Thirty nine years ago, one man answered his own question: Is the Filipino worth dying for? Ninoy Aquino acted on what he strongly believed in, and laid down his life for our country. His example was one of the manifestations of principled and selfless service a value that the Ten Outstanding Students of the Philippines commands. To the 2013 TOSP National Finalists, my sincerest congratulations and appreciation for all you have done, and will continue to do for our country. You are but a few of the many Filipinos who decided to become catalysts of change and inspire countless communities to advance move with the spirit of service ad the values of caring, integrity and accountability. Continue to be living examples of the Filipino youth and commit to serve the country. Maybe this be the beginning of a lifetime commitment to learn and teach; to serve and lead; to inspire and affirm as many Filipinos as there are opportunities to make this country truly great. I have faith in the Filipino youth! Yes the Filipino Youth Can!

The TOSP Program has been an anchor social development program of the RFM family for several decades now and we are very happy to see that our program has created inspiration and positive change to our society, particularly the generations of Filipino youth who have truly carried forward in their lives the ideals of inspired leadership and passionate community service towards nation-building. Those who have been positively influenced by the TOSP program have definitely touched the lives of the people around them, creating greater optimism and hope for the Filipinos. To the TOSP of 2013, you have made us, your parents and family, teachers, mentors, friends and our country very proud. I admire your hard work, determination and optimism, qualities that have brought all of you to where you are today. While you have already made your mark, this is just the beginning towards a new chapter in your life that will really spell the difference and should bring about positive change in the lives of fellow Filipinos. I bid you to reach greater heights, but always with a heart to improve the lives of others. Congratulations once again to the parents, teachers and mentors of the 2013 TOSP! These brilliant young individuals are here because of you, who have been there to guide, teach, and impart your wisdom. You are Gods blessing to the young people, and I pray that you reap the fulfilling rewards of your labor as these young individuals achieve even more successes, that should also benefit the society. Congratulations to this years finalists and awardees of the Ten Outstanding Students of the

2013 is the most exciting year to be a Filipino in the Philippines. And the world agrees. But in TOSP, for the past fifty-two years, every year is an exciting and inspiring time to be a Filipino in the Philippines. Because every year, TOSP is blessed and privileged to experience an immersion on grounded nationalism through moving community initiatives from thirty outstanding students of our country. This year, more than their remarkable feat on academics, leadership and social responsibility, TOSP celebrates their beautiful life stories on braving social issues and apathy, challenging complacency and status quo, transforming communities and lives, and boldly dreaming big for the Philippines. Since nation building is a collective effort, I would like to congratulate and thank the parents, mentors, institutions and communities behind the milestones of these bayani for dedicating their lives to mentor, nurture, and enable them. Indeed, as we honor not only what they have become, but what they can still be, we can truly say that the years ahead, Philippines will remain the most exciting place as our 30 National Finalists will lead this country to greater heights and bigger dreams. As early as now, I would like to thank this years 30 National Finalists for making our generation and TOSP Program proud of what they will become and can be for our beloved Philippines.

As our country continues on a trajectory towards progress and positivism, may you continue to lead this generation with the values of COMMITMENT, SERVICE and INNOVATION the very traits needed for this country to progress: Continue to commit to excellence in everything you do with or without the watch of anyone. Your fresh ideas may be the solution to our societys age-old problems. Powered by technology like social media, you have proven time and again that you are a potent tool for mobilization and change. Warmest greetings to the 2013 Ten Outstanding Students of the Philippines as they receive their award at the National Awarding Ceremonies to be held at the Heroes Hall of Malacaang Palace on August 29, 2013. This annual search and formal recognition of outstanding students has become a tradition that traces its origins to the desire of Mr. Jose Concepcion, Jr., a well-known businessman, to perpetuate the memory of Jose Rizal, our national hero who embodied a students ideal qualitiesacademic excellence, exemplary leadership, good moral values, and social consciousness. What better way to honor the hero than to conduct a nationwide search for students who possessed these traits that distinguished them from their contemporaries. After more than fifty years, what began as an experiment has now become an important ritual where the nations brightest minds, most dedicated leaders, young people of great promise are given not only recognition for what they have achieved but, as importantly, an incentive to do the best that they can as they participate in the collaborative effort at nation-building. Past winners constitute an impressive group of individuals whose dedication and commitment to their professions have fulfilled the promise that they embodied years ago when as eager, enthusiastic, idealistic student leaders they initiated a fateful journey in the service not only of themselves but of a large community. With this recognition comes a responsibility that our ten outstanding students would be well-advised to embrace. The world out there is infinitely more complex and life is more challenging. But drawing on their experiences as exemplary students who gave more than their respective schools expected them to give, we are hopeful that they will be more than equal to the task of promoting the nations welfare. The 52nd Anniversary and Recognition Ceremonies of the Ten Outstanding Students of the Philippines (TOSP) Awards Program is an occasion for thanksgiving, celebration and renewing commitment to face the new challenges ahead of us. When we launched our main values-oriented message-BAYANi with heart - to substantiate our idealistic outlook through concrete actions in nation building on our 50th year anniversary, we are reminded of our lifetime commitment. The challenges that beset our country are more complex and difficult. The TOSP never fails to reinvigorate our spirit and commitment imbued by our strengthened resolve to achieve a better Philippines. Our salutations to the 30 national finalists of the 2013 TOSP! All of you epitomize qualities and characteristics not only of students par excellence but you more importantly, continuously and tirelessly live out the TOSP ideals of academic excellence, impeccable leadership and responsible citizenship grounded in values geared towards nation building. You represent the best of what the Filipino youth can offer. May you always serve as a shaft of inspiration and reinforce the Filipinos trust in our abilities to shape the destiny of our nation. From Pepe to Joecon

