Who we serve:
The Department of Labor and Industry’s Vocational Rehabilitation Unit (VRU) staff provides vocational rehabilitation services to people who have a
work-related injury or illness.
The goal of VRU services:
VRU services are designed to help injured workers return to suitable employment as quickly as possible. This could mean a return to work with the
pre-injury employer, in either the same job or another job, or to a new employer in the same or different type of work.
Vocational rehabilitation services provided:
• Rehabilitation consultation
• Medical management
• Job development and job placement
• Vocational evaluation
• Job analysis
• Job-seeking skills training
• Transferable skills analysis
• On-the-job training
• Retraining evaluation
These services are provided or coordinated by a
VRU qualified rehabilitation consultant (QRC).
Who is entitled to these services?
Minnesota’s workers’ compensation laws
determine who can receive rehabilitation
services, although any injured worker can
request a rehabilitation consultation. The
VRU QRC completes the eligibility process
by assessing your ability to return to your
occupation and your employer. If you are
eligible, a rehabilitation plan is developed
with you that outlines the services needed to
accomplish return-to-work goals.
What is the cost?
Unless agreed to in a settlement, injured
workers do not have to pay for our services.
The costs of our services are paid by insurance
carriers, self-insured employers or special state
funds.

What is a qualified rehabilitation consultant?
A VRU qualified rehabilitation consultant (QRC)
is a professionally trained and licensed person
who works only with the rehabilitation of injured
workers. The VRU QRC is an employee of the
Minnesota Department of Labor and Industry and
is not affiliated with any other party involved with
workers’ compensation.
What are the steps?
1. You will meet with a QRC who will answer
questions about rehabilitation services.
2. During the first meeting, the QRC will assist
you with a Request for Rehabilitation and will
ask for information needed to determine your
eligibility for services.
3. If you are eligible, the QRC will develop a
rehabilitation plan with you and begin assisting
you to accomplish your return-to-work goals.

What should the injured worker bring
to the interview?
You can save time by having the following
information available during your interview:
• information related to your work injury,
work restrictions and medical treatment;
• information about your work history.
It is not necessary to obtain this information
before you meet with the VRU QRC. During the
interview, the QRC will complete the intake form
and work history with you and gather additional
information to assist you with your return to
work. Any information obtained by the VRU
is private and will only be released with your
consent or as required by law.
