Recommendation: Executive Summary:

Adopt the Resolution . The Harrison Memorial Library Board of Trustees and the Carmel Public Library Foundation (CPLF) are requesting City cosponsorship of a Carmel Public Library Foundation donor event to honor former CPLF Board Directors and Library Board Trustees. The event will be held at the Harrison Memorial Library Park Branch on Sunday, November 3, 2013, from 3:00-5:00 p.m. Wine and hors d'oeuvres will be served. Donor cultivation events such as this are designed to advance the Carmel Public Library Foundation's efforts directed toward major gift fundraising. The Carmel Public Library Foundation held its first event honoring former board members in 2010, and plans to make it an annual affair. As a City Support Group, the Carmel Public Library Foundation is required by the City's Support Groups Policy C89-47 to obtain approval from the Harrison Memorial Library Board of Trustees for the use of library facilities for fundraising activities. Support Groups Policy C89-47 also requires City Support Groups to secure cosponsorship with the City Council for any event held in a City building at which alcoholic beverages will be served. The Harrison Memorial Library Board of Trustees approved the use of the Park Branch Library for this event at its August 25, 2103 meeting. The Carmel Public Library Foundation will also secure a Daily License Permit from the Department of Alcoholic Beverage Control for this event.

CITY OF CARMEL-BY-THE-SEA CITY COUNCIL RESOLUTION NO. 2013A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA

AUTHORIZING CITY COSPONSORSHIP OF AN EVENT HONORING FORMER CARMEL PUBLIC LIBRARY FOUNDATION BOARD DIRECTORS AND HARRISON MEMORIAL LIBRARY BOARD TRUSTEES
WHEREAS , the Carmel Public Library Foundation requests City cosponsorship of an event on November 3, 2013, at the Harrison Memorial Library Park Branch honoring former Carmel Public Library Foundation Board Directors and Harrison Memorial Library Board Trustees; and WHEREAS, the use of Harrison Memorial Library Park Branch for the event on November 3, 2013 has been approved by the Harrison Memorial Library Board of Trustees; and WHEREAS, the Carmel Public Library Foundation is a City Support Group; and WHEREAS, the City's Support Groups Policy requires City Support Groups to obtain City Council approval to cosponsor events at which alcohol is served; and WHEREAS, the event will include the serving of wine and other beverages. NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA DOES: 1. Agree to cosponsor an event honoring former Carmel Public Library Foundation Board Directors and Harrison Memorial Library Board Trustees on Sunday, November 3, 2103, at the Harrison Memorial Library Park Branch. 2. Authorize the City Administrator to notify the Harrison Memorial Library Board of Trustees and Carmel Public Library Foundation of the Council's agreement to co-sponsor the event. 3. Authorize the City Administrator to officially notify the City's insurance carrier of the co-sponsorship.
