MCCS-N SUBJECT: Tactical Standard Operating Procedures (TACSOP)

1. GENERAL. During the conduct of Field Training Exercises, the BNCOC classes will function as a Main Support Medical Company, providing Health Service Support to a Mechanized Infantry Division. Missions and tasks performed will be within the scope of training received during Phase I, and evaluations will focus on Common Leader Combat Skills. 2. PURPOSE. To provide information and direction necessary for the accomplishment of BNCOC Field Training Exercises; and to indicate procedures and specific missions and/or functions required to be accomplished to ensure the successful accomplishment of the STX. 3. APPLICABILITY. This TACSOP applies to all personnel assigned or attached to the Basic Noncommissioned Officers Course, AMEDD NCO Academy. 4. RESPONSIBILITIES. a. lSG: Has overall responsibility for the conduct of the exercise. Provides guidance and direction on any specific training objectives and/or changes to be made to the STX. b. Class SSGL: Operates the Exercise Control Cell (ECC) during the conduct of the STX. Assigns areas of responsibility to the SSGLs/SGLs. Oversees the conduct of the STX to insure all training objectives are met. IAW the scenario, functions in the role of the Company Commander. c. Operations: Ensures initial coordination for logistical support from outside agencies (i.e., Academy Bn, Camp Bullis Dining Facility, Motorpool) is accomplished within established timelines. d. SGL: Primary responsibility is the evaluation of students during the performance of Common Leader Combat Skills. Reports to the STX Site Manager accomplishment of tasks in other areas of responsibility as assigned by the Course SSGL. e. STX Site Manager: Signs for training areas. Serves as POC for matters of logistics. Responsible for coordinating meal service to include feeding of all personnel and collection of meal charges from personnel on Separate Rations. Ensures groups are following timelines established by ECC or OPORD. Ensures site improvement tasks are accomplished. Ensures drivers are prepared for movement as required during CONOPS phase of the exercise. Ensures Course SSGL/ECC is aware of any problems effecting operational aspects of the STX.

GENERAL. All matters pertaining to personnel and administration during

field operations will be coordinated through the ECC. 2. RESPONSIBILITIES: a. ECC: The ECC will handle all requests for personnel and administrative support. The ECC will maintain a status board displaying current unit personnel status. ECC personnel will this board as changes occur. IAW Tab D, update

b. SGL: The SGL will coordinate with the ECC in all matters pertaining to personnel and administrative support. In keeping with the student led nature of the course, this coordination should consist of mentoring the student leaders to ensure the proper reports/requests are submitted in a timely manner. 3. Tab B (Sick Call) to Annex 1 (Personnel and Administration) to BNCOC TACSOP 1. Personnel desiring sick call services will report to the ECC NLT 0530 daily. Transportation will be provided to the Camp Bullis TMC. Should further transportation be required (i.e., BAMC-ER) it will be provided via the appropriate means. 2. If the student is evacuated to Ft. Sam Houston, and is ultimately returned to duty, he/she will return to the Orderly Room and have the CQ contact the ECC through Bullis Operations for transportation back to the field site.

Tab C (Morale) to Annex 1 (Personnel and Administration) to BNCOC TACSOP 1. Mail. Mail will be picked up daily (weekdays) from the BNCOC Orderly Room by the SGL designated as the Admin NCO, or the STX Site Manager, and will be distributed to the students the same day it is received. 2. Religious Services. Religious services will be scheduled and all personnel will be afforded the opportunity to participate in these activities. Times and locations will be disseminated by the ECC through normal communication channels.

