SCOPE OF WORK

Database & OSS Reporting - (Engineer) Database & OSS KPI Reporting for 3G Swap / Modernization Roll-out project in Central Region. Supply of personnel (NSN project position: Database & OSS KPI Reporting Engineer) to support current 3G Swap / Modernization project roll-out in Klang Valley. To support database activity and prepare first level OSS KPI reporting for network planning and optimization group with maintaining the performance in accordance to agreed Customer specifications, maintaining the database and generate the OSS KPI based on agreed KPI for network performance and work closely within Customer and internal project group. SERVICE SCOPE ROLL-OUT PLANNING & EXECUTION MAIN PURPOSE OF THE ROLE AND KEY RESPONSIBILITIES: To support and perform daily reporting for OSS KPI performance and Database control / monitoring for Network Planning and Optimization project. To ensure the OSS KPI reporting and database implementation accordingly to the standard of the project scope and requirements and controlling NSN project processes and principles. Main Responsibility Areas: Job Description: 1. Perform day to day network performance monitoring from OSS KPIs by using NSN tool NetAct Reporting Suite and prepare daily KPI Report. The standard or agreed of reporting format will be provided by NSN and agreed with customer. 2. Prepare the Acceptance KPI Summary and KPI Report for RNC / cluster / site level based on the project scope and as per agreed between NSN and Customer. Acceptance summary and KPI report to be updated on daily basis during the project roll-out phase. 3. Identify problem sites that affect acceptance KPI and able to exclude from KPI calculation if required. 4. Support on ad-hoc activity as per request by customer or project team for the specific KPIs or statistics, e.g. request from DT Analysis team. 5. Prepare and generate script for network Database by using NSN tools (NetAct plan editor for xml file generation) and to ensure all the parameter provided by the RF planner should be generated according to the plan. 6. Perform database and parameter consistency checking before and after parameter execution. To highlight all the database or parameter mismatch to NSN RF planner for the correction action and prepare the script for the execution within the same day for fast resolution. 7. Support day to day parameter change for the network improvement and optimization with generating the xml for execution. MEETINGS AND REPORTING 1. Ensure clear communication within the project interfacing among different internal and customer functions. Participation in NSN customer interfaces and meetings as required. 2. Report regularly for the progress and implementation activity status to NPO PM. Report, follow-up and update on network performance KPI. 3. Ensure regularly for the progress and implementation for planned network parameter and perform database consistency check before and after execution. 4. Ensure Project & NSN reports up to the standard as per agreement between NSN and customer.

SPECIAL CASES AND OTHER REQUIREMENTS Following are the common and special requirements for the personnel providing Database & OSS KPI Performance Reporting Engineer services, but not limited to: WORK EXPERIENCE REQUIREMENTS FOR THE PERSONNEL Able to use NetAct Reporting Suite to generate KPI reports Able to perform basic KPI analysis, e.g. Accessibility setup failures drill-down, worst cells reporting, troubleshooting soft handover problems, identifying congested sites or sites with potential transmission stability issues Good understanding of Nokia 3G RAN counters and KPIs Able to effectively use MS Excel for stats data processing to generate graphs, custom KPI formula Familiarity with Nokia sites alarms monitoring is added advantage Familiarity with Nokia database and 3G RAN parameters is added advantage Experience with RNC DB configuration : RU10 (newsite; rehoming;swap;upgrade;adjx;parameter setting) Skill in using Plan editor, Excel, Ms Access and CM Operation Manager Skill in programming will be advantage Able to execute xml script using CM Operation Manager and perform Consistency check once completed Performs day-to-day activates to meet NWP project objectives Typically 2-3 years relevant experience in 2G-2.5G-3G Network Planning & Optimization projects.
