Minutes Auburn City Council September 9, 2013

Mayor Verdi Maunu called the meeting to order at 6:00PM with council members Janelle King, Cindy Finley, Randy Schulte, Justin Potthoff and Jane Barto present. Employees: Gerry Blessington and Nancy Janssen. Guests: Sheriff Ken McClure, Deputy Scott Brower and Dick Heim. Motion to approve the agenda by King, seconded by Potthoff. All voted Aye. Motion by Finley, seconded by Potthoff to set aside the car show bills for consideration later in the meeting and approve the consent agenda which included the minutes of the August 12, 2013 meeting, all other claims, payroll, financial, Treasurers and Sheriffs reports. All voted Aye.

Sheriff Ken McClure reviewed a plan to amend our current 28E agreement with the County for police protection. This amendment changes the agreement from a contract number of hours to a 24/7/365 coverage at a per capita fee. It is still undetermined if the City of Schaller will be added to the list of cities served by the Sheriffs office, but this amendment projects saving to Auburn. Motion to approve this change in the agreement was made by Finley and seconded by King. Voting Aye: Finley, King, Potthoff and Schulte. Voting Nay: Barto. Librarian Donetta Stewart gave a report of the very successful Summer Reading Program. Council expressed their thanks for her hard work and dedication. Council discussed what to do about the outstanding bills for the car show as there was not enough revenue generated to cover all the expenses. Motion was made and withdrawn by Barto to use Recreation monies. Motion by Finley, seconded by Potthoff to pay the bills now and give

the Event Committee 90 days to do some fundraising to reimburse the City. Voting Aye: Finley, Potthoff, Barto and Schulte. Abstain: King as she was a part of the Committee. Motion by Barto, seconded by Potthoff to approve the Request for Qualifications/Proposal template and the Service Agreement with IAMU for technical services for the electrical projects that are being considered. Voting Aye: Barto, Potthoff, King, Finley and Schulte. Motion by Finley, seconded by Potthoff to set October 31, 5-7 PM as the date and time for Trick or Treating in Auburn. All Voted Aye. Motion by Potthoff, seconded by Schulte to Approve Resolution 13-21- A Resolution Approving the Annual Street Report. Voting Aye: Potthoff, Schulte, Finley, King and Barto. Motion by Barto, seconded by King to appoint Derrick Franck of the Mundt, Franck Law Firm as City Attorney. All Voted Aye. City Clerk gave an update on the demolition project at 305 Ash St. Public Forum: Dick Heim addressed council regarding low water pressure and banging in pipes at his home. Council will look into the situation. Council discussed the ongoing issues with the yard waste dump site and will continue to seek resolution. Public works, City Clerk and Solid Waste Commission reports were heard. Motion to adjourn by Schulte, seconded by Potthoff at 7:41 PM.

Recycling Update: Due to changes at the Sac County Recycling Center- it is no longer necessary to put glass in the recycling bin, instead all glass may go in the yellow or green Auburn garbage bags. Tree Trimming: Please trim all trees above streets to a height of 15 feet and above sidewalks to a height to 8 feet. Sidewalks- please keep sidewalks clear for all who choose to use them. Please do not park across a sidewalk or allow toys or other items to remain on the sidewalk.

Yard Waste Site- Illegal dumping is continuing to happen. ONLY yard waste, tree branches, etc. may be placed at this site. Effective immediately, the gate to the site will be locked at dark each day and opened again in the morning. For now, it will remain open on the weekends; however, if the illegal dumping continues other measures will be taken. Please report any illegal activity you may observe to the Sac County Sheriffs Office.
