TYPES OF ESCAPE DEVICES:

1.1 Escape Capsules equipped with diesel powered engines are generally located on manned offshore oil platforms, except in terminalling areas where dedicated service boats, such as tugs or launches, are stationed or operating within 15 minutes travel time to the facility. Supplementary inflatable life rafts are also located on manned offshore platforms. Escape stairways, ladders or ropes are located at convenient locations on all manned offshore platforms.

RESPONSIBILITIES:
2.1 The foreman or the operating supervisor of the platform shall be responsible for the implementation of this instruction. The foreman or the operating supervisor shall assign specific duties of this instruction to specific persons as described in the station bill. The foreman or the operating supervisor shall be responsible for periodic renewal of perishable items or items with limited period of effectiveness on the life saving and escape device, such as batteries, CO2 capsules, bulbs of warning devices, drinking water, canned food, medical kits.

MAINTENANCE AND INSPECTION:

Escape devices shall have a scheduled monthly inspection and maintenance procedure covering all items and parts of the escape devices on the manned platforms. This shall include the specific operating and maintenance instruction of the escape capsule or life rafts on the platform as well as of the accessory units such as the davits, access platforms and ropes. Maintenance of life rafts is presently being coordinated by Marine Department. Inflatable life rafts shall be serviced yearly and coordinated through Marine Department. Defective equipment found shall be fixed or replaced immediately and a second inspection made. A log of the inspection date and findings shall be kept in the office of the foreman or operating supervisor. Inflatable life rafts shall be serviced yearly by the manufacturer or his local agent and date of servicing shall be printed on the raft.

EMERGENCY DRILLS FOR ESCAPE CAPSULES.

4.1 Emergency drills shall be conducted at least once a month for each shift. All persons shall report to their assigned stations and perform their assigned duties. A drill shall include the actual boarding and launching of the escape capsule down to water and operating it for a minimum of 15 minutes. The time and date of the drills shall be recorded in a log book. Names of persons that participated in the drill shall also be recorded. Missed drills or parts of drills omitted shall be stated along with justification for the omission.

MANNING OF ESCAPE DEVICES:

The foreman or operating supervisor shall assign a coxswain on each shift for the launching of each escape device in the event of an emergency. In view of shift and tour changes it is the responsibility of the supervisor to ensure an individual is assigned for all ships to act as coxswain (escape commander).

STATION BILL:
6.1 Each platform shall have a station bill posted in conspicuous places at living quarters and operating rooms. The station bill shall state the duties and duty station (reporting station) of each person on the platform in case of an emergency.

The station bill shall contain the signals for calling personnel to their emergency station and to abandon platforms. The station bill shall be written in Arabic and English with reflective black and white paint on an orange background.

UNMANNED PLATFORMS:
7.1 Work crews visiting unmanned platforms must have adequate escape provisions for all crew members. Crew members must be trained in the use of escape equipment and procedures. The normal escape requirements for such crews would be to wear personal life jackets at all times and have a powered boat standing by in the area. When a crew visits unmanned platforms by helicopter, the helicopter shall stay with the crew all the time unless a powered boat standing by in the area is available. The crew work director shall assign one person to be in charge in the event of an emergency. Normally individuals or crews are not left alone on a well or on a platform except during an emergency and when he/they are equipped with an escape device. Where a standby powered boat or helicopter is not feasible, then the crew may be left on the platform, provided they are equipped with life jackets and communication equipment. When called the escape vehicles will be no further than 30-60 minutes away. Under no circumstances shall individuals or crews be left alone for more than 24 hours.

USE OF INFLATABLE LIFE RAFTS:

8.1 Only the number of persons specified for the inflatable life raft shall use it in the event of an emergency. In the event of an emergency, inflatable life rafts shall not be inflated on the platform but rather lowered first into the water and then according to the procedure posted on the raft housing. The mounting rack and the release mechanism shall be maintained free of dirt and rust and ready for release. A plastic coated instruction placard shall be displayed on the inflatable life raft and shall be in English and Arabic. The writing shall be in reflective black and white on an orange background.

Inflatable life rafts should not be used for escape where oil is burning on the water. Under these fire conditions only survival capsules shall be used.

9.0

TRAINING IN ESCAPE DEVICES:

Every new man assigned to offshore platform duties shall receive a training course in proper use of escape capsules, inflatable rafts and personal life jackets, escape routes, stairways, ladders and ropes. This instruction must be carried out separately from the monthly drills.

10.0 OPERATION OF ESCAPE DEVICES:

Manufacturer's manuals provide instructions on the use and operation of escape devices. Training, inspection and actual usage should be based on such instructions.
