EXCERPTS FROM THE MINUTES OF THE MEETING OF CAVITE CITY LOCAL DISASTER RISK REDUCTION MANAGEMENT COUNCIL (LDRRMC)

ON JULY 6, 2012 AT THE SANGGUNIANG PANLUNGSOD.

The meeting started at around 10:30 am. Councilor Novero, being the Council Coordinator presided. He acknowledged one by one representative from various government and non-governmental offices present during the meeting. Immediately after this, he reminded everyone of the National Disaster Preparedness Month, being in the month of July. At this juncture, an evaluation/ observation during the last Fire and Earthquake Drill held June 29, 2012 was discussed. He read the guidelines to be observed by all employees, in case of earthquake and fire, attached to the Memorandum received by different offices occupying the City Hall Building. Every detail was touched, commented on the manner how the employees responded to the drill, thinking that it was only a drill, most of them took it very lightly some of them even laughed and cracked jokes while vacating their respective offices. On the other hand, was glad to see some of the employees brought along with them folders, envelopes and other important documents from their offices. What he observed from the local police was that they are just in their stand by position, seems that they do not have any knowledge on their part during the drill. He also commended the readiness of the Phil. Red Cross Cavite Chapter team, with their volunteers complete with emergency gadgets and equipments. After the discussion, Coun. Novero again mentioned why the meeting was called by the City Mayor in observance of the National Preparedness Month, in preparation for any disaster which may occur

anytime. He said that a coordinator or leader must be designated, they shall be in charge in guiding city hall personnel in case a fire or earthquake occurs. It was agreed upon that Ret Col Notario, Asst. GSO, for the upper south wing; Mr. Benjamin Nazaire for the lower south; Mr. Jess Teves for the lower north and Mr. Jhun Young for the lower south. After this, Coun. Novero gave the floor to Mr. Gary Santos of Phil. Red Cross. Mr. Santos commented on the positioning of the employees during the drill, he suggested to have signages like EMERGENCY AREA or EVACUATION AREA on designated places where evacuees may stay. Coun. Novero said that the suggestion fall on Guideline No. 5. He seconded the point of Mr. Santos regarding the need to put up signages on designated places and decided to delete part of the said guideline which read as in a designated place at the park chosen by them. Mr. Santos added that the signage can be made of tarpaulin, a piece of wood or anything that could be of help in identifying area for the evacuees; and this, according to him is a SOP during any emergency evacuation. For Mr. Nazaire, information dissemination would be better, while for Mr. Jhun Young, there is no need to put up signages considering that Samonte Park is already the identified evacuation area. Yet after the deliberation, the majority decided to take into consideration Mr. Santos suggestion. Mr. Madariaga of PHMI asked if the LDRRMCs plan has a local stationed and provision of personnel. While the others want clarification of what he was talking about, he cited an example on how the military spec. the Phil. Navy has been doing this during drills. The local stationed personnel were the four (4) previously selected designated leaders namely, Col Notario, Mr. Nazaire, Mr. Young and Mr. Teves, while the local provision are emergency equipment available for use at the city hall premise like fire extinguisher and for the city government personnel, priority evacuation items/documents of importance, which he suggested to have markings like P for priority. At this point, Coun. Novero, again read Guideline No. 6, salvaging important and sensitive documents from the office. Col Notario said that the guideline is only necessary for fire and not for earthquake drill, a general rule as per International Law. At this juncture, BFP Chief Reano suggested to the council to come up with a City Hall Disaster Management Team which shall be under the LDRRMC, consisting of six (6) teams each with a leader, to mention: 1. Search and Salvage Team 2. EvacuationTeam 3. Communication Team 4. Security and Crowd Control Team (PNP to be the over all in-charge) 5. First Aid and Rescue Team In addition to what has been suggested, these calls for a much modified plan. In relation to this, Mr. Young positively commented and added that government personnel need to be well versed on the composition of the teams. Mr. Madariagas suggestion was to have a personnel station bill or an identified station; possible also to create a flow chart to avoid panic, familiarization and orientation of personnel vis--vis is needed. Also, Mr. Gary Santos having the same opinion with Chief Reano, believed that out of the teams manpower, there must be an internal arrangement for the realization of the suggested management group. In line with this, Col. Notario proposed to come up with a City Hall Fire and Earthquake Management Plan. Mr. Madariaga added that whatever the drill may be, let the agency in-charge be designated or take over. For Chief Reano, it will be best to practice turn-over of command or incident command, whether it be for fire, earthquake or any disaster/calamity; besides, whenever a command meeting has to be convened, only those from the concern designated members shall attend. He also suggested together with Mr. Santos to challenge city hall employees by way of coming up with a contest, with monetary

reward for the best office who will respond well during the drill; thus, Col. Novero politely responded that the suggestion could not be considered since LDRRMC has no sufficient fund. At this stage, Mr. Jun Young shared his views regarding their organization, Guardians Brotherhood,who is very much willing to assist the LDRRMC. Being its Chairman, he is planning to form a team from their group to support, assist and extend help during any calamity or disaster. Guardians DIRECT, or Disaster Information Emergency Coordinating Team, a responsible group, able and constantly available when needed, particularly to assist in crowd control as observed whenever fire broke out. Concerning an earthquake drill plan, Col. Notario explained the instruction Stop, Cover and Hold. He cited examples and with some demonstration, every detail was highlighted.
