1.0 PROJECT SAFETY EXECUTION PLAN

1.1

PROJECT SCOPE

Construction of a Almaty Family Retail centre. Savant will function as project construction manager and will manage the project safety program. 1.2 PROJECT DURATION AND WORK FORCE

Construction activities are expected to begin in the summer of 2007 and are scheduled to be completed in the last quarter of 2008. Field construction services will be performed by contractors /subcontractors contracted to the CLIENT. The contractor/subcontractor work force is expected to peak at high number of employees. 1.3 SAFETY PROGRAM

Applicable elements from SAVANT, the CLIENT, and KazakhstanSafety and Health Regulations will be used to establish the project's Accident Prevention Program. Safe Work Practices

The SAVANT project safety manager has developed a site-specific safety procedure manual to establish consistent site safe work practices. CONTRACTOR / SUBCONTRACTOR/SAFETY MANAGEMENT PRACTICES to be followed to establish effective

This section details measures and procedures contractor/subcontractor safety management practices:

Contractor/subcontractor safety performance will be evaluated prior to awarding work. Work should not be awarded to contractor/subcontractors whose injury statistics exceed Kazakhstan Safety Standards averages. Contractor/subcontractors will be required to submit a copy of their written safety & health programs to SAVANT for review and approval prior to being awarded work. Contractor/subcontractors will be required to attend the pre-bid meeting to review and discuss the project's safety requirements prior to submitting their bids. Project safety rules & regulations will be included in each contractor/subcontractors contract. Contractor/subcontractors supervisors and craft employees will be required to attend a project safety orientation prior to beginning work. Contractor/subcontractor will be required to perform periodic documented safety inspection tours of their respective work areas. SAFETY PROGRAM ENFORCEMENT POLICIES

SAVANT will perform job-site safety inspection tours to monitor contractor / subcontractors compliance with project's safe work practices and procedures. Should deficiencies be identified, the responsible contractor/subcontractor will be notified of the violation and be required to take the appropriate corrective action. Other safety program enforcement options may include: 1.8 Stopping work until deficiencies are corrected Withholding payment of invoices Back charges to responsible contractor/subcontractor for the cost of correcting violations Requiring the removal from the project's work-site personnel who willfully or repeatedly violate safe work procedures. SAFETY INCENTIVE PROGRAM (TBD)

A contractor/subcontractor safety incentive program will be established to recognize superior safety performance and promote proactive contractor/subcontractor involvement in the site accident prevention program. Awards may consist of lunches, specialty items, etc.

MEDICAL SERVICES

Each contractor/subcontractor will be required to provide basic first aid facilities and supplies for their employees. 1.10 EMPLOYEE SAFETY TRAINING PROGRAMS

The SAVANT project safety manager and the contractor/subcontractors safety supervisors will develop and conduct appropriate employee safety training courses. Training programs will include, but not necessarily be limited to, the following: Project Safe Work Procedures Competent Person Training Excavations Scaffolds Confined Spaces Fire Prevention Lockout / Tag-out

The SAVANT project's safety manager will be responsible for implementing and coordinating the site accident prevention program. Other primary responsibilities include: Preparing statistical reports for tracking project's safety performance Developing contractor/subcontractors safety incentive programs (TBD) Conducting job-site safety inspection tours Developing and conducting employee/supervisor safety training programs Maintaining safety department and administrative/records Performing accident/incident investigations

2.0 SAVANT PROJECT SAFETY MANUAL CONTRACTOR/SUBCONTRACTOR SAFETY RULES & REGULATIONS This material must not be considered to be all inclusive as to the hazards that might be encountered, safe practices that should be performed, or safe conditions that should be maintained during the course of this project. 2.1 CONTRACTOR RESPONSIBILITIES

