FORWARD
Dear Brother Secretary, You have been elected or appointed Secretary of your Lodge. Congratulations! There are few offices which are more critical to the smooth operation of the Lodges daily activities. By accepting the office of Secretary, you have assumed a solemn obligation to every member thereof. In addition you have pledged yourself to the faithful performance of specific duties and the discharge of definite responsibilities. The Secretary is usually a repetitive or continuing officer, therefore it is of the utmost importance that he have a thorough knowledge of our Masonic Laws and procedures, because he will frequently find the various Masters, from year to year, relying and depending upon his knowledge and seeking his assistance. As Secretary, however, you should always keep in mind that it is your duty to conform to the requests and/or directions of the Master, who is the chief executive officer in all matters pertaining to the Lodge. The purpose of this Guide is to assist the Lodge Secretary in the performance of the mechanics of his office by incorporating herein what, hopefully, will be answers to the many questions which may arise with respect to your work as Lodge Secretary. We sincerely hope that each Secretary will find this Guide a valuable aid in making his job more effective and less arduous. We would also call your attention to the fact that your Grand Lodge Office is always available to further assist you should the need arise. In addition to your prescribed duties 1, a summary of suggested commendable characteristics which every Secretary should develop and adopt are as follows: 1. 2. 3. 4. 5. 6. 7. 8. 9. Always be on hand for every meeting. Be absolutely honest and forthright in every facet of your work. Conform to ritualistic requirements, as do other Lodge officers. Be courteous and dignified. File all Lodge records carefully, efficiently, and on time. Read and speak in a clear and audible voice. Maintain clear, complete, accurate, and up-to-date records. Write plainly and legibly. Use a computer whenever possible. Insist that the Lodge books be audited every year.

10. Remember that whatever is recorded becomes valuable history in the years which follow. 11. Store all Lodge records in a secure and, if possible, fireproof place. 12. Maintain a good relationship with the Grand Secretary's office by answering correspondence promptly and submitting the required reports and returns on a timely basis.

13. Maintain a good relationship with other Lodge Secretaries by answering their inquiries promptly and by paying particular attention to the issuance of dimits when requested.

14. Periodically review the Grand Lodge Code, Section 3-4-16, which lists the

duties of the Lodge Secretary, and also review the portions of the duties of the Grand Secretary as they relate to your Lodge and your responsibilities. 2

15. Develop a warm attitude toward your secretarial responsibilities. Enjoy your work. It is a commitment for good and if done well, will long be remembered and appreciated by your brothers that follow. Throughout this Guide, "Lodge" and "by Lodge action" are mentioned several times. These do not refer to the Guide, but to members of the Lodge as a whole, more particularly, those Lodge members present at that particular stated meeting. Please also note that throughout this Guide, there are references to the Grand Lodge Code. It is possible that the current Grand Lodge Code reflects updated information which has not yet been incorporated into this Guide. It is your responsibility to be familiar with and govern yourself according to the current Grand Lodge Code. Should there be a discrepancy between this Guide and the Code, the By-Laws and Regulations of the M. W. Grand Lodge of Free and Accepted Masons of Utah, or other such documents, those official documents takes precedence over this Guide. Sincerely and fraternally,

DUTIES OF THE SECRETARY


The Secretary shall have the following duties: 3 To record all proceedings of the Lodge proper to be written including its current receipts, disbursements, and all financial reports, and to submit such record to the Lodge at its next regular meeting for approval or correction, and to the Master for his signature, but minutes cannot be read and approved unless regularly entered in permanent form. To prepare and transmit a copy of such record, or any part thereof, to Grand Lodge or to the Grand Master, when required to do so. To collect and receive all monies due the Lodge, giving his receipt thereof, and pay them promptly to the Treasurer, taking his receipt for the same. To make to the Lodge an annual report of its work, of the condition of its accounts with its officers and members, and of all other matters relating to its finances and business which may be under his care. To keep a cash book and ledger, and such other books as are required by and described in these Regulations. To keep the seal of the Lodge, and to affix it with his attestation to all papers issued under authority of the Lodge, or in obedience to the requirements of Grand Lodge. To preserve the By-Laws of the Lodge, the Book of Constitutions, By-Laws and Regulations of Grand Lodge, its published Proceedings, Rituals, and the Book of Ceremonials. To notify any member of the Lodge who may have been suspended, expelled, or reinstated immediately after the action of the Lodge, and also to notify the Secretary of any other Lodge of which such suspended or expelled member is a member as shown by the Lodge records of the fact of such suspension, expulsion, or reinstatement. To study the rules and forms prescribed by Grand Lodge, and to keep the records, books, and other papers in accordance therewith. To include in his annual returns to the Grand Secretary the names of members of the Lodge who have died during the year and submit to the Grand Secretary a certified copy of the initiation, passing, raising of all candidates for the degrees, and of their proficiency in the catechism of the Master Mason Degree. To provide a bond as provided in these Regulations. To submit an annual "Historical Data Sheet" with his annual report to the Grand Lodge Secretary.

