CHILD SAFEGUARDING: Level 3 the responsibilities of the post may require the post holder to have regular contact with or access to children or young people. ROLE PURPOSE: To finalise the set-up and manage SCI nutrition intervention in Rakhine State and to ensure that all components of the programme (OTP, IYCF, ANC and nutritional M&E) are functioning properly, providing quality care to all patients/beneficiaries, through respecting protocols and principles of good practice. This will involve establishing a team and building their capacity to continue operations in the future. The position requires both technical and project management skills, as well as excellent people skills. SCOPE OF ROLE: Reports to: Rakhine Humanitarian Manager Dimensions: In early June 2012, tensions between ethnic Rakhine and Muslim populations increased dramatically in Myanmars western state of Rakhine. Focused in and around the state capital of Sittwe and surrounding townships, the widespread violence resulted in population displacements and loss of lives and livelihoods, with tens of thousands of people from both communities now sheltering in makeshift camps.The situation remains severe; the latest official figures from the State Government, as presented by UN OCHA report a total of over 115,000 internally displaced people (IDPs), with some 56% of the displaced under 18 years of age. Though humanitarian assistance has been contributing to the tension between Rakhine and Rohinga populations, Save the Children is able to developed relationship with both communities. The engagement is what the organisation seeks throughout the response. According to a SMART survey conducted by SC during late December 2012, in Sittwe township urban and rural camps, results show low rates of acute malnutrition in urban IDP population, with a GAM of 3.1% (MAM =2.7%, SAM =0.4%). On the other hand, rural IDP camps presented a mean prevalence of 14.4% GAM, very close to the 15% World Health organization (WHO) emergency threshold. More strikingly in the same population, a high SAM prevalence of 4.5% was observed, which is above the 2% SAM threshold used by United Nations Children's Fund (UNICEF) to define a critical nutritional situation and immediate need for intervention. Boys were also found to be at 2.98 times more at risk of GAM than girls in rural camps though no field observations could provide an explanation. Emergency Nutrition Programme Manager will be working closely with Rakhine Humanitarian Programme Manager, Regional Programme Manager, Save the Children Myanmar Nutrition Thematic Adviser, Emergency Nutrition Adviser, Senior Health Adviser and Save the Children UK Nutrition technical backstop. Budget Responsibilities: Yes, Amount TBC. KEY AREAS OF ACCOUNTABILITY: Managing emergency nutrition programme in Pauktaw and Sittwe, including training staff, setting detailed implementation plans, managing the budget and working closely with logistics and support services as required. Ensure the programmes performance complies with Sphere minimum standards, Save the Children Standardised Operation Procedures (SOP) and the protocols designed for the programme, and conduct field supervision where appropriate. MHA) and local authorities to maximise collaboration and ensure proper coordination of OTP and general nutrition activities Ensure active coordination and integration of nutrition activities with other sectors at Rakhine level. This includes appropriate and consistent WASH, health and nutrition education messaging to mothers and other carers at OTP sites, breastfeeding spaces and birthing spaces and in the community Assist in coaching of national nutrition staff assigned in nutrition programme, including OTP and SAM cases identification and management, prevention of acute malnutrition (linkage with IYCF) and any other topic as required Identify capacity building needs (management, language etc.) for the whole team and in conjunction with the Humanitarian Manager, devise a plan for personal development of each staff member. Drafting of nutrition proposals and programme reports, as well as feeding into the strategic planning of the sector. Facilitate systematic/correct supplies requests, distribution plans, consumption reporting particularly from the nutrition OTP programme to the logistics department, Monthly report on Rakhine nutrition intervention including documentation of successes, failures and lessons learned. This includes compilation of monthly activity/performance reports, assistance with stock consumption/distribution plans for programmes. Any other information and data to fulfil Save the Childrens internal reporting requirements Ensure strong and clear coordination with government entities, particularly Ministry of Health at both the State and Township level Attend Sittwe nutrition sector meeting and other meeting as required Nutritional assessment planning, implementation, analysis, interpretation and reporting, as required by the Nutrition Adviser, Any other tasks as required by the Nutrition Adviser or Humanitarian Manager.

QUALIFICATIONS AND EXPERIENCE: Essential Health and/or Public Health / Nutrition BSs, Master Degree or Experienced Nurse with nutrition/tropical diseases and/or public health qualification Demonstrable project management experience, including budget holding responsibility 3-5 years of experience in emergency nutrition work and implementation of feeding programmes (in particular the CMAM approach), including also monitoring and evaluation (eg SMART surveys) with one of the following: Infant and Young child feeding or Antenatal care/maternal and child health care programmes Experience in conducting nutrition assessments and an understanding of nutritional surveillance and information systems preferred Proven capacity to supervise, train and coach staff Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions Prepared to live and work in an uncertain security environment Ability and willingness to frequently travel and stay at the field Commitment to and understanding of Save the Childrens aims, values and principles Experience and ability to represent Save the Childrens nutrition work in external meetings and ability to liaise with stakeholders and partner organisations Demonstrable ability at report writing and excellent communication skills Computer literacy Fluency in written and spoken English Desirable Awareness and understanding of WASH, food security and livelihoods programming options and other generic programming options for addressing the underlying causes of malnutrition Experience and/or an interest in working in Asian Countries.