ANNEX (Safety) to BNCOC TACSOP 1. General. The goal of all BNCOC training exercises is that they be conducted in such a manner to insure maximum training benefit is received with minimum risk to personnel and equipment. In order to achieve this goal all personnel must be safety conscious at all times. Any person, student or staff, who observes an unsafe act being performed will halt the act and inform the appropriate person (cadre) to ensure the necessary corrections are made. 2. Responsibilities.

a. Course SSGL. Overall responsible for the safe conduct of exercises. Ensures that appropriate risk management techniques are implemented. Provides guidance and issues any safety related changes and instructions. b. SGLs. Responsible for insuring that students adhere to safety guidelines and perform all tasks in such a manner to reduce any risk which may be incurred. 3. Index of Tabs to Annex 2. a. b. c. d. e. f. TAB A (Weapons) to ANNEX 2 (Safety) to BNCOC TACSOP GENERAL. Safe use of weapons is an individual responsibility. The following guidelines will be adhered to. a. Upon receiving a weapon from the armorer, it will be cleared and the chamber visually inspected to insure it is empty. b. No weapon will be used without a blank adapter.

c. Weapons will not be fired at personnel within 15 meters. Within this range, personnel will state Safety Kill. d. Weapons will be cleared and safed prior to entering tents.

TAB B (Pyrotechnics) to ANNEX 2 (Safety) to BNCOC TACSOP 1. Pyrotechnic devices (smoke grenades and simulators) will only be used to enhance training realism, at no time will these devices be used for any other reason. Prior to the use of these devices, permission will be obtained from Camp Bullis Range Control. 2. Pyrotechnic devices will be used within the following guidelines: a. At no time will students handle pyrotechnics.

b. Pyrotechnics will not be placed/used within 25 feet of any personnel. c. When used, pyrotechnic devices will be observed to insure no fires are started. d. These devices will be used only within the constraints prescribed by Range Control.

TAB C (Vehicle Operation) to ANNEX 2 (Safety) to BNCOC TACSOP 1. Safe vehicle operation begins with proper performance of PMCS inspections.

These inspections will be performed daily IAW ANNEX 4, TAB B. 2. Guidelines for the operation of vehicles are as follows: a. Personnel will operate only those vehicles for which they are licensed. b. Vehicles will not be moved without an SGL present.

c. Ground guides (front and rear) will be used when backing vehicles, and when operating in assembly areas. d. Personnel riding in vehicles will be in complete uniform to include Kevlar helmets. e. Seat belts/shoulder harnesses will be used by all personnel in vehicles equipped with them. f. Drivers will obey posted speed limits or the speed limits specified in applicable orders. g. Vehicles carrying cargo will not be used to carry personnel.

h. Maximum personnel load for cargo area of M35 series vehicles is 14, for M1008 vehicles, maximum personnel load for cargo area is 8. i. Personnel will not use tobacco products while operating or riding in vehicles.

TAB D (Stove Operation) to ANNEX 2 (Safety) to BNCOC TACSOP 1. During the winter months, stoves will be used to heat the tents during exercises. These stoves generate heat by burning diesel fuel. With the use of these stoves comes the inherent danger of fire, and the risk of burns caused by coming in contact with hot surfaces. 2. Heating stoves will be used only within the constraints of the following guidelines: a. Stoves will be operated by licensed personnel only.

b. Diesel fuel only will be used. Burning a mixture of diesel fuel and mogas, or, burning straight mogas increases the risk of fire or explosion and is prohibited. c. No stove will be operated unless a fire extinguisher is present in the immediate vicinity. d. Stoves will not be left burning unattended. Personnel will ensure all flames are extinguished prior to leaving a stove unattended. e. Stoves will not be left burning while personnel are sleeping. A Fire Guard will be posted and will be alert whenever stoves are used while personnel are asleep. f. Fuel cans will be placed in the upright position when stoves are extinguished or not in use. g. Spark arresters will be in place atop smoke stacks prior to igniting stoves. h. Smoke stacks will be secured with guy-lines (from the spark arrester to the ground) to prevent accidental separation of the pipe sections.

TAB E

(Heat/Cold Injuries/Allergies) to ANNEX 2 (Safety) to BNCOC TACSOP

1. It is necessary to identify students who have suffered previous heat and cold weather injuries, and who suffer from allergies to insect bites or stings, to preclude them from becoming casualties during field training exercises. 2. SGLs will identify these individuals and provide a by name list to the ECC prior to the STX. During the STX, these students will wear visible identification markings as prescribed below: a. Heat/cold injury white engineer tape attached to the MILES harness on the chest strap.

b. Soldiers with allergies to insect bites or stings will carry a Bee Sting kit and will place the kit in their left breast pocket in such a manner that the clip is visible outside the pocket. 3. All personnel must be alert to these individuals and ensure that appropriate measures are taken to prevent them from becoming casualties.