LODGE MINUTES
Lodge minutes are vital to recording the everyday Lodge activities and should be given special attention. They should be concise, accurate, and detailed enough that future Lodge historians can glean meaningful history from the minutes. Donations to the Lodge, special awards, Lodge repairs, and building improvements should be included with appropriate background. Some Lodges sacrifice meaningful minutes for brevity because they cannot or will not tolerate listening to lengthy minutes. This is a grave disservice to Lodge history. Minutes should be concise and yet still cover the events and actions of the Lodge. Proper Lodge minute decorum should be followed as it pertains to the performance and recording of Lodge ritual work. Careful reading of the following section will provide excellent insight. Communications from the Grand Master MUST be read at the first regular meeting after receipt, and recorded in full in the Minutes of that meeting. 4 Minutes should designate the meeting as Regular or Special as the case may be. Lodge meetings are called meetings , while those of the Grand Lodge are called communications . The Grand Master opens a Lodge in ample form . His Deputy in due form . A Worshipful Master in form . Thus, most of your meetings will be opened and closed in form. If during the meeting the Grand Master or an elective Grand or an elective Past Grand Officer from a sister Grand jurisdiction, or a distinguished Mason from abroad visits the Lodge, state the particulars of his reception and a synopsis of the addresses delivered on the occasion, etc.

LODGE RECORDS
From time to time the question arises as to which records and papers of the Lodge must be retained and which may be disposed of. To a great extent this will vary depending upon the individual Secretary and the amount of file drawer space and storage space he has available to him. Certain records and documents, especially those which are considered to be Lodge property must be kept on a permanent basis. Others might be considered as being only of temporary importance and could be disposed of after a period of a few years, while still others which have no continuing or on-going value after they have received appropriate attention, and where they are not required for possible future reference, may be disposed of almost immediately. It is suggested that those records and papers appropriate to destroy should be disposed of by burning or shredding. Using this method precludes the possibility of any confidential or private lodge matters being exposed to the view of non interested persons. It is suggest that a file folder be set up and maintained for every member and candidate. These folders might be kept in an active and inactive file, such files to be stored in a fire-resistant cabinet. In each member folder would be kept the application, demit, discontinuance or other document by which that member transferred to or came from another lodge. Any correspondence applying to such a member which contains information of a future value should also be kept in the member's file folder such as that pertaining to awards, newspaper recognition, etc. When a member becomes inactive (death, demit, suspension, etc.) his membership or ledger card, and Form 15, could also be transferred to his file folder and the file folder then transferred to the inactive file. It is further suggested that any documents or correspondence of future value pertaining to such applicant or candidate be kept therein. AMENDMENTS TO THE GRAND LODGE CODE


All proposed amendments to the Grand Lodge Code By-laws and Regulations shall be submitted in writing to the Grand Lodge Secretary at least forty-five days before the next annual communication. At least thirty-five days before such annual communications of Grand Lodge, the Grand Secretary shall transmit to the Secretaries of the several constituent Lodges of this jurisdiction, and to members of the Jurisprudence Committee of Grand Lodge, copies of any such proposed amendments. The Jurisprudence Committee shall ensure that the proposed amendment or change is in proper form for presentation to the Grand Lodge.

ANNUAL RETURNS
Two copies of these forms are sent to you on which to make your Annual Return to Grand Lodge. It is the duty of the Lodge to transmit to the Grand Secretary on or before January 10 of each year its Annual Returns, covering a period of January 1, to December 31, inclusive, in such form as the Grand Secretary shall provide, which shall embrace a list of officers and members, whose names must be given in full, of initiations, passings, raisings, admissions, demissions, suspensions, expulsions, restorations and deaths, with their respective dates, together with such other matters as the Grand Secretary may require, which returns shall be signed by the Master and Secretary and attested under the seal of the Lodge; and with such annual returns it shall pay to the Grand Secretary all sums due Grand Lodge. 5 No Lodge shall be entitled to representation in Grand Lodge unless the provisions prescribed in this section have been complied with, and if a Lodge fails or refuses to comply with them for two successive years its charter shall be subject to forfeiture as provided in the Grand Lodge Code of regulations. 6 When using these forms, please type or print information LEGIBLY. From the cards (Form 15) on which you report to the office of the Grand Secretary all changes in membership that occur in your Lodge, in conjunction with the Annual Return, a record is maintained in Grand Lodge office of all members in this jurisdiction, as provided for under GLC, Sec. 2-2-4. To keep such records current and accurate, the cooperation of all Lodge Secretaries is necessary and urgently requested. The Annual Returns forms consist of the following:

The Grand Lodge sends to each Lodge Secretary a list of the Lodge's members, in alphabetical order, as held in the Grand Lodge Record, and asks the Lodges to update the list and return it, making any additions, spelling corrections, and deletions required. Cross out names to be deleted with a yellow marker, and note the appropriate reason to the side, i.e., death, NPD, etc. Type or write names to be added in red pencil or ink, with appropriate reason noted, i.e., new MM, affiliated, dual membership, etc.

