CONTRACTS AND PROCUREMENT MANAGER - BUCHAREST

Engineering italian company specialized in the design of plants and infrastructures for production, transportation and storage of oil products.

The Contracts and Procurement Manager to join our Procurement Department in Bucharest (Romania) shall have minimum 10 years of Procurement experience with 6 years in supervising procurement staff and 7 years in the engineering and construction industry.

Experience in the Oil and Gas industry is essential. The candidate shall be responsible for managing the procurement operations for assigned projects, to effectively and proactively plan, coordinate and control execution of the procurement activities on the projects. Moreover he/she shall acknowledge and understand the procurement concepts, principles and practices from an engineering and construction point of view, project delivery process and relationship with suppliers, subcontractors, clients and project team. Degree in Business, Law, Engineering, Supply Management or other applicable field and PMAC or equivalent certification are preferred. Excellent English skills, both written and spoken, are a prerequisite; Romanian and German languages are also preferred. The commitment is for 2 years starting on mid-October 2013.

In detail the following responsibilities and duties shall be performed: - Manage procurement resources and direct procurement activities supporting procurement activities for projects; - Participate to project coordination meetings representing Procurement Department; - Be the focal point during the proposal process related to the goods purchase, proposing the recommended sources of supply and related cost information; - Prepare budget estimates for labor hours of the Procurement Department and strategies; - Plan the Procurement resources and systems to support projects and training programs to maintain the personnel; - Ensure the project procurement team to be in compliance with Procurement Policies and Procedures; - Assist in the resolution of purchase order and subcontract disputes and take part to negotiations. - Interface directly with the Client and participate in the evaluation of ITBs for EPCs / EPCMs received from Clients; - Develop together with the Engineering Team an offer with a critical eye for details.