TAB F (Risk Management) to ANNEX 2 (Safety) to BNCOC TACSOP 1. The goal of the ENCOC STX is to conduct training evaluations in a battle focused scenario that is as realistic as possible. To that extent, there are certain risks inherent to the exercise. Our focus is to reduce these risks to an acceptable level and manage them to ensure the safety of all persons participating in these exercises. 2. The SSGL responsible for ECC operations will prior to each STX prepare a deliberate risk assessment for the entire STX. Additionally, SGLs will prepare deliberate risk assessments for each training event conducted during the STX. These assessments will incorporate environmental considerations. 3. SGLs will enforce compliance with implemented control measures.

TAB A (Communications) to ANNEX 3 (Operations) to BNCOC to TACSOP GENERAL. Communication is essential to the conduct of any operation. Awareness and implementation of proper communication techniques is the responsibility of all personnel operating communication equipment. a. COMSEC. Basic communication security techniques will be followed at all times. Primary guidance will be SOI. b. FM. FM will be the primary means of communication between ECC and platoon CPs. All elements will enter operational net upon completion of equipment draw. c. Wire. Wire (TA-312) will be the primary means of intra-platoon communication. Wire will be run from platoon/squad CPs to the LP/OPs. Alternate means will be FM, using frequencies designated in current SOI. d. Smoke. Smoke will be handled only by Cadre. (1) Red smoke designates real world emergency situation and will

only be used in this instance. (2) Other - unless superceded by current SOI, other smoke has no meaning and should be considered chemical/biological agent.

TAB B (Work Priority) to ANNEX 3 (Operations) to BNCOC TACSOP GENERAL. Upon occupation of an area, priority of work will be as follows. (NOTE: Many of these jobs can be done simultaneously) 1. Security. Hasty defensive positions will be identified and manned. 2. Communications. Upon occupation of training area at Camp Bullis, communication will be established with Bullis Operations on their assigned frequency, this frequency will be monitored and hourly commo checks will be conducted through out the duration of the exercise. 3. 4. 5. TAB C (Vehicle Operations) to ANNEX 3 (Operations) to BNCOC TACSOP 1. GENERAL. To provide guidance and instructions pertaining to the operation of motor vehicles during BNCOC field training exercises. 2. RESPONSIBILITIES. a. SGL. SGLs will observe for and enforce safe operation of vehicles. Ideally, there should be a SGL in a vehicle any time it moves. Realistically, there must be a SGL accompanying every group of vehicles. No vehicle will move singly without a SGL present. b. OPERATOR. Vehicle operators are responsible for ensuring the safe operation of their assigned vehicle. They will ensure the vehicle is in proper operating condition by performing required PMCS checks. They will ensure that all cargo is properly secured for safe transport and that all passangers adhere to safety guidelines. c. MARCH UNIT COMMANDER. Discussed in next paragraph.

ANNEX 4 (Logistics) to BNCOC TACSOP 1. GENERAL. Primary responsibility for requesting equipment to include vehicles and NBC equipment is assigned to BNCOC Operations personnel. Requests for these items are submitted 180 days out. Requests for changes will be submitted a minimum of 90 days prior to the STX. 2. RESPONSIBILITIES. a. Class SSGL. Ensure all requests for logistical support are submitted to the appropriate agency IAW established timelines. Appoint SGLs to oversee the following areas: vehicle dispatch and turn-in; NBC draw, issue, and turn-in; mess, field sanitation, and commo. Insure list of student drivers and copies of their DD Form 348/SF 46 is forwarded to the Camp Bullis motor pool for temporary licensing. b. SGLs. Oversee their small group during the equipment draw and turnin. Designate students to accomplish duties, and oversee the areas mentioned in (a), above, if appointed by the Course SSGL. 3. TAB C (Vehicles) to ANNEX 4 (Logistics) to BNCOC TACSOP 1. VEHICLES. Vehicles will be dispatched by the SGLs on the last working day prior to the start of the STX. Student operators are responsible for performing daily PMCS inspections on their assigned vehicle. These inspections will be accomplished prior to 0900 daily, and the vehicle status submitted to the ECC IAW paragraph 2 below. 2. VEHICLE STATUS REPORT. TAB C (NBC) to ANNEX 4 (Logistics) to BNCOC TACSOP GENERAL. Individual NBC protective equipment will be issued during the equipment draw, and overseen by the SGL appointed as responsible for NBC.

