PURPOSE The purpose of this document is to define the tests to be conducted on site for all electrical equipment and to specify the acceptable values. I. TRANSFORMERS 1Au2#'#&(+3
These tests cover all inspection and testing to be performed after installation and prior to energisation. /quipment +equired ,:eg ohmmeter ;&&v,;kV ,:ultimeter ,*hmmeter ,Voltmeter ,5mmeter ,-hase sequence tester :echanical hecks heck all the gasketed .oints to ensure that there is no leakage of transformer oil at any point heck all bushings for any crack or any breakage of porcelain. heck oil level of main tank 1should be up to the level mark on oil gauge3 heck alarm and trip contacts of <T2, *T2, pressure relief device etc. *ff load tap changers to be checked as per supplier=s instruction manual. :ake sure that all tanks and cable bo>es etc are connected with earth. heck the main tank and marshalling cubicle are earthed at two points. heck that the thermometer pockets on tank cover etc are fitted with oil T=s secondary terminals must be shorted and earthed.

R&!#o Te$! To check the voltage ratio for each tapping between pair of winding Voltage ratio is the ratio of number of turns of HV to number of turns of LV. Voltage ratio can be directly measured by ratio meter directly or either giving a low voltage on HV winding and measure the induced voltage across the LV winding. :easurement shall be done at each tapping of all three phases.

This test is to check the phase displacement between the instantaneous induced voltage in the primary and the secondary winding. Three,phase supply is given on the HV side after shorting one HV and LV terminals 1$C and (C3. Then the voltage is measured between different terminals. This test is conducted to find out the balanced voltage .5 single phase voltage 1(#&v3 is given to HV between one phase and neutral and the voltages on the other phases are measured with the respect to neutral. -rocedure is repeated by changing the supply to other terminals also. <ith voltage applied on C phase, voltage measured on V phase should be 9& to E&F of applied voltage and < phase (& to 7&F of applied voltage. <ith voltage applied on V phase, voltage measured on C & < phases should be 7& to 9&F of applied voltage. Comm#$$#o # 4 5fter the inspection is completed, the transformer may be energi?ed from the incoming side on no load and kept on soak for (7 hours. 2t is preferable to keep the settings of all protective relays to the minimum during this period. />cessive vibration of radiator parts etc should be located and corrected. The transformer hum should be observed for any abnormality. 5fter that it may be checked for gas collection. *ther instruments may also be checked for any abnormal indication.

2f every thing is found satisfactory, the transformer may be energi?ed again and loaded gradually. 2t should be under observation during the first few hours of operation and check the transformer in parallel operation with load and without load, observe the load is shared equally in both transformers.

II. *ATTER/ CHARGERS 6 *ATTERIES


8tation batteries are an important element in a facilityGs electrical system. They are called upon to provide power during some of the most critical moments in a power systemGs operation. These batteries provide power to operate protective relay and monitoring systems and trip high voltage circuit breakers, thus preventing or minimi?ing damage and interruption to the system caused by various faults, both internal and e>ternal to the facility. 5 battery system should be maintained through a program, which includes periodic inspection and testing. This is important since battery failure does not always coincide with its average service life e>pectancy. There are many factors that may dramatically shorten the service life of a battery or interfere with its operation as designed. They include but are not limited to ,, ell post damage 2nter,cell bus or cable work and associated connections orrosion of connections & Leakage Variation in voltage from cell to cell Hattery charger settings 5mbient temperature or lack of proper ventilation. Testing is useful for two reasons. Birst it confirms that the batteries meet the specifications of both the manufacturer and the customer, and second it provides a baseline for comparison with future testing results. -erformance testing provides data on the present condition of the battery and its capacity, and may spot problems before they impede the ability of the battery to meet the needs of the system. 8ervice testing is used to determine if the capacity of the battery is adequate to meet the needs of the 6 system. heck battery, battery charger and 6H constituent parts and confirm to the applicable drawings 1type, rating, ground fault sensor, low and high voltage sensors, voltage monitoring relays, voltmeter, ammeters, circuit breakers and isolators. heck that it is not possible to come into contact with the energi?ed equipment when working on the system. hecks the batteries inter link bars, cables, 6H Husbars and au>iliary circuits 1control, monitoring alarm, and fault3 for continuity. heck the ground Husbar continuity and connection to the main grounding system. heck that the hinged doors and panels are connected to the frame by grounding braids. heck that the door locks for correct operation. *pened all input and outgoing circuit breakers % isolators. *&!!e(+ C8&(4# 4 6 D#$c8&(4# 4 !e$! onstant current can only be obtained through the use of specially designed test equipment. This is due to the fact that as a battery discharges, the voltage decreases and the current will decrease proportionally when connected to a standard load bank. The proper test equipment will constantly monitor the system and lower the resistance of the load to compensate for the decrease in battery voltage and keep the current draw constant. The test should be performed until the battery terminal voltage decreases to a value equal to the specified average voltage per cell 1end cell voltage3 multiplied by the number of cells. +eadings of individual cell voltages and battery voltage should be taken while the load is connected at the beginning and end of the test, as well as at specified intervals during the test. 5t the conclusion of the test, the capacity of the battery can then be calculated. This shall be compared with the B5T report. 8pecific gravity <ith a hydrometer, the specific gravity of each cell can be measured. The best way to monitor battery condition is to measure the specific gravity of each cell. The readings should be within the range $.$I to $.(' for !i ad batteries.