Frequent and regular inspections of the job site shall be made by a competent on-site safety representative designated by contractor. Unsafe acts and/or conditions noted during inspections shall be corrected immediately. The name of contractor's job site safety representative will be provided to SAVANT prior to the contractor starting work at the job site. Contractor shall instruct each employee on the job site in the recognition and avoidance of unsafe acts and/or conditions applicable to its work environment to control or eliminate injury or illness. Contractor shall enforce the project and statutory safety rules on its employees. Contractor is responsible for providing and requiring the use of appropriate personal protective equipment in all operations where there is an exposure to hazardous conditions. All records shall be maintained at a location accessible to SAVANT. Contractor is responsible for notifying SAVANT of any hazardous chemicals or substances that are brought or cause to have been brought on job site. Contractor shall provide SAVANT with a copy of contractor's Hazard Communication Program and the Material Safety Data Sheet(s) (MSDS) for the chemical(s) or substance(s) intended for use on the site. A bookcase, centrally located, will be dedicated for this information. Contractor is responsible for keeping this information current. Contractor is responsible for maintaining a copy of contractor's Hazard Communication Program and MSDS on site for contractor's own reference and employee training. The legal storage, use and disposal of wastes of any hazardous chemicals or substances is the responsibility of contractor. Contractor is responsible for the development of a fire protection and prevention program conforming to the project Safety Standards. Contractor shall also comply with all fire and safety rules and regulations established on the project. Kazakhstan Safety Standards will serve as the minimum safety requirements for the project. Any job site safety regulation which exceeds the minimum standards shall be incorporated in contractor's safety program. 2.2 PRE-CONSTRUCTION MEETING

Contractor, before starting work at the job site, shall attend a pre-construction meeting with SAVANT to understand the project conditions and safety requirements. A job-site tour shall be made to confirm contractor's awareness of potential safety hazards. Appropriate methods, equipment, devices and material shall be provided by contractor of its responsibility for safety, nor shall such reviews be construed as limiting in any manner. It is contractor's obligation to undertake any action, which may be necessary to establish and maintain safe working conditions at the job site.

2.3

INSTRUCTION AND TRAINING

Instruction and training of employees is an Kazakhstan Safety requirement and, as such, will be required on this project. Examples of such required training to be provided by contractor are: 2.3.1 Indoctrination

Newly employed, promoted and/or transferred personnel shall be verbally instructed in the safety practices required by their work assignments. 2.3.2 Work Assignments

All work assignments must include specific attention to safety. Follow-up monitoring is required in order to prevent accidents. 2.3.3 Meetings

Properly conducted and recorded weekly craft toolbox safety meetings are required. Additionally, staff meetings will have a portion of the agenda devoted to accident prevention. 2.3.4 Specific Instructions

Employees performing specific tasks or operating specific equipment are to be trained in its usage. 2.4 RECORD KEEPING

It is the contractor's responsibility to maintain all records required by Kazakhstan Safety Workers' Compensation Insurance or similar regulations. This includes the maintenance of an accident log, annual summary and the posting of all prescribed posters. A log of safety activities, accident investigations, employee instruction, training, "toolbox" meetings, etc., shall be maintained on the job site, and copies shall be promptly provided to SAVANT upon request. 2.5 FIRE PREVENTION

Contractor shall be responsible for fire protection in its work and operational areas, including offices, tool rooms, and storage areas 24 hours per day, seven days per week through the duration of this contract. Approved fire-fighting equipment, in adequate quantities, must be provided by contract, and its employees must be trained in the usage of such equipment. 2.6 THIRD PARTY SAFETY INSPECTIONS

In addition to visits and safety inspections by its own corporate or insurance representatives, contractor is advised that the project may be inspected from time to time by authorized third parties. Among others so authorized are representatives of SAVANT and CLIENT insurance companies. Upon their proper identification, they are entitled to access and courteous consideration. SAVANT shall be made aware, if possible upon its arrival, but in any case as soon as possible, of the purpose and results of such visits which relate to safety.

CONSTRUCTION EMERGENCY ACTION PLAN

SAVANT will provide to contractor a construction emergency action plan for evacuation of the work area in the event of a natural disaster and/or project emergency. Contractor will be responsible for advising its employees of the emergency signals and primary evacuation route. 2.8 PROJECT SAFETY AND SECURITY RULES & GUIDELINES

All personnel on this project, including the employees of contractor, will be required to comply with these guidelines. Contractor shall ensure and indicate that all its employees have read these guidelines and understood its contents. The employee must sign a declaration which shall then be retained by contractor with the employee's personnel file. In addition, contractor shall comply with the following: 2.8.1 Clothing Requirements

Shirts shall be worn at all times. Sleeveless shirts and tank tops are not permitted. Long pants are required. Steel Toed Boots are required--sandals, tennis shoes, or any other street type shoes are not permitted. Loose-fitting clothes or jewelry shall not be worn around moving machinery, grinding operations, etc. Hair that could come in contact with or be caught in machinery shall be protected by a hardhat or hair net, as appropriate. Personal Protective Equipment