TAB D (Field Sanitation) to ANNEX 4 (Logistics) to BNCOC TACSOP GENERAL. Due to environmental constraints, Porta-Pots will be used for latrine facilities at Camp Bullis. Hand washing devices will be erected near the mess area and near the latrines. 2. RESPONSIBILITIES. a. SSGL. The SSGL assigned to oversee field sanitation will be responsible for the placement of the Porta-Pots. b. Field Sanitation Team. Will insure an adequate amount of field sanitation equipment is packed for deployment. Responsible for erecting the hand-washing devices and insuring these devices are maintained.

TAB E (Sensitive Items) to ANNEX 4 (Logistics) to BNCOC TACSOP 1. GENERAL. Safeguarding sensitive items is everyones responsibility. Weapons, protective masks, MILES equipment (all components), and commo equipment are considered sensitive items. These items will be ~hvsica11v checked prior to submitting required reports and before and after any movement. At any time a sensitive item is found to be missing, the ECC will be notified immediately. 2. RESPONSIBILITIES. a. SGL. SGLs will insure that the student leadership is conducting required sensitive item checks. b. Student Leaders. Student leaders will conduct the required checks, consolidate the information required and submit the required reports. 3. REPORTS. Sensitive item reports will be given to the ECC NLT 0600 and 1800 daily in the following format.

TAB G (Areas of Responsibility) to ANNEX 4 (Logistics) to BNCOC TACSOP

1. General. The lSG will assign one or more of the following areas to the SSGLs who may in turn assign them to SGLs. SGLs are responsible for assembling a detail of students to accomplish these tasks. SGLs will designate a student NCOIC for each of these details and will hold the students responsible for accomplishing the tasks. 2. Vehicles. Ensure vehicles are dispatched properly and that only those licensed drivers shown on the dispatch operate the vehicle. During turnin, insure the vehicles are properly cleaned, PMCSd and inspected by Motor Pool personnel. Coordinate for refueling vehicles as necessary. 3. Baggage. Ensure all baggage is loaded, accounted for, and unloaded during both deployment and redeployment. 4. MILES. Responsible for drawing MILES and all other TASC items from that agency. Insure MILES gear is issued on appropriate documents. Responsible for maintenance of excess MILES equipment taken to the field. Responsible for the recovery of all MILES and TASC items, insuring they are properly cleaned, stored and returned to TASC. 5. Communications. Sign for and distribute communications equipment per TAB A. Erect the OE-254 antenna to insure ECC has positive communications. Responsible for recovery of all equipment, insuring it is properly cleaned and turned in. 6. Heat, power, and lights. Responsible for set up and operation of heating stoves. Inspects stoves as necessary and identifies any possible safety hazards and makes necessary corrections. Lays out power cables and sets up lights in tents within the assembly area. Responsible for operator maintenance and operation of power generation equipment. 7. Field Sanitation. Responsible for establishing and maintaining hand washing devices, up keep of latrines, necessary soakage pits, and insuring good hygiene and sanitary practices. Responsible for bringing necessary equipment to clean latrines/showers in the hutment area. 8. Sick Call/Admin. One SGL will be designated as the Admin NCO. This SGL will be responsible for transporting personnel desiring sick call services to the appropriate clinic. This SGL will also be responsible for making any necessary administrative runs to Ft. Sam Houston, to include picking up mail. This SGL will have the necessary licenses to operate government vehicles. In the event of a shortage of SGLs, the STX Site Manager will assume these duties.