he was still publishing Student Life magazine. That was the optimistic life of Jose Concepcion, Jr., a modern-day hero whose idealism was fueled by and for the youth who have learned much from his example as Joecon. On the 100th birthday of Pepe, 1961, the Ten Outstanding Students of the Philippines (TOSP) was aptly established. With Pepe as the embodiment of a model student who not only achieved excellent academic citations, but also gave himself to those in need, TOSP continued to advocate the potential role of the youth in nation building annually until Martial Law was declared in 1972.

among others. Each was an outstanding college graduate who turned themselves into modern day Filipino heroes. Recognizing the need for TOSP message to reverberate from Aparri to Tawi-Tawi, TOSP expanded the program to the grassroots level. In 1994, it launched its pilot regional searches as prelude to the national-level awards in Cordillera Administrative Region (CAR) for Northern Luzon, Region VII for Visayas, and Region XI for Mindanao. In the succeeding years, TOSP Regionalization was further expanded to include Regions II, III, IV-A, V, VI, and National Capital Region (NCR). This year, 2012, Region XII marked a milestone.

Legacy of Excellence

OSP is a continuing vision of two Joses, born in different generations under different circumstances. The first Jose paved the way for nation building through independence when he did all that he could for his countrymen from publishing provocative novels and poems whose writings stir nationalism and awaken consciousness to the occurrences during the Spanish regime to physically serving those who were in need. He died by firing squad, not for naught. That was the heroic life of Dr. Jose P. Rizal, a hero whose nationalism was instilled by a household who called him Pepe. Sixty-five years later, a visionary man who was aware of Pepes unwavering conviction on youth as the fair hope of motherland, commenced a Pepe-inspired awards-program to honor tertiary students who are exemplars and leaders in their own academic fields and in their contributions to society in the hope of inspiring others. He did this while

But that was not the end of the road for TOSP. After its hiatus, in 1989, it was re-launched. From then on, it has continued to celebrate, affirm, and champion the noble and enduring spirit of the Filipino youth who serve as role model of academic excellence, exemplary leadership, and socio-civic consciousness anchored on good moral values. Joecons vision of recognizing young role models became a continuing commitment project of the RFM Foundation, the Commission on Higher Education, the RFM Corporation, and the National Bookstore in cooperation with The Outstanding Students of the Philippines Alumni Community (TOSP-AC), and the Philippine Long Distance Telephone Company - the people and institutions. Over the years, TOSP has evolved from an awards program to a youth movement which believes in the capacity of the youth, nurtures their idealism, and galvanizes them into action. Indeed, from 1961 to the present year, TOSP has become a laboratory of leaders, producing outstanding contributors in the fields of governance, business, the academe, church and civil society. Among them are Cecile Guidote Alvarez, Dr. Patricia Licuanan, Evelyn Mandac, Bishop Antonio Ledesma, SJ, Atty. Rene Saguisag, late Senator Raul Roco, Sonia Malasarte-Roco, Victoria PinedaGarchitorena, Ricardo V. Puno, Soledad Aquino-Hernando, Ramon del Rosario, Paco Sandejas, Fr. Manoling Francisco

