Sir,
I am directed to convey the sanction of the President for the
payment of a sum of Rs. 1,00,00,000/- (Rupees one crore only) for the
upgradation/strengthening/establishment of
State Nursing Cell
attached to Directorate of Health & Family Welfare and Directorate of
Medical
Education,
under
the
plan
scheme
of
Upgradation/Strengthening of Nursing Services under Human Resource

The above mentioned amount represents grants-in-aid for
upgradation/strengthening/establishment of
State Nursing Cells
attached to Directorate of Health & Family Welfare and Directorate of
Medical Education, Govt. of Assam. The amount may be paid through
the Demand Draft in favour of the authority mentioned in column (2)
under para 1 above.

The expenditure covered by this sanction is debitable under
Demand No. 046.- Department of Health and Family Welfare, Major
Head 2210 Medical and Public Health, Minor Head 06800 Other
Expenditure, Sub Head 31 Human Resources for Health (New)
Detailed Head - 3103 - Upgradation/Strengthening of Nursing Services,
Object Head 31 Grant-in-aid during the year 2009-10 (Plan).

The sanction accorded herewith is subject to the following
conditions that:
(i)

Audited statement of expenditure and Utilization Certificate


for the sanctioned amount from the competent authority should
be furnished to he Nursing Adviser, Ministry of Health and Family
Welfare, Nirman Bhawan, New Delhi 110011 Tel. 23062726
(Fax No. 23062310).

(ii)

The funds may be deposited in a separate Bank Account


opened for this purpose only. Further, interest earned on the
grant should also be accounted for and utilized for the same
scheme/purpose.

(iii)

For speedy implementation of the scheme, the civil


construction under the scheme may be got executed through the
agencies approved by the State Govt.

(iv)

The funds sanctioned will be utilized for the purpose for which
it is sanctioned.

(v)

This is a one time assistance both for non-recurring and


recurring expenditure for the entire XI th plan period. The State
Govt. will bear the recurring expenditure from XIIth plan onwards.

(vi)

Quarterly Progress report may be sent to Mr. T. Dileep Kumar,


Nursing Adviser, Ministry of Health & Family Welfare, Nirman
Bhawan, New Delhi.

(vii)

The expenditure should be incurred as per guidelines in the


attached Annexure.

6.
The accounts of the Cell shall be open to inspection by the
sanctioning authority and audit both by the Comptroller and Auditor
General of India under the provisions of CAG (DPC) Act, 1971 and
internal audit by Principal Accounts Office of the Ministry, whenever
the Cell is called upon to do so.

This issues with the concurrence of Finance Division vide their
Dy. No. C1904, dated 07.12.09.

Annexure (for states)

Guidelines for release of funds for strengthening of State


Nursing Cells under the scheme of Upgradation/Strengthening
of Nursing Service (Human Resources for Health) during the
XIth plan period
Nursing Personnel are critical Human Resource in the Health care
delivery system. State level nursing organization attached to State
Directorate of Health and Family Welfare is very weak with the result
there is no proper nursing manpower planning and supervision
management of nursing service are taking place, this has affected in
the delivery of health care services. In this context a D.O. letter was
sent to all State Health Secretaries with the instructions to formulate
Nursing Organization from Sub-Centre level to State level to
strengthen the Nursing Cells to facilitate to provide qualitative Nursing
and Midwifery services to the rural population and also to the patients
in the hospitals.
Issues of concerning to Nursing Cells are: (a)

The issue of inadequate supervision and monitoring of


educational activities of School of Nursing, Colleges of
Nursing, ANM Training Centers etc.

(b)

Due to the weak infrastructure of the Nursing Cell at the State


Head quarters, there is a lack of coordination between
Nursing Education, Nursing Service and Public Health Nursing
matters.

(c)

Lack of space, infrastructure facilities and insufficient data


processing system are the other concerns of the State Nursing
Cells which in turn leads to poor human resources information
and management. Strengthen of Nursing Cell at the State
level will in turn bring out, a better implementation of policy
matter pertaining to Nursing, improved data processing, will
aid in maintaining live register, will facilitate advanced
practices in collaboration with Central schemes.

This is a one time financial assistance during the XI th plan period


for Rs. 1.00 crores consisting of Rs. 77.00 lakhs as non-recurring and
Rs. 23.00 lakhs as recurring expenditure to State Governments for
strengthening each Nursing Cell in the States as per guidelines
prescribed below: Non Recurring

Minimum Pre-requisites

(i)

The Cell will be headed by an officer from nursing cadre at


least at the level of Deputy Director/Joint Director.

(ii)

The Nursing Cell should have adequate storage, seating space


for the functionaries and should have appropriate furniture.

(iii)

The Cell should be equipped with telephone and Fax Machine.

(iv)

The grant should be strictly spent on items mentioned in the


sanction letter.

Minimum Staff
The following Staff should be appointed in the Cell in addition to
existing staff strength by outsourcing: a)

Nursing Consultant/Officer at the level of


at least Deputy Director/Joint Director

b)

Data Entry Operators (By outsourcing)

c)

Contingency expenditure is at the rate of


Rs. 1.00 lakh per year.

Function of Nursing Cell


(i)

Cadre Management of Nursing Personnel i.e. Nursing


Educators, Nursing Administrators, Nursing Service Personnel
and Public Health Nurses like ANM, LHVs and PHNs etc.

(ii)

Coordinate with Government of India with regard to Planning


and Implementation Schemes under Development of Nursing
Services.

(iii)

Maintain Nursing Management Information with regard to


number of Nursing Personnel sanctioned/in-position with
regard to Staff Nurses, Ward Sister, Assistant Nursing
Superintendent, Nursing Superintendent and Chief Nursing
Officer and Public Health Nurses like ANM, LHVs and PHNs.
Maintain information about Nursing Educational Institutions
like ANM, GNM, B.Sc. (N), M.Sc. (N) and PhD (N) Nursing
College along with their admission capacity.

Maintain number of nursing teaching faculty in the nurses


education institutions along with their specialization.

Maintain total number of nursing personnel required and
number to be trained in the State.
Supervision and Management of quality of Nursing Education
in the State.

(viii) Planning and supervision of nursing services in the state.


(ix)

Collaborate with State Nursing Council and professional


association.

(x)

Collaborate with other State level officers concerning with


National and Health and Family Welfare programme.

The State Nursing Cell will submit quarterly report about the
functioning of the nursing service and quarterly report on nursing
management information system.
