INSTRUCTION TO ASSESSOR
This practical assessment covers the following competencies for the function Navigation at the management level under Table A-II/2 of the STCW Code, as amended: 1. plan a voyage and conduct navigation; 2. determine position and the accuracy of resultant position fix by any means; 3. maintain a safe navigation through the use of information from navigation equipment and systems to assist command decision making; and 4. maintain the safety of navigation through the use of ECDIS and associated navigation systems to assist command decision making. This assessment should be carried out using the identified equipment under the given condition and assessment criteria.

Equipment Needed: Condition:

Full Mission or Blind Bridges ship handling simulators The practical assessment shall be carried out in the full mission or blind bridges in handling the simulators. The candidates performance will be monitored and rated within the specific duration of simulation by the pre-programmed parameters encoded in theTEAS Transas Evaluation and Assessment System. (Please see attached copy of the TEAS - Transas Evaluation and Assessment System)

INSTRUCTION TO THE TESTING SITE


The following details should be considered by the simulator user due to different simulator model version of different testing sites before running the pre-programmed scenario or exercise/s for SSBT practical assessment:

Track Sectors & Fixed Points:


Either of these parameters can be used in accordance with the simulator model version, choose only one and cancel the other.

Own Ships:
There should be available own ships to be used in the simulator that is capable to operate the exercise when conducted using the own ship model.

Target ships:
Availability of targets to be used in the simulator that is similar to the exercise target ship model.

Day or Night Scenario:


Testing site can choose which own Full Mission Bridge or their Blind Bridges will be used.

Parameters:
Kindly check carefully the TEAS System. It should be in accordance with the variable & criteria table indicated in the attached documented practical assessment scenario.

Result:

After the exercise, result of the practical assessment will be given to you by the assessor of the testing center.
70% and above Below 70% / / PASSED Not Yet Competent

Grade

Deviation from the said scenario is a violation from the content objective that would automatically result to failing grade, regardless of the actual TEAS System (Normalized score) final grade. NYC Grade: Examinees can re-take practical assessment on the next available schedule for a maximum of 2 times.

Ship Simulator and Bridge Teamwork Practical Assessment

The examinee must be able to demonstrate competence on the following: 1. Use of ECDIS 2. Join the TSS traffic and navigate safely. 3. Determine dangerous target by all available means. 4. Assessment Criteria:
At the start of the SSBT practical assessment, the examinee has a grade of One Hundred Percent (100%). Violation/s of the following variables & criterion will mean an equivalent deduction from the grade of the examinee. The candidates performance will be monitored by the pre-programmed standard encoded in the computer (simulator) TEAS - Transas Evaluation and Assessment System and it will be based on the following parameters:

Failure State:

Legend:
70 points and above / Below 70 points PASSED / Not Yet Competent (NYC)

Recommended Actions:
1. Plot your route plan on your ECDIS and monitor as per way points. 2. Set your nav lights and engine telegraph accordingly. 3. Plot on the radar and monitor the speed and distances of vessel ahead of you and maintain a safe distance to berthed ships. 4. Own ship engine can reduce accordingly and alter course if needed. 5. Avoid approaching too close to buoys and shallow water. 6. Take caution to crossing ferries. 7. The ship is in auto pilot. Shift to follow-up (manual) when needed.

Fixed Points: Points within the pre-established route introduced in the examination scenario
forms part of the assessment parameters. The fixed points are located outside the intended or prescribe route, therefore, corresponding penalties will be incurred upon own ships period of stay within the established fixed points.

Final Rating:
The performance assessment of the candidate will be computed by the simulator system and a final rating shall be generated after the completion of the simulation assessment without any human intervention.