Names of members who have been suspended, demitted, or died this past year. Please indicate if each any listed is a Past Master. For those suspended, list the cause. For those who demitted, indicate if they affiliated with another Lodge, and if known list its name.

These forms are sent to the Lodge Secretary in duplicate during the latter part of December each year and call for information pertaining to the calendar year ending December 31. One copy may be retained for Lodge records; the other must be completed and returned to the Grand Lodge Secretary no later than January 15.

LIST OF MEMBERS
A Grand Lodge computer listing of your Lodge membership is provided annually by the Grand Lodge office for your convenience. Please correct misspelled names on this list and return the corrections to the Grand Lodge office, or correct them in the ROLLS system. Cross out names to be deleted with a yellow marker, and note the appropriate reason to the side (deceased, NPD, etc.). Write names to be added in red (pencil or ink), with appropriate reason noted to the side (affiliated, plural, etc.).

ELECTION CERTIFICATE
Each November, every Lodge Secretary is asked to certify the election and installation of officers for his Lodge. This is done by filling out the election certificate and returning it to the Grand Lodge Secretary no later than five days after the installation of officers. If all officers are not installed for some reason, so indicate. Write or type all given names in full.

PERSONNEL CARDS/FORM 15
Each Secretary is to maintain a file of Form 15s, one for each member. Send a new Form 15 to the Grand Secretary each time a new Master Mason is declared proficient in his MM catechism. Whenever a change of address occurs thereafter, send a new Form 15 to the Grand Secretary. And finally, at the death, suspension, or demit of a member, appropriately annotate the final Form 15 and send it to the Grand Secretary. Rather than requesting Form 15s for each address change, the Grand Secretary is receptive to receiving a quarterly address change update. This will conserve forms and is simpler for the Lodge Secretary. It is also important to note that if you enter all of the appropriate information into the ROLLS system on-line in a timely manner for each update listed above, submitting a Form 15 is not necessary for these activities.

NON-AFFILIATED MASONS
It is contrary to the spirit and precepts of Masonry for a Mason not affiliated with a Blue Lodge to reside within the jurisdiction of a Lodge without making an effort to become a member thereof. 7 The following text shall be printed on the back of each demit granted in this jurisdiction: A non-affiliated Mason sojourning in this Grand jurisdiction shall have the privilege of visiting Lodges for a period of six months. Unless such nonaffiliate shall petition some Lodge for membership within thirty days thereafter, and if rejected shall contribute to some chartered Lodge in this Grand jurisdiction its regular dues, he shall be debarred from Masonic rights and privileges as follows: FIRST THIRD FOURTH FIFTH He shall not be allowed to visit any Lodge. He shall not be entitled to Masonic charity. He shall not be entitled to Masonic burial. He shall be deemed a drone in the hive of Masonry and unworthy of the protection of Masons. 8 SECOND He shall not be allowed to appear in any Masonic Procession.

APPLICATIONS FOR THE DEGREES


All petitions for the degrees or for membership by affiliation shall be in writing, signed by the applicant with his own hand, with his name in full and shall state his place of birth and present residence, age, occupation, and such other facts as are called for in the form adopted by Grand Lodge. Every question on the petition must be answered before it can properly be received by the Lodge. Petitions for the degrees shall be accompanied by a sum not less than the fee prescribed in its By-Laws for the Entered Apprentice Degree. 9 Whenever a Lodge holding concurrent jurisdiction receives an application for the degrees or for affiliation, it shall immediately send notice to all other Lodges with which it shares such jurisdiction, giving the name, age, residence, occupation, references and recommenders of the petitioner. This notice shall be read in all such Lodges. 10 An applicant for the degrees of Masonry (in this jurisdiction) must first meet the Utah residency requirement of six months and have lived within the jurisdiction of the Lodge for at least six months. He must complete the application form, answer all questions in full, and sign the form in his own hand. At least one of the recommenders shall have known the applicant personally for at least six months. After the application is received, it will be read at the first regular meeting thereafter, and the Master will assign an investigating committee. The committee's report being returned, the petition will be balloted upon one month from the time it is first read. Upon receiving a ballot result, the Secretary will inform the candidate of his rejection or election, and advise him when to report for initiation. The fees for the three degrees are set forth by the Lodge By-laws and are payable in advance. The Fellow Craft degree will not be conferred until the fee has been paid. Likewise the Master Mason degree. A Lodge may retain the Entered Apprentice fee of a candidate elected to receive the degrees, if he does not present himself for initiation within a period of twelve months after election. 11 Unless dispensation is received from the Grand Master or if the degrees are received through an accelerated class program, two weeks shall elapse between the conferring of each of the degrees upon a candidate. 12 No candidate shall be advanced to the second or third degree until after he shall have passed a satisfactory examination as to his proficiency in the catechism of the preceding degree. 13 Immediately after the meeting in which a Master Mason is raised, the Secretary will so notify the Grand Secretary. 14 GLC, Sec. 3-7-3. Any candidate for the three degrees who has been rejected in a Lodge in this jurisdiction may renew his application, after the expiration of six months from the date of such rejection, to the same Lodge, or to any other if he has resided within its jurisdiction the lawful length of time. Any member of a Lodge of this jurisdiction may raise well-grounded objections to the initiation or advancement of candidates in such Lodge. An objection to the advancement of an Entered Apprentice or a Fellow Craft, when made by a Mason who is not a member of the Lodge, will not be considered valid unless the objector prefers charges. 15 If any member of the Lodge shall express to the Master any objection to the initiation of a candidate, even after such candidate shall have been elected, such objection shall be respected, nor shall the objector's reasons be demanded by the Master or the Lodge, or his name be made known. The fact of the objection shall be entered in the Minutes, and shall be the equivalent of a negative vote. The fee accompanying the petition shall immediately be returned to the petitioner with a notice of his rejection. 16