While the testimonies of the older alumni continue to inspire hope and idealism, alumni from the younger batches strive to carve their niche in their respective sphere of influence creating ripples of change that may someday turn into great waves of positive change and enlightenment. Pepes Example Lives On There are more regional and national finalists and awardees all over the globe who have done much for their fellowmen. From contributing to breakthrough researches in various fields and conducting capacity-building workshops involving different nations to helping students learn their lessons and deal with lifes challenges, the TOSP alumni have done it all for the purpose of living and spreading the TOSP credo learning, leading, and serving for life. Every year, the Filipino youth is celebrated, affirmed and inspired as TOSP honors and challenges them to be lifelong exemplary models of academic and professional excellence, servant leadership, selfless community service, and positive social involvement in furtherance of its commitment to galvanize peers and co-conspirators in nation building. Indeed, the shining example of Pepe inspired Joecon to leave youth a legacy called TOSP. 13

1961 Mr. Jose S. Concepcion Jr., then publisher of Student Life magazine, founds the Ten Outstanding Students of the Philippines (TOSP)

2011 With CHED-Region II and Archbishops Palace, TOSP Region II has its first regional formation and organizes the TOSP-AC Region II.

iTAYO: The School Build Challenge launches. It is a school rehabilitation project for public elementary schools in San Luis, Pampanga severely affected by Typhoon Pedring.

2003 The Outstanding Students of the Philippines Alumni Community (TOSP-AC) is born and becomes part of the TOSP National Executive Committee 2009 With CHED-Region V, TOSP Region V has its first regional formation and led to the organization of TOSP Bikol Community. With TOSP-AC and CHED-Regional Offices in Mindanao, the first Youth Hours in Mindanao is implemented; the first chapter in Mindanao is formed: TOSP OSOM (Outstanding Students of Mindanao)

2012 TOSP-AC internal alignment and development activities are rolled out and organized, including a more defined move to venture into more community-enabling programs With PLDT KaAsenso, PLDT-Smart Foundation and TOSPAC, Project Pagsulong a business idea challenge to the youth to help alleviate poverty was launched.

2001 Alumni help reinvent TOSP to include a youth formation component; a National Formation Program becomes part of the National Program Week

Youth Hours is first launched in NCR -- a youth formation workshop on academic excellence, leadership and social responsibility. Region III, VI, and VII follow after. TOSP-AC Constitution and By-Laws is ratified by regional chapters; this defined the TOSP-ACs role in the TOSP Search. With CHED-Region III, TOSP Region III has its first regional formation; a new community is born -- TOSP R3ACH: Region III Alumni Community of Heroes.

Bayanibolusyon is created. It is a digital platform which aims to humanize the concept of bayani to make it more reachable and real through the lives of simple Juans. TOSP-AC holds the first National Alumni Formation.

It is high time to get out of the box, and explore technologys infinite use. Technology can further boost the sectors of energy, industry and agriculture. We look forward to the day that technology sets the pace of government services in a more upbeat tempo. And things are starting to look up for the Philippines. There are more and more good reasons to start a business in the country now. The economy is looking good and foreign investors are coming in, but the battles just begun. Poverty incidence is still high, and there is still inequality in the distribution of wealth. The challenge is to convince Filipinos to stay in the country, and to believe in this country again. We believe that as young social entrepreneurs, it is our responsibility to set the trend of starting a business not only to make our own lives good but to make the lives of our fellow Filipinos better. Tayo ngayon ay namumuhay sa panahon ng pag-asa kung saan ang sambayanang Filipino ay unti-unting napananauliang tiwalasa ating pamahalaan. We are in hopeful times, but we also recognize that the enemy that is corruption calls for a battle fought every day. As the youth who will one day hold the reins, we want to draw the line and make sure honesty and integrity in governance are non-negotiable. At the end of the day, we dream of helping build a government that will ultimately serve the marginalized, the oppressed, the underserved and the powerless. And serving as the watchdog of the government is the media, an institution that struggles to strike a balance between engagement of stakeholders and relevance of content. As emerging journalists, we commit to make conscious efforts to improve our craft and live up to the basic tenets of journalism. We aspire a country with a generation of responsible and empowered journalists that will revolutionize the Filipinos way of thinking and transform them into a well-informed electorate. Promoting leadership and community building through learning exercises and sharing, it also celebrates the burgeoning idealism exemplified by this years National Finalists from all over the country and challenges them to continue lives of committed service in their communities as they pursue their careers. Considered as the soul of the TOSP Program by the RFM Foundation President and TOSP Founder, Mr. Jose S. Concepcion, Jr., it is one of the most memorable and life-altering TOSP experiences of the alumni.

