Is The Bioluminescence Recovering?

My Observations on Monday 11-18-13 Showed Improvement! WHY?
First, I want to be clear that the conditions of Laguna Grande will be based on the Source Of The Problem Standing soil/dirt in the streets and gutters along with above ground soil that can be washed into the harbor every time it rains! If this is not controlled or eliminated all together the current problem will persist! After eight nights of Nothing why have we started to see Bioluminescence?
Long Low Tide Outow During my observations on Monday we noted that the tide was outow and the water moving through the channel into Las Croabas harbor was clouded and unclear. This was the water from the lagoon being pulled out, allowing no currents to disrupt sediments already starting to settle. The tide was very strong and during Daylight Hours once inside the lagoon we started to see clearing waters and to the touch much warmer waters! S u n l i g h t W a s A b l e To Penetrate The Water Column in many areas around the outer shorelines water clarity was very good! But the larger parts of the lagoon were still clouded and showing suspended particles! In areas of the lagoon that water clarity was good we found small pockets of Bioluminescence starting to recover!

If Dirt & Soil from the ro ads, gutters & above ground are not cleaned and stored, the next High Tide will repe at the cycle & and clouded water will return to the Lagoon!
My reaction was of great excitement! But It Is Only Temporary If the source of the problem is not addressed and stopped the water clarity will only remain until the next high tide!

The Area Needs To Be Free of Foreign Elements!

Change is good, but in this delicate balance only nature can make the changes!
If said agencies, municipalities or government departments due not take the next step and clean the areas in and around Las Croabas and or the waters of Las Croabas harbor, Seven Seas the delicate balance of perfect conditions needed to support this wonder of nature will again be thrown out of balance leading to another No Show! This Is A Warning One That Should Be Heard Loud & Clear! Stop and consider all factors, plan for the worst before it happens and with all possible wrongs on the table, decide the right course of action! I keep hearing that the placement of the Pump is based on the lowest point of gravity, as well as the entrance to the Lagoon! They also say that it is a Closed System? They Also Said The Titanic Was Unsinkable! All thing mechanical can fail, brake or just not work as planed! This warning by nature is one that we can x as soil/dirt are natural and although foreign to the ecosystem, Nature Can Recover Her Own! But what if in the future said pump system fails and all the Black Water and manmade Chemicals, Caustic to the environment spill into the mouth of the channel? Tides just like now will rush the pending doom into Laguna Grande and the Bioluminescence will Die! But this time recovery will not be as easy as clearing waters, as the chlorine, iodine, algaecides, antifoams, biocides, boiler water chemicals, coagulants, corrosion inhibitors, disinfectants, occulants, neutralizing agents, oxidants, oxygen scavengers, pH conditioners, resin cleaners and scale inhibitors just to name a few will prevent the environment from recovering! The damage could be permeant and irreversible So Why Risk It? Effects Of Water Pollution! When toxic substances enter a body of water, they will be dissolved,! become suspended in water or get deposited on the bed of the water body. The resulting water pollution causes the quality of the water to deteriorate and affects aquatic ecosystems! Let Not Leave Out the Threat of Hurricanes! At or below sea level and on the Northeast corner, What?

Has It Already Happened In PR?

Just a short 12 years ago! EPA Charges PRASA and Compaia de Aguas with Thousands of Violations at Six Treatment Plants; Seeking $616,943 in Penalties for Clean Water Act Violation! Arecibo & Aguadilla Regional Wastewater Treatment Plants, U.S. AND PUERTO RICO AQUEDUCT AND SEWER AUTHORITY REACH ACCORD ON WASTEWATER TREATMENT PLANTS SAN JUAN -- The Puerto Rico Aqueduct and Sewer Authority (PRASA) has agreed to spend more than $20 million to bring 31 of its wastewater treatment plants into compliance with permit limits under an agreement announced today by the U.S. Department of Justice and U.S. Environmental Protection Agency. PRASA will also pay $375,000 in penalties to settle claims that its wastewater treatment plants violated the Clean Water Act by routinely discharging more pollution than their permits allowed failing to abide by Court imposed maintenance and operating standards and a schedule for plant-by-plant improvements.

The answer is YES! And if this project is allowed to continue it very well could be the next big headline!