SUGGESTIONS TO INVESTIGATING COMMITTEE


The following text should be distributed to members of the Investigating Committee: The best interests of the Masonic fraternity demand a prompt and careful investigation of the character and standing of those seeking admission. Many points other than those listed here will suggest themselves to you in your investigation. A personal interview with the applicant is desirable. It is proper either to call on him or to ask him to get in touch with you. Always contact his recommenders and those to whom he refers. Satisfy yourself of his mental and physical ability to earn a livelihood, to conform substantially to the ceremonies and to be instructed in the mysteries of Masonry. Check carefully on his residence. One may have been employed and lived in the city for more than six months and yet not have established legal residence. The residence of an applicant for the degrees is defined to be his permanent settled domicile, or fixed abode, from choice; and, as a rule, is identical with his legal residence. 17 Ascertain his credit standing if possible. Is he a man of his word? Is he intemperate or an habitual gambler? Make a general inquiry among his friends, neighbors, and business associates. If married , is the applicant living with and supporting his family? Does his wife approve the idea of his entering the fraternity? Not always will it be necessary to interview the wife, but in some cases it may be essential. Use your judgement after the interview with the applicant. If his parents are living, what is their attitude in the matter? Usually this can be determined by questioning the applicant. If the applicant has resided in other parts of this state or within the past few years resided in another state, the first named on the committee should write or contact the Secretary of the Lodge there for a report on his character and previous conduct while in that community. COURTESY WORK DEGREES AND COACHING


A Lodge may, at the duly authenticated request of a sister Lodge of this or any other Grand Jurisdiction, confer a degree, or degrees, upon a candidate of the requesting Lodge, and in such a case, the Lodge can have no jurisdiction over the candidate it has thus advanced. All such requests, to or from foreign Grand Jurisdictions, must be approved by the Grand Master or the Grand Secretary, the better to determine the regularity of the Lodge asking for such courtesy. 18 Courtesy coaching of a candidate shall fall under the same criteria as indicated above. The Request to Confer the Degrees form is used for this purpose.

APPLICATIONS FOR AFFILIATION


Any Master Mason in good standing, against whom no Masonic charges are pending and who holds membership in a Lodge under the jurisdiction of a Grand Lodge recognized by the Grand Lodge of Utah, is eligible to apply for affiliation with any Lodge in this jurisdiction. The Master Mason so applying for affiliation need not have resided within Utah for any specified length of time. No Lodge shall charge a fee for affiliation. 19 All petitions for membership by affiliation shall state the name, number, and location of the Lodge of which the applicant is or was last a member, and the name of the Grand Lodge under which it is or was working; also the name of the Lodge in which he received the Entered Apprentice Degree. 20 If the applicant is only a member of one other Lodge in this jurisdiction and wishes to affiliate with your Lodge, he may do so by following the steps outlined below: Complete the Petition for Affiliation . The applicant should be instructed about paying dues in both Lodges, and that if he defaults in one Lodge, he will default in all Lodges. The applicant must show a current dues card for another Lodge in this jurisdiction, and submit with his petition a Certificate of Good Standing For the Purpose of Obtaining a Plural Membership . Immediately after the meeting at which the candidate is elected to affiliate, the Secretary will notify the Grand Secretary of such action. 21

