This re!ort and the 2onths o/ !lanning and !re!aration behind it is intended as a "ollaborati#e brainstor2ing e8er"ise6 At a ti2e when !ubli" !oli"y in the trans!ort se"tor needs new ideas and new a!!roa"hes3 we ha#e atte2!ted to s"an interesting !ra"ti"es worldwide in order to draw the2 to attention to all o/ those "on"erned with these issues in Penang6 The re!ort is thus not a how to-do 2anual but an en"ourage2ent and sti2ulus /or no less than Rethinking Penang6 And that is 2u"h needed6 The underlying reality on the streets and !ubli" s!a"es in 2013 is this: PenangFs trans!ort3 2obility and !ubli" s!a"e arrange2ents in 2015 lea#e a great deal to be desired6 >ith so2e but /ew e8"e!tions3 they are 2edio"re at best and /or the 2ost !art entirely unsatis/a"tory3 un/airly and under!er/or2ing6 And there is no good reason that it has to be li e that66 The grinding situation is one o/ e#ery day: 2ore "ars3 2ore tra//i"3 2ore "ongestion3 2ore !ollution3 2ore lost ti2e3 2ore anger3 2ore noise3 2ore isolation3 2ore a""idents3 and /ewer good a//ordable o!tions /or getting around /or the #ast 2a0ority o/ the !o!ulation6 The syste2 is ine//i"ient3 and worse it is un0ust6 $ut there is worse yet: year a/ter year they are "ontinuing to deteriorate steadily3 al2ost #isibly6 The "iti4ens and ta8!ayers o/ Penang deser#e better6 'ne bit o/ good news is that there is #irtually nothing that is !arti"ularly original about the "ir"u2stan"es o/ inattention3 in"onsisten"y and de"ayG these are the sa2e beha#iors3 !atterns and "onditions en"ountered in the #ast 2a0ority o/ all larger "ities a"ross the de#elo!ing world6 Perha!s sur!risingly this "an be seen as good news6 $e"ause we thus now what the !roble2s are and we now how to resol#e the26 There are #ery /ew un nowns6 Many other "ities and regions ha#e /a"ed these "hallenges in the !ast and ha#e /igured out how to 2a e this transition6 So there is no reason why the sa2e "annot be done in Penang6 And one day it will6 The only 7uestion is whenH There are long list o/ reasons why Penang needs to turn the situation around and without undue delay6 *n the 21 st "entury "ities compete and any "ity whi"h does not o//er a !leasant and e//i"ient !la"e to li#e and wor is going to lose out in the international "o2!etitions6 The best and brightest young !eo!le will lea#e su"h a !la"e and it "annot e8!e"t to "o2!ete /or new in#est2ents3

Eou ha#e in !la"e a solid institutional stru"ture3 led by the State3 su!!orted by the Penang Trans!ort )oun"il3 and !erha!s abo#e all to be led by the dyna2i" Muni"i!al )oun"ils on the island KMPPPL and the 2ainland KMPSPL6 All o/ whi"h su!!orted by one o/ the 2ost well de#elo!ed networ o/ "i#il so"iety and !ubli" interest grou!s in all o/ Asia6 These are huge assets /or your trans/or2ational !rogra26

There are a thousand e8"ellent reasons at the le#el o/ any "ity and the !eo!le who li#e there to rationali4e their trans!ortation arrange2ents: "ost3 e//i"ien"y3 reliability3 a//ordability3 sa/ety3 "hoi"e3 noise3 !ollution3 danger3 7uality o/ li/e and 2ore6 $ut there is one 2ore whi"h /or 2ost o/ us is so distant3 so abstra"t and so !u44ling that it does not enter into our "al"ulations in any serious way6 And that has to do with the sur#i#al o/ our !lanet through "li2ate 2odi/i"ation6 (or the re"ord3 our trans!ortation arrange2ents all in a""ount /or a!!ro8i2ately 20T o/ the e"ologi"al /oot!rint o/ 2an on the !lanet6 And the 2ain sour"e o/ this /oot!rint relates to /ossil /uels and in general the way that the trans!ort se"tor is generating "arbon at e#ery turn in the road6 A low-lying "ity li e ,eorge Town3 and 2ore generally Penang and 2u"h o/ Malaysia3 is going to su//er greatly unless we so2ehow "olle"ti#ely /igure out how to get on the right side o/ global war2ing6 >or ing towards sustainable trans!ort /or Penang has to be one that we should all be "onsidering6 >ith the hel! o/ a better sustainability strategy3 our "ities "an ta e ad#antage o/ a "o2bination o/ "o22on sense3 hu2an de"en"y3 2odern te"hnology and o!erational 2ethods in order to "onsiderably de"rease the "arbon "ontent o/ the trans!ort se"tor6 This is not so2ething we ha#e to wait /or3 but so2ething we "an start to do in signi/i"ant ways already in 20156 So i/ there is not another reason /or wor ing together toward sustainable trans!ort in Penang3 this has to be one that we should all be "onsidering6
