CANADA ON THEIR WAY TO THE SUMMIT OF
THE AMERICAS. AS A RESULT OF THE ARREST
UNITED WAS LOOKING AT INCREASING SOME
SECURITY MEASURES.

As a result of the meeting the committee afi federal building security was tasked to
examine security measures.74 This committee met on July 9 when 38 officials from 27
agencies were briefed on the "currennhreat level" in the United States. In addition to the
threat reports from abroad, the grojrfp was told that the recent convictions in the East
Africa bombings trial, the conviction of Ahmed Ressam, and the recent Khobar Towers
| indictments, reinforced the nora to "exercise extreme vigilance."T.The purpose was to
assist members of the group determine whether then* respective agencies needed
enhanced security measures. No specific options were apparently discussed and no

In July 2001, the CSG asked the FAA to send out security advisories. Between Jul
and.September 11, the FAA issued several security directives to U.SrTiarriers. Among
these was a July 31 circular alerting the aviation community to "reports of possibjenear-
tenn terrorist operations ... particularly on the Arabian Peninsula and/or Israel.'TEe
__ y. circular stated mat the FAA had no credible evidence of specific plans to attack U.S. civil
aviation interests, although it noted that some of the "currently active" terrorist groups
were known to "plan and train for hijackings" and had the capability to build
* /1 sophisticated explosive devices to conceal in luggage and consumer products.^Npne of
/ these warnings required the implementation of,additional aviation security measures.

Also in 2001, prior to 9/11, the FAA presented a CD-ROM to air carriers and airport
authorities describing the increased threat to civil aviation. The presentation mentioned
the possibility of suicide hijackings but said that "fortunately, we have no indication that
any group is currently thinking in that direction."79 The FAA conducted 27 special
security briefings for specific air carriens between May 1,2001, and September 11, 2001.
None of these briefings^asjlescribed_fp .unregarded specific hijacking threats or the Deleted:

Rice told us she believed the FBI tasked its 56 U.S. field offices to increase
surveillance of suspected terrorists to reach out to informants who might have

Beginning on July 27th the FAA issued a series of five security directives to U.S. air carriers prior to
September 11th—only one of these directives provided for a general increase in security at airport
checkpoints, relative to countering the use of phony law enforcement badges. In addition the FAA issued
eight general warnings about potential threats, primarily overseas, to civil aviation. None of the warnings
required the implementation of additional aviation security measures but rather urged air carriers to be alert.
Note: Let me know if you plan to use. I believe this to be absolutely correct, but I want to confirm with TSA prior to
us using.