AFFILIATION: PLURAL MEMBERSHIP WITH OTHER LODGES


A member of a Lodge in any other jurisdiction recognized by this Grand Lodge whose laws permit the same may affiliate with a Utah Lodge without dimission from such other lodge, and a member of a Utah Lodge may affiliate with other Utah Lodges and may affiliate with as many Lodges as he desires outside the Jurisdiction of Utah whose laws permit the same, without dimission from any other Lodge of which he may be then a member. 22 A member who desires to become a plural member of another Lodge can do so by following the instructions: The applicant submits an Application for a Certificate of Good Standing for the Purpose of Obtaining Plural Membership (or its equivalent in another jurisdiction) to his home Lodge. The home Lodge issues a Certificate of Good Standing for the Purpose of Obtaining Plural Membership . Upon election into the new Lodge, that Secretary fills out the second section of the Certificate , stamps it with the Lodge Seal, and returns it to the original Lodge, who annotates his Lodge record and forthwith notifies the Grand Lodge Secretary of such action. The new Lodge may keep a copy of the Certificate in its records.

When a member becomes a member of two or more Lodges, he is obligated to pay dues in each of them. In this Jurisdiction, if he defaults in any one of those lodges for non-payment of dues and is therefore dropped for NPD in any one of the Lodges, after proper notification by that Lodge, all other Lodges are obligated to drop him also . It is therefore important that a candidate be so advised when he is applying for a dual membership. Some Master Masons feel that as long as they pay in one Lodge they do not have to pay in the other. They are then embarrassed after defaulting in one Lodge and being dropped by all. Membership in a constituent Lodge can be terminated only by dissolution of the Lodge; by voluntary formal demission therefrom; by becoming a charter member of a new Lodge; by suspension or expulsion; or by death. 23

AFFILIATION TO TRANSFER MEMBERSHIP


If an applicant is a member of a Lodge in this jurisdiction and wishes to affiliate as a transferee (terminate his membership in his current Lodge after election in the Lodge to which he is submitting the application), the following steps must be observed: Complete a Petition for Affiliation (or its equivalent in another jurisdiction) to the new Lodge. The applicant must show a current dues card and submit a Certificate of Good Standing for The Purpose of Transferring Membership . After election in this Lodge, the Secretary will fill out the second section of the Certificate , request a demit, and return it to the candidates home Lodge. The Secretary will notify the applicant to present himself at the Lodge to sign the By-laws.

PETITION FOR ADVANCEMENT


The Petition for Advancement must be accompanied by a duly authenticated certificate or waiver of jurisdiction from the Lodge in which the applicant has received such degrees; provided, that no Lodge can receive such a petition unless the applicant is a resident of its territorial jurisdiction at the date of the petition. 24 Any Entered Apprentice or Fellow Craft whose petition for advancement has been rejected may renew his petition at any time to the Lodge which rejected him, or to any other under whose jurisdiction he may reside. 25 See GLC Section 3-7-31 for instructions on how to reinstate an Entered Apprentice or a Fellow Craft who has been dropped from the rolls of the Lodge. The same paragraph provides instructions for a candidate who has moved permanently to another jurisdiction.

LIFE MEMBERSHIP
A life membership may be conferred by any Lodge in this jurisdiction upon members thereof who shall have regularly paid dues to the Lodge for a period of twenty-five years, or upon those who, in the judgement of the Lodge, have rendered valuable services to the fraternity. Any life member of a Lodge is entitled to a duly authenticated certificate, showing such life membership and shall also be issued an annual dues card. 26

DIMITS OF MEMBERS
I. Outright Termination of Membership

Dimits can be issued to Master Masons only. They are not issued to Entered Apprentices or Fellow Crafts. Entered Apprentices and Fellow Crafts can only be issued a Waiver of Jurisdiction . An application for demit shall be made in person, in open Lodge, or by written application, presented at a regular meeting of the Lodge. If the applicants dues are paid and there are no charges pending against him, the demit shall be granted. If these two requirements are met, the Lodge Secretary merely announces that he has received a request for a demit from the member, his dues being paid and no charges being pending against him, and the Master will charge the Secretary to so issue the demit forthwith. There is no discussion on the matter and there is no vote taken by the members present at the stated meeting. The issuance of the demit is automatic. It is recorded in the minutes, reported to the Grand Secretary on Form 15 (or in ROLLS) immediately, and is included in the Annual Report. The Secretary will fill out the Demit Certificate . It is signed by the Worshipful Master and himself, and then sent to the Grand Secretary for his signature and the seal of the Grand Lodge. The brother so demitted shall be entitled to a certificate, but should the Secretary neglect to furnish it, such neglect shall not invalidate the joint action of the applicant and the Lodge. 27

II.

