2013-2014 COURSE SYLLABUS TRAFFIC MANAGEMENT AND ACCIDENT INVESTIGATION (Crime Detection and Investigation 2) I. Course Description Included in this course is the study of Police Personnel Management functions from recruitment to retirement, the application of NAPOLCOM and PNP policies, standards, rules and regulations, as wells as Police Records Management and preparation of police personnel reports. II. Weekly Hours/Units 3 hours per week for 18 weeks / 3 units III. Pre-Requisite Fundamentals of Criminal Investigation (CDI 1) General Objectives At the end of the course, students should be able to: 1. Explain briefly the development of transportation. 2. Distinguish the various areas of traffic of traffic operation and management. 3. Identify, illustrate and recognize the importance of the different traffic control devices and aids. 4. Apply the concept of traffic law enforcement. 5. Integrate the concept of traffic management with traffic accident investigation. 6. Discuss the chronological steps of traffic accident investigation 7. Appreciate the three Es of traffic, namely: 7.1 Education 7.2 Engineering 7.3 Enforcement 8. Obey traffic rules and regulations. 9. Demonstrate the proper way of directing and controlling traffic. No. of Hours 1 hour

Chapter I: Historical Background of Land Transportation

Specific Objectives: At the end of the chapter, students should be able to: 1. Learn the historical development of land transportation used by man. 2. Familiarize themselves to various inventions and innovations related to land transportation. 3. Enable them to understand the present day traffic problems. Topics: A. Manpower, Animal Power and Wind Power B. Roads and Vehicles History CHAPTER II: Traffic Management 6 hours

Specific Objectives: At the end of the chapter, students are should be able to: 1. Learn the various endeavors of the government for a systematic traffic management. 2. Learn the different areas of traffic management as well as the roles of the government and non-government agencies responsible for traffic management. Topics: A. Fundamentals of Traffic Management B. The Pillars of Traffic C. Traffic Safety Education CHAPTER III: Traffic Rule, Laws and Regulations 12 hours

Specific Objectives: At the end of the chapter, students are should be able to: 1. Learn various traffic laws, rules and regulations and other statues governing traffic. 2. Know the pertinent laws relative to work of a traffic law enforcer. 3. Learn the general rule of road use and conduct and the general prohibitions and restrictions. Topics: A. Traffic Laws, Rules and Regulations B. Important Provisions of R.A. 4136 C. Registration of Motor Vehicles D. Drivers License E. General Rules of Road Use and Conduct

CHAPTER IV: Traffic Control

Specific Objectives: At the end of the chapter, students are should be able to: 1. Learn the principles of traffic control which includes the various traffic control devices and aids used in controlling traffic laws. 2. Have a vast knowledge on how traffic is being controlled. Topics: A. Fundamentals of Traffic control B. Traffic Signs C. Traffic Lights D. Pavement Markings E. Traffic Islands CHAPTER V: Traffic Supervision 12 hours

Specific Objectives: At the end of the chapter, students are should be able to: 1. Learn Traffic Supervision which is the keeping order on the streets and highways within existing regulations to make their use safe and expeditious. 2. Learn the objectives of Traffic Supervision which are: 2.1. To prevent collision or congestions through proper allotment of time and space. 2.2. To move traffic speedily and safely. 2.3. To use the road to full extent. 2.4. To uphold that roads are primarily built to move traffic and not for carnivals. 3. Learn that in order to attain the objectives of Traffic Supervision, three police activities are needed: 3.1. Traffic Law Enforcement 3.2. Traffic Direction and Control 3.3.
