The FNC is federal authority over the United emirates. They represent the general emirate population. The Federal National Council consists of forty members. Twenty are elected by citizens of the UAE, the other twenty are elected by electoral college and by the rulers of the emirates. Abu Dhabi houses the FNC assembly hall.

The UAEs government is a constitution Federation, which consists of seven emirates(An emirate is a political territory that is ruled by a dynastic Muslim monarch styled emir. It also means principality.) The seven emirates are; Abu Dhabi, Dubai, Sharjah Ajman, Umm alQaiwain, Ras alKhaimah, and Fujairah.

The UAE consists of a union between the seven emirates. Each emirate has its own ruler. Powers are separated by the constitution of the United Arab Emirates into executive, legislative, and judicial branches. Both legislative and executive powers are split into federal and emirate jurisdictions. The seven rulers(one from each emirate) make up the federal supreme council. The council also has a