This can be checked by reading specific gravity of the electrolyte in sample cells. Top up battery, if necessary, with distilled water. 6emineralised water may be used sub.ect to approval by the battery manufacturer. onnect load equivalent to ;&F of charger rating and with charger switched off, check that battery discharges correctlyJ also that low voltage alarm relay operates. 6ischarge should not e>ceed the cell voltage less than $.& volt. 8witch on the charger to KfloatL position when batteries are fully charged. heck that the dc voltage is within limits covered by the specification concerned. heck operation of earth fault detector by connecting each pole of the system to earth through variable potentiometer. heck the specific gravity and voltage of each cell after disconnecting discharge load and values shall be recorded.

IV. CIRCUIT *REAKERS 1LV & HV3

V. HV ISOLATORS
heck the operation of 2solators, , losing , *pening heck operation of earth switch & it=s interlock with operation of 2solator. heck the insulation by using ;&&&V :egger between each phase and the others and with ground. ontact resistance of 2solators contacts are measured by :icro,ohmmeter. The readings shall be comparable with B5T results % in line with manufacturer=s recommendations.

VII. HV & LV CA*LES

P8&$# 4 Te$! The phasing test is conducted to check the correct phases of the cables i.e. +,+, M,M, H,H. This is done by using phasing tester. I $u'&!#o Re$#$!& ce Te$! The cable to be tested is disconnected and prepared at each end. The equipment grounds are connected to the main ground system. 5pply ;&&V 6 to the cable by megger. <ait for one minute, and then take the readings. 5cceptable value is $&&: ohm 1for LV able3 The value can be calculated using the following formulas :inimum value 1: ohm3 A kV % length of the cable in ): 5cceptable value 1: ohm3 A $&> kV % length of the cable in ): 2nsulation test is conducted on HV power cable between $3 ore,to, ore, (3 ore to /arth, #3 ore 1all conductors connected together3 to 5rmour and ground. This is done by ;kV,motori?ed megger. The minimum acceptable value is kV rating % Length of the cable in km. HV P(e$$u(e Te$! HV pressure test is conducted using the high voltage dc tester. HV test shall be conducted on each phase and earth with the remaining phases connected to earth and loads disconnected. The high voltage 6 is applied to the cables, for #,minute duration. 8elect the required voltage and current level for meter readings. 8tart with potentiometer in the ?ero position, energi?e the kit and gradually increase the voltage within a minute to the required level and observe the current. 8tart the stopwatch and select current range to the readable position. *bserve for # minutes and then take final voltage and current readings. 6uring the above period, readings should be more or less steady and minor fluctuations shall be ignored. 5t the end of the elapsed time, reduce the voltage gradually to ?ero and isolate the power. Then discharge the HV cable and change to the ne>t phase.

+epeat the same procedure by connecting all # phases together with respect to earth. Take the insulation readings of cable before and after the test Co !# u#!+ Te$! The continuity of all phases of cables is checked by :ultimeter or by continuity tester. 5rmour Testing" , onnect the armor to the main earth system through an equipment ground. -erform the test between all conductors connected together and the armor. 8hield Testing" , 8hield to armour insulation resistance onnect the armour to the main ground system through an equipment ground. -erform the test between the shield and the armor. 8hield to conductor insulation resistance -erform the test between the shield and all conductors connected together onductor testing" , -erform the test between one outer conductor and all other conductors connected together 8hield continuity test", The cable is disconnected and prepared at each end. The equipment grounds are connected to the main ground system. <ith the cable shield connected to the ground system at one end, check that the resistance between the other end and ground is close to ?ero, using an ohmmeter. CURRENT TRANSFORMER
Hefore testing the relaying, metering and measuring equipment, it is necessary to check the associated current transformers. /quipment required ,:ultimeter 1analogue3 ,-olarity test set ,Voltmeters & 5mmeters , lamp,on meters

Test is conducted on primary winding of each phase, with the primary windings of the other phases temporarily connected to ground. The secondary windings are connected together and to ground. 5pply the test voltage for one minute. Bor -rimary side, apply voltage depending on rating of voltage rating of T. The measurements are performed with single,phase current, with the secondary loops in final condition 1relays, meters etc3 and grounded. Bor current measurement, use a clamp on ammeter to avoid opening the secondary circuits. :easure the voltage 1mV3 across the primary winding as a check that the primary winding is in correct operating condition and that the connections are correct 1very low contact resistance3 Transformer turns ratio tests The purpose of this test is to confirm the ratio marked in the nameplate of the T manufacturer with our test results. :easure the primary and secondary currents. This will give the 2-%28 ratio and allows checking the equipment ratings. 5rrange the primary in.ection kit with loading unit with the main supply connected to the (7&V 5 system 8elect suitable current range in the kit and set variac in the start position. /nergise the supply and increase the current gradually to the required position between $&F to $&&F of the T ratio. onfirm the ratio by recording the primary and secondary current readings. +epeat the same procedure to the ne>t T

