Mathematics Club Constitution and By-Laws

Republic of the Philippines State Universities and College WESTERN VISAYAS COLLEGE OF SCIENCE AND TECHNOLOGY La Paz, Iloilo City WVCST MATHEMATICS CLUB CONSTITUTION AND BY-LAWS We, the students enrolled under the Laboratory School of the Western Visayas College of Science and Technology, believing the need for responsible and effective leadership aided by the Divine Providence establish this organization that embody the ideals, develop and conserve the dignity of this institution, promote the welfare of its populace and to foster brotherhood of its members, to secure themselves the property and blessings of intelligence and handwork, instill a spirit of humanitarian equality among its people and citizenry as a whole and the development of self-reliance, self determination and initiative to carry on successfully the aims and objectives of this organization to further develop and achieve the goals and aspiration of our nation and enhance the advancement of vocational, scientific and technological foundation, do hereby promulgate and adopt the constitution and by laws. Article I NAME, NATURE AND DOMICILE Section 1. This organization shall be known as the Mathematics Club of Western Visayas College of Science and Technology. Section 2. The Mathematics Club is a non-stock, non-profit, non-sectarian student organization. Section 3. The organization shall composed of all students enrolled in the Laboratory School. Section 4. The organization shall have its official address at WVCST Laboratory School, La Paz, Iloilo City. Article II. DECLARATION OF PRINCIPLES Section 1.The Mathematics Club is independent from administration except in matters affecting the administration policies, rules and regulations. Section 2. The prime duty of the organization is to maintain peace and order, foster harmonious relationship and provide for the growth and development among its members. Section 3. The Mathematics Club shall serve to promote the social, cultural, moral, spiritual, physical, intellectual, scientific and technological well being of the students. Article III MEMBERSHIP Section 1. All students duly enrolled in the Laboratory School of Western Visayas College of Science and Technology will be bona fide members of the organization. Section 2. Members have the following duties and responsibilities:

a. All members must practice personal responsibilities to protect, promote, preserve and contribute to the general welfare of the organization. b. All members must support and participate in the activities and programs of the organization. c. All members must know the resolutions, decisions, activities and programs of the organization. d. All members must exercise their rights set forth in this constitution and to perform their duties as provided for in the student handbook and the laws of the land. Article IV BILL OF RIGHTS Section 1. Active members have a right to suffrage. Section 2. All members have the right to receive primarily competent instructions, relevant and quality education in line with the national goals conducive to their development. Section 3. Members have the right to question proceedings of the organization. Section 4. The right from being free from involuntary contribution except those approved by the organization and administration. Article V. ELECTION AND QUALIFICATIONS OF OFFICERS Section 1. No one shall be elected into office if he/she is absent during the Assembly Election. Section 2. Election of Officers shall be held during the start of classes. Section 3. The Mathematics Club Officers shall be composed of the following: 1. President 2. Vice President 3. Secretary 4. Treasurer 5. Auditor 6. Business Manager 7. PCO Section 2.The candidate for President should have the following qualifications:

a.Must be a student of the Laboratory School. b. No grade below 80% in all his/her Math subjects. c. Be of good moral character. d. Have not been convicted to any criminal offence. e. Have a general average of at least 85%. f. Be a bona fide student of WVCST Laboratory School. Section 2. The candidate for Vice President should have the following qualification.

a. Be at least a sophomore student of the Laboratory School. b. Have a residency of at least two (2) years in the college immediately prior to his/her candidacy. c. Carry a regular subject load. d. No falling grades in all his/her Math subject taken. e. Be of good moral character. f. Have not been convicted to any criminal offence. g. Have a general average of 85%. h. Be a bona fide student of WVCST Laboratory School. Section 3. The candidate for Treasurer and Auditor should have the following qualification. a. Be at least a sophomore student of the Laboratory School b. Have a residency of at least two (2) years in the college immediately prior to his/her candidacy. c. Carry a regular subject load. d. No falling grades in all his/her Math subject taken. e. Be of good moral character. f. Have not been convicted to any criminal offence. g. Have a general average of 83%. h. Be a bona fide student of WVCST Laboratory School. Article VI. DUTIES AND RESPONSIBILITIES OF OFFICERS Section 4. The President is the Head of the Executive officers of the High School Mathematics Club and as such shall have the following qualifications: a. To preside over the meetings. b. To represent the body in all legal and official activities. c. To implement projects and programs. d. Render an accomplishment report of the organization that has been possibly undertaken at the end of his/her term to the college administrations. e. Create an ad hoc committee when need arises. f. To act as signatory to all documents, relations, communications, and papers of the organization. g. Exercise such powers to perform such other duties, as may be necessary or incidental to the discharge of the functions of his office. Section 5. Vice President a. Assume the functions of the chairman in case of absence, temporary incapacity, death, resignation, or impeachment, and to perform some other functions as the chairman may delegate them. b. Assist the President in all matters where his/her assistance is required.