2.8.2

Approved hard hats meeting specifications contained in Kazakhstan Safety Standards. Safety glasses with side shields are required in plant and construction areas at all times. Other approved eye and face protection is required as follows: goggles, welding hoods and shield, and face shields will be required to be properly worn at all times when in the area of operations, such as when welding, burning, grinding, chipping, chemical handling, corrosive liquids or molten materials, drilling, sawing, driving nails, power-actuated tools, concrete pouring, tampers and gasfueled hand-operated equipment (i.e., chain saws). This section also applies to those employees of contractor who are assisting any worker as an apprentice or helper. Prescription glasses must be approved. Safety glasses or approved eye protection shall be worn. KAZAKHSTAN SAFETY STANDARDS approved hearing and respiratory equipment shall be worn when required. The selection, fitting and maintenance requirements of Kazakhstan Safety Standards shall be met by contractor. Safety harnesses with shock-absorbing lanyards shall be worn by all employees when working six feet (two meters) or more above the ground or when working in a precarious position. The lanyard shall be securely attached to the employee 100% of the time and shall allow a maximum fall distance of six feet (two meters). Safety harnesses shall also be worn and attached to the tie-off rail when working out of extensible and articulating boom platforms and to vertical drop lines when working from suspended scaffolding.

Seat belts shall be worn by all employees operating any motor vehicle and any equipment with rollover protection structures during performance of the work. Safety nets shall be provided as required be Kazakhstan Safety Standards. Signs, Signals, Barricades and Lights

2.8.3

Signs, signals and barricades shall be visible at all times where a hazard exists. All streets, roads, highways, and other public thoroughfares that are closed to traffic shall be protected by effective barricades on which shall be placed acceptable and highly visible warning signs. Barricades shall be located at the nearest intersecting public highway or street on each side of the blocked section. All open trenches and other excavations shall be provided with suitable barriers, signs, and lights to the extent that adequate protection is provided to the public. Obstructions, such as material piles and equipment, shall be provided with similar warning signs and lights. All barricades and obstructions shall be illuminated by means of warning lights from sunset to sunrise. Materials stored upon or alongside public streets and highways shall be so placed, and the work at all times shall be so conducted as to cause the minimum obstruction and inconvenience to the traveling public. All barricades, signs, lights and other protective devices shall be installed and maintained in conformity with applicable statutory requirements and, where within railroad and highway right-ofway, as required by the authority having jurisdiction there over. When any work is performed at night or where daylight is shut off or obscured, contractor shall, at its expense, provide artificial light sufficient to permit work to be carried on efficiently, satisfactorily and safely, and to permit thorough inspection. During such time periods the access to the place of work shall also be clearly illuminated. Signs, signals and barricades shall be removed when the hazard no longer exists. Contractor's employees working in an area of potential traffic hazard shall wear approved reflectivetype vests. Rigging Equipment

2.8.4

All rigging equipment shall be free from defects, in good operating condition and maintained in a safe condition. Rigging equipment shall be inspected by a designated, competent employee of contractor prior to initial use on the job-site work and monthly thereafter to ensure that it is safe. Records shall be kept on the job site of each of these inspections by contractor and shall be made available to SAVANT upon request. Contractor's damaged rigging equipment shall be immediately removed from service by contractor.

2.8.5

Hand and Power Tools

All hand and power tools, whether furnished by contractor, or by contractor's employee, shall be maintained in a safe condition. Contractor shall not issue nor permit the use of unsafe hand or power tools. Electrical power tools shall be grounded or double insulated with proper ensured equipment grounding inspections or Ground Fault Interrupter circuit protection provided. Pneumatic power tools shall be secured to the hose or whip by some positive means. Only properly trained contractor employees shall operate power-actuated tools. Certification records, employee certification cards, or equivalent certification documentation shall be maintained by contractor on each of its employees using power-actuated tools during performance of the work. All grinding machines shall conform to Kazakhstan Safety Standards. Cords, leads and hoses shall be kept at least seven feet (two meters) off the ground or whatever height is necessary to be protected from traffic, and creating tripping hazards. Compressed Gas Cylinders

