervisory
duty.
I would greatly appreciate it if the USPS would consider expediting any disagreement here between
myself and the SBN, NNDB, and or Panel by having Downtown Reno Postal Station counter
attendant "Tim" sign a Declaration, if possible, attesting to the matters I detailed above to the
extent the comport with his recollections.
I would greatly appreciate it if you would provide me or provide some indication where I may obtain
any more detailed documentation related to the above tracking label ending in 5458 and the
following one for the purported certified mailing of the Complaint on 8/23/12:
