Abstract
Since the launching of six sigma in 1986 by Motorola, it is increasingly spreading
worldwide. It started in the private sector. It took the public sector some time, before it
started to think how to make use of this methodology to improve its performance, which
has been subjected to many inquiries. In the meantime, the Arab world was making its first
exploration steps, or ignorant.
This working paper aims at introducing lean six sigma methodology to the leaders of the
public sector in the Arab world and to those concerned, and clarifying the benefits that
could be gained through its correct implementation in order to encourage them to adopt it,
in a contribution to improve the performance of the public sector and to move it towards
excellence.
For this purpose, the researcher presented a brief definition of lean six sigma. Then, he
moved to give an idea about lean six sigma in the public sector in the USA, and to state
success factors there with the presentation of some examples about the successes of the
American public sector, plus some other examples about using it for the purpose of
improving certain processes in the organization.
From another perspective, the researcher explored the status quo of six sigma in the Arab
public sector by searching the internet for related indicators including: announcements
made by organizations regarding their adoption of six sigma, books published in Arabic,
training courses, conferences and seminars, the contribution of universities in this field, the
contribution of the Arab countries league, and training employees to obtain black belt and
green belt. This was followed by an overall evaluation of the status quo, which resulted in
indicating that the position of lean six sigma in the Arab public sector is still in the stage of
understanding and exploring this methodology, and that there are some initial steps started
to emerge in Saudi Arabia on the road of adopting this methodology in the industrial and
service public sectors. In addition to that, a related educational organization is growing and
developing in the Arab Republic of Egypt.
After that, the researcher shed light on the reasons which call on the public sector to adopt
this methodology, and indicated the opinion of experts regarding the great benefits that
could be gained. Finally, in the context of answering the question that was raised in the
title of this paper, the researcher showed that lean six sigma is a mature and free
methodology, it can be useful to any organization, some organizations are more ready to
adopt it than others, and its correct implementation includes huge benefits.