2.8.6

Compressed gas cylinders shall be secured in an upright position at all times. Location of cylinder storage areas must be approved by SAVANT. When transporting, moving and storing cylinders, valve protection caps shall be in place and secured. Cylinders shall not be hoisted by magnets or choker slings. Valve protection caps shall not be used for hoisting cylinders. Cylinders shall be kept away from sparks, hot slag and flames, or be adequately protected. Cylinders shall not be placed where they can become part of an electrical circuit. Cylinders shall be labeled as to the nature of their contents. Oxygen cylinders in storage shall be separated from fuel gas cylinders or combustible materials a minimum of 20 feet (six meters) or by a noncombustible barrier at least five feet (two meters) high having a fire-resistant rating of at least one-half hour and empty cylinders shall be separated as above from full cylinders and stored with like cylinders. "No Smoking" signs shall be posted at storage areas and signs shall clearly indicate contents of cylinders. Anti-flashback arrestors shall be installed on all oxygen and acetylene cylinders. Scaffolds

2.8.7

Footings or anchorage for any scaffold shall be sound, rigid and capable of carrying the maximum intended load without settling or displacement.

No unstable objects such as concrete blocks shall be used to support scaffolds or planks. Any part of a scaffold weakened or damaged shall be repaired or replaced immediately. All scaffold planking shall be free of knots and cracks (Class A number) and shall completely cover the work platform. Scaffold planks shall be laid tight-cleared at both ends or overlapped a minimum of 12 inches (0.385 meters) and nailed or bolted to prevent movement. Overlaps to occur directly above scaffold supports. Safe access shall be provided to the scaffold platform. Specifically, a ladder with a safe means of access to the platform from the ladder. Scaffolds shall be equipped with a top rail made of lumber not less than 2 x 4 inches (or equivalent strength), 42 inches (1.1 meters) high; a 21 inch (0.50 meters) high midrail, made of lumber not less than 1 x 6 inches (or equivalent strength); and toe boards shall be installed on all open sides and ends of scaffold platforms 10 or more feet (3.05 meters) above the ground floor. Scaffolding not adaptable to guard rails shall require the use of safety harnesses with the lanyard attached to a secure substantial object. Mobile scaffold casters shall be secured and locked prior to mounting. No personnel shall be on a mobile scaffold when it is being relocated. Contractor's employees working swing stages, boatswain chair, floats, suspended scaffolds and needle beam scaffolds, etc., shall wear safety harnesses with lanyards attached to an independent lifeline. A proper scaffold inspection and tagging system shall be maintained. Job-Site Transportation Rules

2.8.8

Drivers of motor vehicles shall be instructed to exercise judgment as well as observe posted speed limits. Maximum speed limit is 20 kilometers per hour. However, much slower speeds are necessary in congested areas. All contractor's means of ingress and egress routes will be adequately marked as such, since their employees are to travel these routes only. Pedestrians and bicycles have right-of-way over motorized traffic. Use your horn for safety at blind corners, when passing, etc. Established hand signals or turn signals are to be used. Ignition keys are to be left in vehicles at all times when within the plant. (Contractor's employees cars may be locked within the designated contractor's perimeter parking area).

Reckless driving or other non-observance of these instructions will be cause for withdrawal of driving privileges on the project. No two-wheeled motorized vehicles are allowed in the plant other than in contractor's perimeter parking lot. Any ATVs used on the job site shall be four-wheeled, not three-wheeled. Cranes and Derricks

2.8.9

All cranes and derricks shall be certified as being in safe operating condition by contractor prior to using the crane or derrick on job site. This certification shall be maintained by contractor and made available to the SAVANT upon request. All crane operators shall be properly licensed and certified by a competent person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees and who has authorization to take prompt corrective measures to eliminate them. Certification records shall be maintained on the job site by contractor and made available to the SAVANT upon request. The swing radius of cranes shall be barricaded. Hand signals prescribed by ANSI shall be posted at an operator's station. Manufacturer's specifications shall be observed by contractor. Equipment shall not be operated where any of the equipment or load will come within 15 feet (five meters) of electrical distribution or transmission lines. Contractor's employees shall not ride the headache ball, hook, or load being handled by the crane. Equipment shall not be lubricated while in use. Rated load capabilities, recommended operating speeds, special hazard warning, specific hand signal diagram and special instructions shall be visible to the operator while he is at the control station. Contractor's employees shall not be allowed to work under the load of cranes. Tag lines shall be used on all loads. Special caution should be used in concrete bucket operations. Cranes and derricks shall be inspected prior to use and at monthly intervals. Records shall be maintained on the job site of these inspections by contractor, and copies shall be made available to SAVANT by contractor upon request. Equipment and Motor Vehicles

