White Papers

Rationale:

Several issues of critical importance to emergency preparedness and response (EP&R) deserve in-depth
focus by the National Commission on Terrorist Attacks Upon the United States. Team 9 proposes a
series of (###) white papers to more thoroughly inform Commission members and staff on these EP&R
issues.

Team 9 recognizes that while we are now engaged in gathering the facts of the September 11th
emergency response, it is also necessary to simultaneously develop an informed sense ot the most
significant issues regarding EP&R. issues that will likely be addressed in the EP&R recommendations in
the Commission's final report.

For example, many of the larger issues surrounding the Nation's Intelligence Community (1C) are well
known to the Commission and will likely serve as a framework for Commission recommendations
affecting the 1C. In contrast, many of the critical issues facing the EP&R community are less well
known or not fully understood.

The following is a list of EP&R white paper topics Team 9 intends on writing. The tentative goal is to
forward two papers per month, beginning in July 2003, to Commission members. In meeting the goal.
Commission members and staff will be fully informed on these EP&R issues by November 2003. and
will thereby have a solid foundation to craft EP&R recommendations. Each white paper will be at an
"executive summary" level of detail and approximately 3-5 pages in length.
