Scope and Functional Requirements

This Process Isolation System Design Philosophy covers the onshore, pipeline and offshore process systems. This philosophy is split into two main sections; the first section covers the philosophy taken for isolation prior to maintenance. The second section deals with the basic philosophy for operational maintenance. 2.0 Assumptions 2.1 Isolation means will be categorised in line with usual standard working practices. Isolation shall normally be provided by the following means: Single valve isolation; Double block and bleed valving; Positive isolation by means of a blank flange, spectacle blind or spade NB: 2.2 Non-return valves and flow control valves may not be used as a means of isolation. Process isolation valving may use either manual or actuated valves (provided the actuator is effectively isolated, disabled and controlled by the Safe System of Work) An actuated wing valve on each of the wells xmas trees will be provided. An actuated master valve and a manually operated master valve on each of the wells xmas trees will be provided. The offshore facility will be designed as a Normally Unmanned Installation (NUI). Automated sectionalisation valving will be located where the plant is broken into discrete processing trains. A process shutdown valve will be provided at the upstream side of any of the processing trains. Actuated process isolation valves (not control valves) may also be used for emergency shutdown purposes.

Design Requirements Isolation for Maintenance

This philosophy is proposed in order to reduce the risks to personnel and the environment, during intrusive work in Kingsnorth onshore and offshore process plants, without unnecessary Capex, Each main piece or train of equipment is assessed for the hazards and risks present during intrusive work. Distribution pipework is considered to be equipment. The intention of the philosophy is to ensure that the appropriate level of isolation is available for intrusive work whilst allowing processing of CO2 to continue where possible.

V - The required valves of live systems as a preliminary, to allow the type of isolation identified in I, to be effected. I - The type of isolation required if the maintenance work necessitates containment to be disturbed, or if there is a risk of this during the work. Notes: Always use Positive isolation for entry to vessels or confined spaces. Line sizing and duration of work may necessitate a higher category of isolation.

Where process unit operations, or systems are envisaged to require intrusive maintenance, and where a single valve will be the means of process isolation, a means of draining and venting the line must be available downstream. This is essential to enable the integrity of the isolation to be established. Additionally, a pressure gauge (or transmitter) should be available, or be capable of being fitted to the downstream side of the isolation valve. Where single valve isolation is used to allow installation of a spade or to drop out a spool for a blank flange to be installed, a vent valve must be provided between the spade or blank and the valve. All vessel nozzles must be fitted with isolation points or break spools. For DBB, a pressure indication facility must be available between the block valves and downstream of the inner isolation valve. The pressure indication does not need to be permanently installed. Where positive isolation is required in large bore and high pressure pipework, then spectacle blinds or spades/spacers must be inserted to facilitate isolation. The system should be designed so that valves that are intended to be used as isolation valves (apart from pigging valves), should be either fully open or fully closed. The system should be designed so that they do not have to operate in the partially closed position. The exception to this is when the valves have been specifically designed to cope with being partially opened and no practicable solution is available e.g. metal seated pigging valves. All materials used in the valves must be fully tested to be suitable for high pressure CO2 service.

Operational Isolation Requirements

To allow a simpler automated start-up of the main CO2 offshore facility, a 1 inch bypass stream will be provided around any of the actuated process isolation valves , upstream of the heater and choke valve, that are 3 inches and greater and have a possible differential pressure across them of greater than 1 bar. The system design must take into account the possibility of low temperatures that could exist during the re-pressurisation process and procedures. This may mean that extensive use is made of 316L stainless steel, or equivalent, for major sections of the CO2 topsides pipework. Systems that fall outwith this categorisation will need to be evaluated separately by the E.ON Technical Authority. The bypass stream will be provided with an actuator and be shutdown by any actions that cause the main process valve to close. In addition, a suitably sized orifice plate will be provided in this bypass line to allow a controlled pressurisation of the downstream plant.