2.8.10

All equipment must be inspected daily before use by contractor's operator. Formal inspections must also be made by contractor at 30-day intervals with proper documentation maintained at the job site by contractor and copies shall be made available to SAVANT upon request. Defective equipment shall be repaired or removed from service immediately. All rubber-tired, self-propelled scrapers, rubber-tired, front-end loaders, rubber-tired dozers, wheeltype agricultural and industrial tractors, crawler tractors, crawler-type loaders and motor graders shall be equipped with rollover protective structures and seat belts.

All contractors operators of construction equipment should be properly licensed and certified by a competent person. Copies of the certifications shall be maintained on the job site by contractor and made available to SAVANT upon request. All equipment with an obstructed view to the rear must have a reverse signal alarm audible above the surrounding noise level or a flag man. All cracked and broken glass shall be replaced before bringing vehicles on the job site. If glass is broken or damaged on the job site and if damage is severe enough to cause a potential safety problem, the machine shall be stopped until such damage has been repaired. Vehicles used to transport employees shall have seats firmly secured and adequate for the number of employees to be carried, and all passengers should be properly seated. Standing on the back of moving vehicles is prohibited. Locations for storage of all fuels, lubricants, starting fluids, etc., shall be reviewed by SAVANT prior to use of contractor for storage. Electrical

2.8.11

All electrical work, installation and wire capacities shall be in accordance with the pertinent provisions of the National Electrical Code. Contractor shall develop a ground fault program in accordance with requirements established by project safety procedures. In the absence of ground fault protection, contractor shall establish a monthly assured grounding inspection program to include color-coding. The color codes used on this project are:

Contractor shall develop and implement a lockout/tag-out procedure according to SAVANTs procedure and strictly adhere to the use of this procedure. SAVANT will monitor adherence to the procedure on a regular basis. All temporary power panels shall have covers installed at all times. All open or exposed breaker spaces shall be adequately covered.

2.8.12

Ladders

The use of ladders with broken or missing rungs or steps, broken or split rails or other defective construction is prohibited. Ladders shall extend no less than 36 inches above landing and be secured to prevent displacement. Portable ladders must be equipped with safety shoes. Wooden ladders shall not be painted. Metal or conductive ladders shall not be used on the job site. Floor and Wall Openings and Stairways

2.8.13

Floor and wall openings shall be guarded by a standard guardrail, midrail, and toeboard, or adequately covered. Guardrails must be sufficient strength to support 200 pounds of pressure when applied at midspan of the guardrail parallel with the floor and perpendicular to the guardrail with a minimum defection of three inches. Covers must be adequately secured to prevent displacement and have "Danger" signs attached identifying the hazard. Every flight of stairs having four or more risers shall be equipped with standard stair railings. Stairs are not to be used until risers and railings are securely installed. Treads will be poured as soon as possible where poured treads apply. Debris and other loose materials shall not be allowed on stairways or at access point to stairway. Debris shall not be allowed to accumulate in stairwells. Excavations and Trenching

2.8.14

A competent person must be designated and trained in soil classification and the recognition of trenching and excavation hazards. Appropriate documentation to meet the trenching and excavation standards is to be kept on site. Prior to opening any excavation or trench, contractor must notify SAVANT. In addition, contractor shall contact any other necessary personnel to determine whether underground installations, i.e., sewer, telephone, fuel, electric lines, etc., may be encountered and where they are located. Excavations and trenches shall be inspected by a competent person daily and after every rainfall to determine if they are safe. All banks five feet high or more shall be sloped 1:4, unless soil is analyzed by a competent person allowing a greater slope angle, or unless the banks are adequately shored. Ladders or steps shall be provided and secured in all trenches four feet or more in depth. Ladders or steps shall be located to require no more than 25 feet of lateral travel before having access or egress and shall extend three feet above the top of the trench bank. Material excavated shall be stored at least two feet from the edge of the excavation or trench shall be shored to prevent material from falling into the excavation.

