Outline Response to Bethlehem’s Request for Assistance

In response to the request for assistance from the Bethlehem Board of Selectmen (BOS),
we provide the following outline as the basis upon which the Town of Littleton can offer
assistance. The outline originates from a conversation on Monday, July 13, 2009, at the
Bethlehem Town Offices, that included the Bethlehem Board of Selectmen at their meeting with
Chairman Eddy Moore (Littleton BOS), Tony Ilacqua (Littleton Transfer Station Supervisor) and
Chuck Connell (Littleton Town Manager).

1. The Town of Littleton extends an invitation for its Bethlehem neighbors to bring
recyclables to the Littleton Transfer Station. The Littleton Transfer Station will
accommodate Bethlehem’s request to receive and accept steel and aluminum cans
and #1 and #2 plastic (clear and colored). Bethlehem may bring glass to the
Transfer Station after completing a separate arrangement with the Northeast
Resource Recovery Association, the organization that collects Littleton’s glass
under contract.

2. The Town of Littleton will not charge the Town of Bethlehem or its residents for
the recyclables brought to the Littleton Transfer Station. The Town of Bethlehem
forfeits to the Town of Littleton income derived from recyclables sold.

3. Bethlehem will collect recyclables mentioned above and deliver them to the
Transfer Station using so-called “chicken coops” on any day the Littleton Transfer
Station is open except Saturday. Bethlehem staff will coordinate deliveries with
at least 24-hour notice. Bethlehem residents may bring properly sorted and
cleaned recyclables mentioned above to the Littleton Facility any day the Facility
is open. The Bethlehem BOS will encourage and promote that Bethlehem
residents deliver materials to the Littleton Transfer Station on weekdays, when the
Facility is historically less busy. The Bethlehem BOS will obtain and circulate to
its residents (full-year and seasonal) copies of the Facility Rules for the Littleton
Transfer Station (one copy attached).

4. The Bethlehem BOS will provide two individuals, properly screened and having
required physical clearances and vaccinations, to the Littleton Transfer Station for
a total of 24 work hours per week, six of which occur on Saturday. The schedule
(other than Saturday) shall be set up by Tony Ilacqua and confirmed by the
Bethlehem BOS. The two individuals thus provided will train under the tutelage
of Tony Ilacqua while helping to defray the additional traffic and volume of
recyclables generated from Bethlehem. The individuals provided by the
Bethlehem BOS shall continue to receive wage, benefit and mandatory insurance
coverage from the Town of Bethlehem.

5. The materials delivered to the Littleton Transfer Station shall be governed by the
rules normally enforced at the Littleton Transfer Station. The Littleton Transfer
Station Supervisor and his staff may reject any materials not covered in this
outline and may require the individual delivering those materials to remove them
from the Littleton Transfer Station and Town of Littleton. Any additional fees,
charges or fines levied against the Littleton Facility or the Town of Littleton for
materials directly attributable to Bethlehem users that are not properly recycled
shall be billed back to the Town of Bethlehem.

6. Such changes to this agreement promulgated by either BOS with the concurrence
of the Littleton Facility Supervisor may be enacted upon written acceptance by
both Boards.

7. This offer to the Town of Bethlehem and its BOS shall expire at midnight on
September 30, 2009.

This outline represents the understanding of both the Bethlehem BOS and the Littleton BOS that
shall be in force throughout the period that assistance is offered and accepted.