Now, more than ever, it is exciting to be Filipinos. Batch Juan Lahi is excited that during these interesting times, we are Filipinos. We are everyday heroes in education, in the health sector, in the environment, in business and entrepreneurship, in technology, in the government, and the media. There is much to be done, but our hearts are in the right place. Everywhere there are challenges to overcome and today, on this hall of heroes, we commit to a bayani way of life. The last five days opened our eyes to the realities we are up against. At the same time, we learned how much of ourselves we are willing to give to make a positive difference. Tahong hollow blocks, organic farming, and creative online platform top inaugural PLDT Project Pagsulong P1M youth challenge

anila, Philippines Using locally grown Tahong or mussel shells to make stronger hollow blocks, Leyte-based Power Builders won the judges nod for the grand prize in the pilot run of Project Pagsulong, PLDT KaASensos P1 million youth challenge. The young construction entrepreneurs from Leyte is composed of Maria Katrina L. Alfante, Geneline P. Apuya, and Mark Anthony S. Capinan, who found a unique way of providing the construction industry alternative hollow block materials to build homes. With their one of a kind business concept, Power Builders bagged the P500,000 first prize of the inaugural Project Pagsulong challenge participated by budding, young entrepreneurs nationwide who put together businesses that can help alleviate poverty. PLDT KaAsenso partnered with PLDT-Smart Foundation, The Outstanding Students of the Philippines Alumni Community (TOSP-AC), and RFM Foundation to roll out Project Pagsulong. A recent Public Relations Society of the Philippines (PRSP) Anvil Awardee for using online and traditional media to attract social enterprise ideas from all over the country, Project Pagsulong relentlessly encouraged the eventual 374 entries to turn their concepts into actual and functional businesses that would help bring change to communities.

Benguet-based Night Crawlers bagged second prize, which came up with an ambitious organic farming project that tackles environmental problems in the Cordilleras agricultural hinterlands. The 5-member Benguet team is composed of Jon Ray Waking, Herman Danis, Alima Bedejim, Noel Lenguaje, and Sheirelyn Banglig. Night Crawlers, which submitted a project that seeks to address environmental problems by shifting from conventional to organic farming went home with P300,000 second prize. Coming in third place is Spark Project, a Metro Manilabased team with its online crowd-funding platform to fuel innovative projects and received P200,000. The team is composed of Patch Dulay, Ian Corpuz and Krz Lopez. The Top 3 winners bested seven other finalist teams comprising entrepreneurs aged 18-30 years old, at the awarding ceremonies held recently at the Alphaland Southgate Tower in Makati City. It was a challenging task for the judges to pick the eventual winner for this inaugural youth challenge since all the finalists had very unique concepts and made powerful pitches that manifested their hearty desire and passion to help their respective communities, said Jonathan de Quiroz, PLDT KaAsenso product manager. With the success of the pilot Project Pagsulong, we will soon go back to the drawing board to start planning for the next run and hopefully get more exceptional business ideas that would help alleviate socioeconomic issues.

CareersForHealth by Team Alliance for Improving Health Outcomes (AIHO) earned the Peoples Choice Award with a P100,000 grant based on public online voting which generated more than 180,000 combined votes from the website, Facebook and Twitter. IAHO is composed of medical doctors namely Dr. Maria Ellen R. Licup, Dr. Paolo Victor N. Medina, Dr. Beverly Lorraine C. Ho, and Dr. Jacqueline Frances F. Momville. All winners seed money will be distributed in tranches depending on the milestones set and achieved by the teams in the coming months to ensure sustainability. Project Pagsulong was launched in July 2012 and received entries from 47 out of 80 provinces nationwide. Entries came from as far as Benguet province in the Cordilleras to Tacurong in Sultan Kudarat, Mindanao, and reflected both the needs of these provinces as well as the concerns of

todays youth over poverty. The entries were screened and trimmed down to 30 in September last year, which was then further brought down to the Top 10 Finalist-Teams in October 2012. The finalists attended a nine-day Bootcamp where they were mentored by industry experts. Consequently, each team was given a coach from the TOSP Alumni Community to help prepare for the judging come March 2013. The choice of the winners was based on the social impact of their respective projects, particularly in addressing a specific social need or issue; innovativeness, inventiveness and the use of ICT to enable their enterprise; the sustainability and scalability of the idea to generate revenue in succeeding years; and the teams leadership and management in executing the project.
