The arguer claims that if using a cell phone and driving is bad, therefore you should not do anything else such as juggling while driving. This seems more like a weak analogy to me.

This commits the fallacy of Equivocation. An arguer used a key word in an argument in two (or more) different senses such as "any other day," which commits the fallacy of Equivocation.