All trenches and excavations shall be properly barricaded to prevent persons from walking into them. All walkways or ramps crossing over excavations shall be securely fastened and equipped with standard guardrails. Steel Erection

2.8.15

At no time shall there be more than four floors or 48 feet (15 meters) of unfinished bolting or welding above the foundation or uppermost permanently secured floors. A temporary and/or permanent floor shall be maintained within two stories or 30 feet (10 meters) whichever is less, below and directly under that portion of each tier of beams on which any work is being performed. Planking or metal decking in temporary floors shall be of proper strength and thickness to carry the working load. Decking shall be secured to prevent movement. Standard guardrails and toeboards shall be installed around open sides of permanent floors. During structural steel assembly, a safety railing (cable) of -inch diameter shall be installed approximately 42 inches high, recessed into the interior of the floor around all temporary floors. Where fall distance exceeds 25 feet (8 meters), scaffolds, ladders, catch platforms, or safety harnesses with lanyards attached to lifelines or other substantial objects shall be used. If the use of these is impractical, safety nets shall be provided. Tag lines shall be used to control all loads. Containers shall be provided for storing or carrying bolts or rivets. When bolts, drift pins, or rivet heads are being removed, a means shall be provided to prevent accidental displacement. Tools shall be provided and lanyards to prevent falling. During the final placing of solid web structural members, the load shall not be released from the hoisting line until the members are secured with not less than two bolts, or equivalent, at each connection. Contractor shall not allow any of contractor's employees to walk the steel. Contractor's employees must be tied off and "coon" the beam until safety cables are provided to which employees shall tie off. Two lanyards may be needed to ensure 100% tie-off. A safe means of access to the level being worked shall be maintained. Climbing and sliding columns are not considered safe access. Confined Areas or Spaces

2.8.16

Contractor shall develop an entry procedure to be used when contractor's employees are required to enter confined areas or spaces. Such areas include storage tanks, process vessels, bins, boilers, ventilation or exhaust ducts, sewers, underground utility vaults tunnels, pipelines, open-topped pits, basements and temporary wood framing covered with plastic. All of contractor's employees who are required to enter confined areas or spaces shall be instructed as to the nature of hazards involved, necessary precautions to be taken and in the use of protective and emergency equipment required.

Before contractor's employees are permitted entry into any confined area or spaces, the atmosphere within the space shall be tested to determine the oxygen level and concentrations of flammable vapors, gases, toxic contaminants. Contractor needing access to the confined area shall furnish the testing equipment and a person competent in the use of the testing equipment. When welding, cutting or heating in confined areas or spaces, ventilation shall be provided. When sufficient ventilation cannot be provided without blocking the means of access, contractor's employees shall be protected by air line respirators and an employee of contractor shall be stationed outside the confined area to maintain communication with those working within and to aid them in an emergency. 2.8.17

During the course of construction, all debris and scrap material shall be kept away from the work area. Containers shall be provided by contractor for the collection and separation of waste, trash, oily and used rags and other refuse. Metal (dumpster type) containers must be used and emptied promptly. Garbage and other waste shall be disposed of at frequent and regular intervals in a manner approved by SAVANT. Contractor shall notify SAVANT of any hazardous waste it will generate during performance of the work. Contractor has the direct responsibility of maintaining proper storage of these wastes while on site and will verify to SAVANT in writing that the wastes have been disposed of in a legal manner. Contractor shall not pour, bury, burn, nor in any way dispose of a chemical on the work job site without the permission of SAVANT or CLIENT . Contractor shall clear all combustible debris to a solid waste disposal area. NO OPEN BURNING OF DEBRIS OR RUBBISH WILL BE PERMITTED AT THE PROJECT JOB SITE. Materials and supplies shall be stored in locations that will not block access ways, and arranged to permit easy cleaning of the area. In areas where equipment might drip oil or cause other damage to the floor surface, a protective cover of heavy gauge, flame resistant, oil proof sheeting shall be provided between the equipment and the floor surface sheeting so that no oil or grease contacts the concrete. This requirement is applicable to both finished and unfinished floors. All hoses, cables, extension cords, and similar materials shall be located, arranged and grouped so that they will not block any access way and will permit easy cleaning and maintenance. General

2.8.18

SAVANT reserves the right to regulate smoking, open fires, carrying matches, and welding permits when and where deemed necessary in the interest of safety. Contractor shall be responsible for and so enforce contractor's personnel, the personnel of all subcontractors and visitors to comply with the regulations and restrictions as directed. These smoking, open fires and similar regulations may vary during the progress of construction, or during the testing, or initial operation of any portion of the plant. Within certain areas designated as "OPEN AREAS," SAVANT will issue a "HOT WORK PERMIT" on a weekly basis that will authorize open flames, burning and welding activities during regularly scheduled working hours.