Termination of Membership After Affiliation with Another Lodge

A member who desires to terminate his membership in his home Lodge because he desires to belong to the lodge where he now lives, and does not desire to be a plural member, should be informed that to ensure no break in service, the proper procedure is to first obtain a Certificate of Good Standing from his home Lodge, for the purpose of transferring membership. With that certificate attached, submit a Petition for Affiliation for the Purpose of Transferring Membership , to the new Lodge. After he has then been elected to affiliate with the second Lodge, the Secretary will fill out the bottom portion of the Certificate of Good Standing , request a demit, attach the Lodge seal, and mail it to the applicants home Lodge, who will then issue the demit. The applicant applies to his home Lodge for a Certificate of Good Standing for the Purpose of Transferring Membership . The home Lodge then issues a Certificate of Good Standing for the Purpose of Transferring Membership . The applicant then submits the Certificate attached to a Petition for Affiliation to the new Lodge. Upon election to the new Lodge, the Secretary will fill out the bottom portion of

the Certificate of Good Standing , stamp it with the Lodge Seal, request a demit, and forward it to the applicants home Lodge, who will then issue the demit, thus effecting the transfer of membership without the loss of service time. WARNING: Should the applicant first obtain a demit from his home Lodge, then, apply for affiliation, and by some quirk of fate be rejected, he would no longer be a Mason until such time as he could successfully affiliate with another Lodge resulting in a break of service.

SUSPENSION FOR NON-PAYMENT OF DUES (NPD)


Members delinquent for less than twelve (12) months are in arrears, they are not eligible to be suspended from your Lodge until they are twelve (12) months in arrears. Any member of a Lodge twelve months in arrears for dues and residing within the jurisdiction of this Grand Lodge shall be notified by the Secretary that unless within four weeks, or if residing outside this jurisdiction, within eight weeks, from the date of the regular meeting at which such a delinquency shall be made known to the lodge, in such manner as the Worshipful Master may direct, his dues shall be paid, or sickness, or inability to pay be shown as the cause of such refusal or neglect, he will be liable to suspension from all the rights and privileges of Masonry. A copy of such notification shall also be forwarded to the Grand Master via the Grand Secretary's Office. If neither the forgoing excuses be made, he may, at the first regular meeting, after the expiration of the specified time, be declared by the Master of the Lodge to be suspended, unless the Lodge remits his dues or grants further time for payment. 28 Immediately after the meeting at which the member was declared to be suspended, the Secretary will so notify the Grand Secretary by sending him a Form 15 (or update ROLLS) along with a copy of the Suspension Letter .

RENUNCIATION
Any Mason in this jurisdiction, having been identified as having an association with an organization pretending to be a Lodge of Free and Accepted Masons, and in fact being a clandestine organization/Lodge not recognized by this Grand Jurisdiction as regular, will immediately upon being apprised of such fact, fill out a Renunciation form and file it with his Lodge and the Grand Secretary.

SUMMONS
Every Summons issued by a chartered Lodge shall be written or printed, attested by the seal of the Lodge, and signed by the Master and the Secretary. It shall be served either personally or by registered mail, except as provided in the Trial Code. The Master shall in every case require due return to be made upon each Summons of the service thereof. No general summons shall be issued except for the purposes of importance to the Lodge or to Masonry. Every Mason shall faithfully obey, if within his power, a Summons issued by a Lodge and duly served upon him. For a failure to do so shall be liable to discipline in the manner provided by law, unless excused for reasons satisfactory to a majority of the members present at a regular meeting of the Lodge. 29