Section 6. Secretary a. Maintain written correspondence with on-campus and off-campus organizations affiliated with the club. b. Keep records of events and activities performed by the organization. A historians file shall be maintained to record speakers, topics and presentation slides when possible. c. Record and keep minutes of the meetings. d. Prepare the agenda for regular and special meetings. e. Bring to the attention of the President any matter requiring his/her attention. Section 7. Treasurer a. The Treasurer shall receive, and discharge all funds of the organization. b. Serve as a custodian of funds, properties and other assets of the organization. c. Keeps the book of accounts, showing all financial transactions of the organization. d. Prepares the financial statement of the organization at the end of the school year. Section 8. Auditor a. Safeguard the assets of the organization. b. Check the inability the reliability of its financial data. c. Periodically audit the book of accounts of the treasurer. d. Certify the financial report of the Treasurer as to its correctness. Section 9. Business Manager a. Shall transact all business involving the organization. b. Shall manage the projects and facilitate affairs sponsored by the organization. Section 10 PCO a. Shall maintain the order, peace and to secure affairs, if need during the organization and all the activities the organization have. Article VI MEETINGS AND CONVECTIONS Section 1. Regular meetings shall be held at least twice a month at such day, time, and place as they may respectively agree time to time. Section 2. Special meetings or Emergency Meetings for special purposes of the organization may be called any time by the President or the presiding officer. Section 3. The quorum is composed of 50% plus one of all its members of the executive officers. Article VII The ADVISERS Section 1. The advisers of the organization shall have the following qualifications: a. Shall have a residence of at least two (2) years in the college prior this/her recommendation. b. Had knowledge of the proceeding of the organization.

Section 2. The advisers shall have a term of office of one year upon appointment. Section 3. The advisers shall guide the officers in their deliberation in accordance with the Guidelines of the College. Article VIII ACCOUNTABILITY OF OFFICERS Section 1. The High School Mathematics Club Officers as so provided by this Constitution involves the students trust. Studen t officers must serve with the highest degree of responsibility, integrity, loyalty, efficiency, and must lead a modest life. Section 2. The Officers of this organization shall be removed from office by impeachment or conviction for culpable violation of this Constitution and the Student Code of Discipline. Article IX SPECIAL PROVISIONS Section 1. The High School Mathematics Club shall submit a proposed budget allocation for its yearly activity within 20 school days after the first day of regular class every school year. Article X AMMENDMENTS AND REVISIONS Section 1. Any member may propose amendments or modification of the constitution and by laws and must be submitted in writing to the Laboratory School Student Council. Section 2. Two-third (2/3) votes of all members of the executive officers shall be necessary to pass the proposed amendments or revision. Section 3. Any amendments or revision of this constitution shall be valid when ratified by the majority votes cast in a plebiscite, will shall be held not earlier than fifteen (15) days nor later than thirty (30) days after the approval of such amendments. Section 4. The proposed amendments to, or revision of, the constitution shall take effect on the date the High School Mathematics chairmen shall proclaim that it had been duly ratified by the plebiscite held for the purpose. Article XI TRANSISTORY PROVISION Section 1. The constitution shall be ratified by a majority vote of the members of the High School Mathematics Section 2. This constitution shall take effect immediately upon its ratification. PASSED, RATIFIED, AND APPROVED thru plebiscite by the plurality votes cast by the Laboratory School Students last August 10, 2004 at the Western Visayas College of Science and Technology.
