UNDP supported project on Public Private Community Partnership (PPCP)

nited Nations Development Program UNDP and Planning Commission of India have taken a joint initiative in launching Public Private Community Partnership program in Dungarpur district. The project is under implementation by the Government of Rajasthan. This involves participation of the District Administration and other implementing partners such as Panchayti Raj Institutions (PRIs) Corporate Sector, Local NGOs and other civil society organizations (CSO's), it involves systematic planning of a wide and diverse range of initiatives, based on PPCP model, for enabling effective implementation. This is therefore prudent that new approach of developing multi-stakeholder planning initiative is taken up first on pilot basis with intense skill inputs, visioning, systematic coordination and creation of an enabling environment for trust building and attitudinal transformation. To accomplish implementation of this pilot project a PPCP Cell has been set up and the Cohesion Foundation Trust has been selected as District Technical Support organization (DTSO) to support the PPCP in following major tasks: Preparation of the comprehensive district PPCP Plan. Study of existing government schemes which are under implementation of the schemes or due to absence of any of the government interventions. Dovetailing of various Government schemes to make the pace of development fast. Invite private sector partners preferably on the win- win basis, to invest in the district to bridge the gaps. Contribute to the district plan prepared by District Planning Committee.

It has been covering sectors like Natural Resource Management, Health, disaster management, child rights especially of girl child, Saving and Credit and other facets of sustainable livelihood and infrastructure Development. Cohesion Foundation Trust is one of the very few organizations having right blend of professionalism- a trait of corporate sector- and sensitivity a trait of NGO sector. It has established a niche and is recognized as an efficient and effective partner by Government, International agencies and corporate bodies, such as SHELL. This skill in community mobilization, project planning, implementation, monitoring and evaluation are recognized as its strengths.

Project Objectives for DTSO:


To prepare a model District Public Private Community Partnership Plan (DPPCP) as one of the components of the district plan. To build capacity of different stakeholders, viz. Panchayats, administration, community, CSOs, corporate sector and others for creation and implementation of DPPCP. To institutionalize at district level the mechanism for DPPCP.

Expected Deliverables:
DPPCP plan for Dungarpur district. Value chain analysis for different sectors Demand and supply analysis done. Gaps identified. Government schemes identified for meeting gaps. Private partners identified. Role of community defined Helping PPCP Cell in development of systems. Background material developed Need assessment tools developed. Model Proposal, format and guidelines prepared. Capacity Building Strategy Mapping of different services providers (sector wise). Inventory and mapping of service providers prepared Shelf of Projects Prepared. Designs prepared for 5 outputs (Soft copies of Brochure/presentation material etc.) for information dissemination

Methodology adopted by Cohesion Foundation Trust:


DTSO for PPCP strongly favored the concept that PPCP should involve process where different stakeholders, including poorest and primitive community groups, are involved in all the stages of the Planning. Their planning technique is based on following four phases: Phase 1: This phase will comprise meeting different stakeholders, placing the team, understanding the scope of work, and collection of secondary information. Phase 2: This phase will comprise developing the draft tools for data collection, pre-testing those and finalizing the same besides training the team

for different aspects related to the exercise. This phase will also comprise data collection and data analysis, retaining the team, regular reporting to the Office of the District Collector, taking their feedback and of the others at district level. Phase 3: This phase will comprise DPPCP preparation; organizing sharing & feedback workshops with the key stakeholders for structured inputs and developing ownership; designing training modules for different stakeholders for implementation of DPPCP. Phase 4: This phase will comprise setting up institutional arrangements for internalizing and carrying forward the DPPCP with in built monitoring mechanisms. DTSO has deployed a 27 member team at Dungarpur which includes 10 senior professional and subject experts of all the sectors. The team is engaged in collection of data, interaction with all the stakeholders, collecting details of on-going schemes in Dungarpur, details of working agencies in the district, village PRAs and analysis of collected details for preparation of the district Plan.

About 25 years experience The PPCP cell is carrying out close monitoring of the working of the DTSO by: Sharing daily activity details via e-mails and telephones. Conducting regular weekly meetings with COHESION Team. Regular telephonic interaction and meeting with the CEO of the COHESION and getting update on the operational progress meeting the subject experts deputed by DTSO for all sectors Apart from the close monitoring by the PPCP Cell, the District Collector himself is meeting the Subject experts and DTSO Team regularly and getting update and guiding for preparation of PPCP Plan. The cell is extending following cooperation to the DTSO: Assisting in collecting any type of required data Arranging for required cooperation from the various government departments or other agencies Guidance regarding selection of area for collecting primary data Providing local information and linkages of the area Assisting in developing linkages with local resource persons of different subjects Making linkages of DTSO with PRIs, local NGOs, Corporate and other stakeholders Providing any other required guidance regarding the district.

District PPCP Plan

Presently the PPCP Cell is concentrating mainly on preparation of District PPCP Plan. PPCP Cell and DTSO have presented and shared the first draft of the district PPCP Plan for guidance to Mr. Ramlubhaya, Principal Secretary RD & PR and Mr. R.Bhanawat Secretary Rural Development, Govt. of Rajasthan at Secretariat Jaipur on 7th June 2008. The draft is also shared with the senior officials of UNDP New Delhi. District Technical Support Organization is also engaged in preparation of detailed Micro Plans of 10 villages of Dungarpur. By incorporating the valuable suggestions and ideas of both the above senior officials of the Govt. of Rajasthan and UNDP Officials, soon the Micro plans and second draft will be again shared with all before finalizing and sharing with different stake holders.
The implementation of the activities of the PPCP plan will be made only after round of sharing the plan with different stakeholders, incorporating their suggestions in the plan and sharing the same with UNDP New Delhi and Govt. of Rajasthan senior officials at Jaipur and the final approval by the State.

Present Status of the PPCP Plan:


After making the presentation of first draft, PPCP Cell has noted down the suggestions and advised DTSO to incorporate the same for next presentation. Draft Micro Plan of two villages Chaknokna in Kahela Panchayat of Sagwada Block and Bhanasimal in Karawada Panchayat of Bicchiwada Block are ready for presentation and sharing with State Govt. and UNDP officials. It is based on studies i.e. Tropical PRAs, Household Surveys, and Field observations done at village level with inputs

from subject experts. Micro plans of other 3 villages are under process and are likely to be completed by September 2008. The Data Entry and subsequent analysis in SPSS- Statistical Package for Social Sciences of Kharapani in Sarthoona Panchayat and above mentioned villages are in process. All the Microplans will be ready by Oct. 2008. Field Data collection and Studies in 2 villages Kubera in Kolkhanda Panchayat of Dungarpur Block, Raina in Katisor Panchayat of Aspur Block is in process meanwhile Data Entry and analysis of e-Gram data from NIC database in SPSS Statistical Package for Social Sciences is their major course of action so that it can be selectively incorporated in final PPCP Plan. Preparation of detailed Micro-plan Reports for 3 villages i.e. Kubera, Raina and Kharapani of Simalwada Block (first selected Panchayat in Dungarpur under Deen Dayal Upadhyay Adarsh Gram Yojana by Govt. of Rajasthan) is likely to be completed by September 2008. After completing these 5 Micro plans and making presentations, another 5 villages will be selected representing whole district and detailed House hold study will be carried out before finalizing the district plan.