WAIVERS OF JURISDICTION
A petition for advancement from Entered Apprentice, or Fellow Craft, received by a Lodge other than the one which received the original petition, shall be accompanied by a duly authenticated certificate of Waver of Jurisdiction from the original Lodge receiving the petition for the degrees; provided that no Lodge can receive such a petition unless the applicant is a resident of its territorial jurisdiction at the date of the petition. 30 Such written consent either with respect to a petition for the degrees or for advancement shall constitute a permanent relinquishment of jurisdiction over the individual involved in favor of the Lodge to which such consent is given only in the event that such last mentioned Lodge shall within six months thereafter receive and act favorably on such petition. 31 As Entered Apprentices and Fellow Crafts are not members of a Lodge, they cannot be given dimits. They may; however, be granted a certificate, or waiver of jurisdiction, showing their status in the Lodge. 32 A Waiver of Jurisdiction is nothing more than a conditional release granted by Lodge action to an Entered Apprentice, or Fellow Craft Mason of that Lodge who desires to complete his degree work in some other Lodge within or without the Jurisdiction of Utah. The Entered Apprentice or Fellow Craft must request the Waiver in writing and present it for his Lodges action at a stated meeting. If granted, it becomes the official notice to the designated Lodge that it is authorized to receive the application of such Entered Apprentice or Fellow Craft. Waivers are issued only to candidates, not to members, and they apply only to the release of control exercised by a Lodge over its own candidates. When a Lodge issues a Waiver of Jurisdiction to a candidate, it permits the candidate the privilege of transferring to another Lodge for the completion of his degree work if elected in the other Lodge and thus become a member thereof. It should be understood that the Lodge in which a candidate is initiated (excluding a courtesy initiation) gains and maintains jurisdictional control over the candidate as long as he remains an Entered Apprentice or Fellow Craft. Consequently, a waiver of jurisdiction may only be granted by action of the Lodge at a Stated Meeting. A favorable majority vote of those members present at the Stated Meeting is required to grant the waiver, and the waiver must designate the specific recognized Lodge to whom it is being directed. The Waiver of Jurisdiction , once issued, permits the designated Lodge to act upon the application of the candidate. If the designated Lodge elects the candidate, the Secretary must immediately inform the Lodge that issued the Waiver that the candidate has been elected. If the candidate's fees and contributions were not previously forfeited, the Lodge granting the Waiver would issue a check, in the name of the candidate, for the amount his Lodge charges for the unconferred degree or degrees. Should the application of the candidate be rejected by the designated Lodge, that action is final and the Lodge will notify the candidate of his rejection, and return any fees he may have paid, that were passed on by the originating Lodge. He may after six months time has elapsed re-apply for membership in the same or a different Lodge as the applicant may desire. If the candidate has been initiated an Entered Apprentice or a Fellow Craft and then decides not to continue, he will forfeit all fees heretofore submitted. He may, at a later date, submit to the Lodge a Petition for Advancement. Such a petition will be acted upon favorably by the Lodge. If the candidate has moved to another jurisdiction, he may petition his original Lodge for advancement, giving the Lodge his new location and asking for a Waiver of Jurisdiction . The Lodge will then act upon the request, either asking the nearest Lodge to perform courtesy work for them, in furthering the advancement of this candidate, or sending them a Waiver of Jurisdiction , granting to them the authority to pursue his advancement. If after two years has elapsed and the candidate has not presented himself for advancement to the next degree the Lodge may drop him from their rolls for lack of interest. 33

RESTORATION
Any member suspended who shall thereafter desire to become reinstated may do so by submitting a Petition for Restoration after Suspension for Non-Payment of Dues , accompanied by the arrearage due at the time of his suspension. He may also be reinstated if such arrearage is remitted by the Lodge. In the event of his rejection, the amount of arrearage paid by him will be refunded. 34 Immediately after the meeting wherein the candidate is elected to be restored, the Secretary will so notify the Grand Secretary. 35

HIRAM AWARD
The Hiram Award is the official recognition of a Brother by his own Lodge for his devoted service to that Lodge and to Masonic Principles in general. It is intended for the Brother who, year after year, displays his devotion without receiving special recognition or special honor. The Brother who has been selected as a Hiram Award recipient is being singled out as your individual Lodge's choice. This is the highest honor which can be bestowed upon a member that has unselfishly given of his time, talents and energy for the betterment of his Lodge and Freemasonry. The real warmth and pleasure of being chosen for this special honor is most satisfying, because it comes directly from the Brethren and friends he has accumulated within his community. Each dedicated Brother who is selected for this honor, deserves individual recognition for his numerous years of devoted service. He has earned a few moments in the spotlight of fame and honor; therefore, it should be conducted in a most dignified manner. This should be a special night for the honoree and no other awards or activities should be planned for the evening. It is dedicated to the honoree only. Under no circumstances should there be more than one Award given within a Lodge in any one night, and the Award should be restricted to no more than one per year. In this manner it becomes that much more prestigious. It is also not required that a Hiram Award be given every year. This Award should only go to those most deserving of it, not because the Master wants to have a Hiram Award presented during his year. Secret presentations are not recommended. This deprives a Brother from inviting his friends and family, those besides Masonry who are most important to him. It could also have serious consequences if the Brother has any unknown medical problems. The dinner should he special; not just the regular roast beef and green beans. The ceremony should likewise be special, and held in the Lodge room, not in the dining room. It may be necessary to bring chairs from the dining room to accommodate special guests. A good public address system in the Lodge is very important; if unavailable, speakers should speak loud enough to be heard. Remember, the Lodge is where your honoree took his first step as a Mason and where he had the honor of being made a Master Mason. The Hiram Award Certificate must be requested from the Grand Secretary's office at least one month prior to the presentation date. This will allow the Grand Lodge Office to process the order, and your Hiram Award Committee to receive and properly inscribe the Certificate. The request must include $3.00 and a brief history of the honoree. It is imperative that all Lodges send to the Grand Lodge Public Relations Committee the name of the Lodge presenting the award, the name of the recipient, including his age, years in Masonry, news events of the evening, and a single 3.5x5 photograph which will be placed in a book and recorded. Please type all information being sent. Each Lodge should have in its file a copy of the Rules, Qualifications and

Requirements, and the proposed presentation ceremony. If not, it can be obtained from the Grand Secretary.

