06/10/2013 Subject: Resolution No. 154-13(F) amending the Fiscal Year 2012/13 Miscellaneous Trust Fund Budget to authorize appropriations in the amount of $18,179.00 from State Law Enforcement Forfeiture Receipts for the software licensing from BAIR Analytics for the ATACRAIDS crime sharing and analysis program on a three year term and with a one time initial translation service fee and to provide program training and advanced tech start up support. Ordinance/Resolution: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF WEST PALM BEACH, FLORIDA, AUTHORIZING THE APPROPRIATION OR TRANSFER OF CITY FUNDS IN FISCAL YEAR 2012/13 IN ACCORDANCE WITH SECTION 4.03 OF THE CITY CHARTER OF THE CITY OF WEST PALM BEACH, FLORIDA, FOR THE PURPOSE OF AMENDING THE MISCELLANEOUS TRUST FUND BUDGET TO PROVIDE APPROPRIATIONS FROM THE STATE LAW ENFORCEMENT FORFEITURE RECEIPTS FOR THE PURCHASE OF BAIR ANALYTICS SOFTWARE, AND ATACRAIDS; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES. Staff Recommended Motion: Approve Resolution No. 154-13(F). Background: In October 2012 the WPBPD moved toward an Intelligence Led Policing philosophy. As the agency has continued to move forward in this direction it has been determined that a more enhanced method of assessing and analyzing information and data needs to be utilized throughout the agency. Research into available platforms revealed that numerous companies offer solutions. The Agency currently utilizes Crime View Web to allow officers to analyze historical crime data within their divisions and sectors. The provider of Crime view Web, the Omega Group, has no plans to update this software and now only offers the existing technical support at an annual maintenance cost of $3,795.00. Presently department personnel must rely on one person who has access to advanced analytical software to produce basic analytical hotspot maps and crime reports. AtacRaids is a dashboard type product comparable to Omegas Dashboard, and will allow any member of the police department to interpret crime data within a division, sector or other defined area within the city by applying filters on any variable within

the system. The product allows for the visualization of crime patterns and trends, produces historical and predictive hotspot maps and allows for automated emailing of custom analytical reports. The purchase of AtacRaids also includes free public access to Raids Online, which allows citizens to view similar, but limited, information. It includes simple dashboard analytics, allows for automated neighborhood watch emails and provides a method for the public to submit tips directly to the department, a service we currently provide via Crime View Community at an additional cost to the department. Hundreds of police departments including Tampa, Fort Lauderdale, Coral Springs and other government agencies worldwide are currently using AtacRaids which is a secure, well-tested and reliable product that will easily interact with our current RMS system. Funds totaling $18,179.00 will be used to contract the purchase of software licensing at the discounted price of $7,185.00 for a three year contract, and for a one time cost of $7,500.00 for translation service and software and $3,500 to provide user training and advanced tech start up support.