heck earthing switch operation. heck the mechanical interlocks preventing any ha?ardous operation. heck that it is not possible to close the ground switch with the circuit breaker in closed position. heck that it is not possible to insert the circuit breaker into service with the earth switch closed. heck the voltage transformer mechanical operation where applicable. heck that it is not possible to open the rear panel with the earth switch open 1where applicable3 /lectrical checks heck that the ground circuit is connected with main grid Local % remote circuits -rotection circuits 2nstrument circuits -ower circuits 1au>3 heck that the supply cable tests have been performed. heck fuses % : H=s for continuity heck H operation in test % service condition as per approved scheme drawings. Husbar 6ielectric Tests -reliminary steps /nsure that all earthing switches are open and locked. 6isconnect, short out and ground the potential transformer primary windings. /nsure all the H=s are open and racked out. 8hort out and earth the current transformer secondary windings. 6isconnect the power cables connected to the switchgears panels and short out with ground. :ake sure the entire panel Husbars compartment cover replaced and cleaned. -ad lock the bus section panel Husbars shutters. Test -rocedure 5pply the voltage two times of normal voltage as per -6* standard by connecting each phase conductor to the HV terminal of the test supply. onnect all the other Husbars to ground. Test duration 4$ minute. The dielectric tests are performed with all circuit breakers open and racked out. Bor circuit break HV test, make short of all H=s top pole and bottom pole separately. Hefore and after HV test 2+ value must be checked. 8witchgear Tests :echanical tests and checks hecks the operation of the spring charging mechanism.

heck the breaker rack in % out operation with appropriate interlock and bus bar shutter operation. heck the mechanical tripping and closing of circuit breaker. heck the mechanical operation indicators. 2nstrument % 2nstrument transformer tests 5pply a #,phase voltage to the -T primary, measure secondary values and confirm the ratio. 5pply current to the primary side of the current transformer, measure secondary current at switchgear and appropriate panels and confirm the ratio of T=s The measuring instruments shall be checked with secondary in.ection and ratio to be confirmed. heck that T=s secondary cores are earthed at one place only. heck that the VT=s primary % secondary star points are connected with main ground circuit. :agneti?ing current measurement shall be checked for class R T=s. -rotective device Tests Voltage -rotection 5pplying a 5 voltage across the potential transformer secondaries 1primary shall be isolated to avoid reverse voltage3. heck the relay trip and non trip values and time delay measurements. heck the relay trip and alarm indication in local % remote mode. urrent -rotection 5pply variable current source to the T secondaries 1disconnecting T sec terminals3 heck relay trip and non,trip operation values and time delay. heck the associated tripping of H=s and alarm indications. onfirm T=s circuit protection relays are not open. /nergi?ing heck that the above test has been performed. onfirm all the equipments are ready for energisation % VT=s are in service position. onfirm all the associated panels are ready for energisation. heck all the outgoing H=s are in racked out position and locked. 8end a closing order from incoming H=s to energi?e the switchgear panels. 5fter energisation check the voltage indication value in voltmeter at local % remote mode. -hase sequence for incoming supply shall be checked. H tripping shall be checked with switchboard live condition.

+elay testing includes verification of operation of switching device tripping mechanism and all alarm and intertrips. +elays should be tested and

commissioned in accordance with manufacturer=s instruction. 5ll protection relays shall be tested by means of primary in.ection at the normal settings to verify their operating parameters. Hecause of e>treme current requirements for primary current in.ection, it is impracticable to use the primary current in.ection. The inspection of the overhead line shall be carried out as mentioned in the company format and results recorded. -re,commissioning Tests 8ubsequent to the inspection the following tests shall be carried out for overhead lines. Line continuity shall be measured with an approved insulation tester $&&& Volt rated. 2nsulation resistance of the line to earth and between phases shall be measured with an approved ;)V motori?ed insulation resistance tester. TESTING OF EARTH RESISTANCE


/arth resistance of earth electrodes can be measured using earth megger 4 # point method. The megger has 7 terminals $, -$, ( and -(. $ and -$ are shorted and connected to the test electrode. Brom ( and -(, two leads with spikes are connected. The spikes are driven to earth at a distance of $; mtr from each other. 5pply voltage through earth megger by cranking. The value shown on earth megger intrepreted with the range selection gives the earth resistance. !ull deflection earth megger can also be used to measure earth resistance.

Bunctional test of Bire 5larm 8ystem Bire Das detection and alarm system 1BD8s3 shall detect at an early stage" The presence of fire.

The presence of smoke from smoldering or incipient fires. 5 full site acceptance test will be performed to demonstrate the BD8s functions correctly. The complete BD8 system and control systems shall be commissioned on the basis of realistic tests prior to startup. 5fter ensuring installation of heat and smoke detectors as per the approved drawing, testing of the system shall be carried out in presence of vendor representative.
