A RESOLUTION SUPPORTING THE ABOLITION OF THE PORK BARREL By the Central Student Government of Xavier University Ateneo de Cagayan

WHEREAS, Article III, Section 1 of the 2005 XU-CSG Constitution states that the XU CSG shall be the highest seat of student governance of Xavier University . Its officers shall represent its constituents in all university bodies and other association, both within and outside of the campus, which directly affect the students welfare and interests.

WHEREAS, Article III, Section 2 of the 2005 XU-CSG Constitution states that the XU CSG shall envision a government that is socially aware and involved, rooted in a clear grasp of reality and vigilantly responding to the general interest of its constituents in a dynamic, effective and united effort; a governance that is founded on the principles of authentic Christian humanism, thereby it shall be a pro-student, pro-people, pro-country, Christ centered and gives due recognition to the rights of those of other religious denomination. It upholds genuine student participation and democratic representation in a dialogical, consultative and non-violent manner.

WHEREAS, Article III Section 4 of the 2005 XU-CSG Constitution states that the XU
CSG shall initiate to contribute to the development and transformation of the Philippine Educational System and respond to the needs and issues of society.

WHEREAS, the urgency of the XU-CSGs response to the Pork Barrel Scam in the Philippine Government calls for the discussion and formulation of XU-CSGs stand on the issue; WHEREAS, Article II Section 13 of the 1987 Philippine Constitution states that the State recognizes the vital role of the youth in nation-building and shall promote and protect their physical, moral, spiritual, intellectual, and social well-being. It shall inculcate in the youth patriotism and nationalism, and encourage their involvement in public and civic affairs. WHEREAS, the legislative power of the government is vested on the Congress and the executive power is vested on the executive body of the Philippine government; WHEREAS, the discretionary nature of the Pork Barrel allocation has contributed heavily to the rise of patronage politics in the Philippines;

WHEREFORE, the Pork Barrel derived from the taxes of the Filipino people shall be used with standards and objectivity and it shall be made available to the general public; WHEREFORE, the Pork Barrel funds that are appropriated to special community projects shall be put to the fund of the government unit that directly handles the nature of the project (eg. DPWH for roads, DA for agricultural projects, etc.); WHEREFORE, the Executive government units in the division, regional, and national levels shall be empowered to actively respond to the concerns of the welfare and interest of the Filipino people; WHEREFORE, the Legislative body shall duly protect and advance the rights of their constituents only through the discussion, formulation, amendment, and approval of bills, policies, and laws; NOW, THEREFORE, BE IT RESOLVED THAT THE CENTRAL STUDENT GOVERNMENT OF XAVIER UNIVERSITY ATENEO DE CAGAYAN HEREBY: urges the Philippine Government to abolish the Pork Barrel; Done in the City of Cagayan de Oro, Philippines, this 31st Day of August in the Year of Our Lord, Two Thousand Thirteen.