HONORS AND MEMORIAL ROLL


No brother shall he buried with Masonic Honors unless he was at the time of his death a Master Mason in good standing. If the request for funeral is for a brother who is not a member of the Lodge receiving the request, the Worshipful Master will make appropriate inquiry into the status of the departed brother. Upon verification of good standing the funeral will be conducted in proper form, and as though he was a member of the local Lodge. The Worshipful Master may; however, refuse to give a Masonic burial to a deceased member or sojourner whose conduct in life reflected discredit upon the Fraternity. An Entered Apprentice or Fellow Craft shall not be allowed in the procession as a Mason at a Masonic funeral. 36 A Memorial Roll is a permanent record of and testament to a departed Brother. It contains the name, age, and residence of the deceased, the name of the Lodge of which he was a member, and his Masonic record. The Memorial Roll should not simply be a reproduction of the obituary. Instead, it represents a tribute to the deceased by the brethren of his Lodge. As Secretary, you should prepare two copies of the Memorial Roll, one to be attached to the minutes of the meeting and the other to be placed upon the casket. The Master should sign both Rolls, and they should be attested by the Secretary under the seal of the Lodge. The Memorial Roll shall be read at the public service or at the grave.

Widows Pins are provided by some Lodges to the wives of Master Masons who have died. Widows pins may be presented to the widow of a Master Mason, by the Worshipful Master, on behalf of the Lodge. He will explain to her the significance of the pin. The pin may be obtained from McCoy 37 or some other reputable Masonic supply house. The Worshipful Master should, wherever possible, present the widow with this pin. He should at that time explain the significance of the pin, and what it could mean to her.

DISPENSATIONS
Certain activities of a Lodge require special dispensation to be granted by the Grand Master prior to their initiation. The following are examples. Dispensation to change date of stated meeting. 38 Dispensation to hold a special election for lodge officers. 39 In case any Lodge shall fail to hold the election as set forth in the Grand Lodge Code (GLC) an election may be held on another date upon dispensation granted by the Grand Master. Dispensation to open lodge in other than regular meeting place. 40 Dispensation to form a new lodge. 41

Seven or more Master Masons in good standing, one of whom must be a Past Master, may petition for a Dispensation to form a new Lodge. 42 The Grand Master shall, during the recess of the Grand Lodge, have the following more defined power and authority: He may grant such dispensations as may be applied for in accordance with the laws of the Grand Lodge. 43 Application to the Grand Master for dispensation may emanate from a Lodge at a regular meeting by a majority vote of the members voting, or may emanate from the Master, and may be signed by either or both the Master and Secretary. The application shall set forth fully and clearly the necessity for the requested dispensation. Every dispensation shall be entered in the minutes of the Lodge at the first regular meeting after its receipt. 44

LODGE INSURANCE
It is the duty of every Lodge to have its Temple, furniture, and paraphernalia insured against loss by fire, and the amount of such insurance shall be given in the Annual Returns of the Lodge. Each Lodge shall provide a vault or fire-proof safe for its records, and if unable to make such a provision, its records and other valuable papers shall be kept in some place which will secure them against burglary and fire. 45

DUTIES OF THE TREASURER


The Treasurer shall have the following duties: 46 To receive and safely keep all monies and property of every kind which shall be placed in his hands by the Secretary, or by order of the Lodge, and to give proper receipt therefor. To disburse or transfer the same, or any part thereof, upon the order of the Master, with consent of the Lodge, duly attested by the Secretary. To keep a book or books which shall contain a correct statement of his receipts and disbursements on account of the Lodge. Suggestions to Investigation Committee


The best interests of the Masonic Fraternity demand a prompt and careful investigation of the character and standing of those seeking admissions. Many points other than those listed here will suggest themselves to you in your investigation. A personal interview with the applicant is desirable. It is proper either to call on him or to ask him to get in touch with you. Always contact his recommenders and those to whom he refers. Satisfy yourself of his mental and physical ability to earn a livelihood, to conform substantially to the ceremonies and to be instructed in the mysteries of Masonry. Check carefully on his residence. One may have been employed and lived in the city for more than six months and yet not have established legal residence. Grand Lodge Code, Sec. 3-16-12: the residence of an applicant for the Degree is defined to be his permanent settled domicile, or fixed abode, from choice; and , as a rule, is identical with his legal residence. Ascertain his credit standing if possible. Is he a man of his word? Is he intemperate or an habitual gambler? Make a general inquiry among his friends, neighbors, and business associates. If married, is applicant living with and supporting his family? Does his wife approve the idea of his entering the Fraternity? Not always will it be found necessary to interview the wife but in some cases it may be essential. Use your judgment after the interview with applicant. If his parents are living, what is their attitude in the matter? Usually this can be determined by questioning the applicant. It is essential to know his belief in a Supreme Being. If the applicant has resided in other parts of this state or within the past few years resided in another state, the first named on the committee should write or contact the Secretary of the Lodge there for a report on his character, and previous conduct.