Within certain areas designated as "RESTRICTIVE AREAS," SAVANT will issue a "HOT WORK PERMIT" daily that will authorize open flames, burning and welding activities during regularly scheduled working hours. Smoking will be permitted only in designated compounds; "OPEN AREAS" shall be reclassified as "RESTRICTED AREAS" whenever designated by SAVANT and upon completion. No matches except safety matches are permitted on the job site. No firearms are allowed on the job site. Contractor's responsibilities: Ensure the availability of medical personnel for advice and consultation Prior to commencement of work, make provisions for prompt medical attention in case of serious injury Ensure that at least one of contractor's employees at the job site has a valid certificate in first aid training Ensure that first-aid supplies approved by the consulting physician shall be easily accessible when required Provide adequate number of first-aid kits and supplies approved by the consulting physician. First-aid kits shall be in a weatherproof container with individually sealed packages for each type of item. Contents of the first-aid kits shall be checked by contractor before being sent to the job site and at least weekly during performance of the Work to ensure the expended items are replaced. Provide proper equipment for prompt transportation of the injured person to a physician or hospital, or a communication system for contacting necessary ambulance service. Telephone numbers and addresses of the physicians, hospital and ambulances shall be conspicuously posted. A daily record shall be kept on all employees requiring first-aid treatment. Contractor shall ensure that each of its lower-tier subcontractors meet these medical requirements. Written evidence that all of the requirements in Paragraph 20.8.19 above are being complied with shall be maintained by contractor on job site and made available to SAVANT upon request.

First Aid and Medical Procedures First Aid (minor cuts, scratches, bruises, etc.) Each occupational illness or injury shall be reported immediately by contractor's employee to contractor's first aid attendant. All personal injuries and illnesses (job related) treated or reported (actual or alleged) shall be recorded on a daily First Aid Log. This log should contain such information as employee's name,

badge number, foreman, nature and cause of injury, treatment administered, date, time and firstaid attendant's name. Contractor shall maintain such data for SAVANT's review upon request. Contractors first-aid attendant should treat the injured employee as necessary to ensure complete recovery or the decision is made to seek medical treatment.

Medical Cases (not requiring ambulance service) Medical cases normally requiring ambulance services are injuries such as minor lacerations, embedded foreign bodies in eye, minor sprains, etc. Contractor must provide proper equipment for prompt transportation of the injured person to a physician or hospital. A representative of contractor should always drive the injured employee to the medical facility and remain at the facility until the employee is ready to return. Contractors representative should also carry necessary forms, i.e., authorization slips, return to work notices, etc. If it is necessary for the contractor's first-aid attendant to accompany the injured employee off site, provisions must be made by contractor to have another employee, properly trained and certified in first aid, to render first aid during the absence of the regular first aid attendant. If it is necessary to call the medical facility to be utilized, this call should be made by a designated contractor representative while the injured employee is being transported. If the employee is able to return to the job site the same day, he shall bring with him a statement from the physician containing such information as date, employee's name, date he is able to return to work, regular or light duty, date he is to return to physician, diagnosis, signature and address of physician. If the injured employee is unable to return to the job site the same day, the employee who transported him shall bring this information back to the job site and report it to the SAVANT. Contractor shall designate one employee to keep files on all medical cases and retain all medical statement in this file. SAVANT will periodically check to ensure the contractor's medical files are being maintained.

Emergency Cases (requiring ambulance services) Medical cases requiring ambulance services would be such cases as severe head injuries, amputations, heart attacks, etc. Should ambulance service be necessary, the following procedures shall be taken immediately: Contact contractor first-aid attendant or nearest employee properly trained and certified in first aid While first aid is being administered, contact necessary ambulance service While the injured employee is being transported, contractor shall contact the medical facility to be utilized One designated contractor representative shall accompany the injured employee to the medical facility and remain at the facility until final diagnosis and other relevant information is obtained
