ORDER OF BUSINESS I. CALL TO ORDER The meeting was called to order at 2:15 p.m. II. INVOCATION Led by Director Honorato Somera Jr. III.DECLARATION OF QOURUM The Regional Secretary determined that there are six (8) Regular Board Officers and three (3) Chapter Presidents, two (2) Incoming Regular Board of Directors, and two (2) Incoming Chapter Officers of Pangasinan, thus the Region President declared that there is a quorum. VI. ADOPTION OF THE PREPARED AGENDA The President presented the prepared agenda for the day and asked if there are other topics which the Body would like to include in the other matters.

The other matters are as follows: a.) Balance from HIS Tailoring c/o Engr. Romeo Saldivar Jr. b.) Implementing Rules for the registration of Liaison officers Engr. Gregorio Malacas c.) Attendance of GEP Regional Officers for the Family Day of DENR (June 13, 2012, COA) d.) Attendance of all Regular Members of the Board for 2011-2012 Engr. Joel Eden moved for the approval of the prepared Agenda and seconded by Engr. Honorato Somera and approved by the President. VII. AGENDA 1. RESOLUTION OF SUPPORT The Regional President, Engr. Wilson Hortaleza asked the Body to read the attached copy of the statements of fake Geodetic Engineers, and informed everyone that it was already verified at the Philippine Regulatory Commission that this person in the name of Antonio Esguerra is n ot really an engineer, which contradict his statement that he has been practicing for how many years now as Geodetic Engineer. Since the evidence is already sufficient, Pangasinan Chapter is asking for a resolution of support. Director Honorato Somera, clarified whether it be Financial Support or just the written formal Resolution of Support, which the President told everyone that what Pangasinan Chapter really need is the written Resolution of Support, because Engr. Renato Reyes will shoulder all financial expenses which later shall be reverted from his financial obligation with the association of which he has already started. Vice President Narciso Aragon made comments to the written report and suggested that a stenographic copy of the report should be furnished, the organization. The President also suggested that in order to prevent/clarify doubts, these ruling was brought out 1. Why the case not to be pursued 2. Why it should be pursued That President then ask the Body if the Resolution of Support should be deferred. Engr. Santiago S. Santiago asked for a deferment of the case not until Mr. Esguerra could present his explanations. Deferment was moved by Director Honorato Somera, seconded by Director Eden. Engr. Victorino Domingo made objection to the deferment of the Resolution of Support, because according to him, the accused Antonio Esguerra is rampantly sabotaging other Geodetic Engineers especially in their district in Pangasinan and he is also using his office, the Department of Environmental and Natural Resources (DENR)-Records Section.

Engr. Alberto Espiritu, hereby shared his stand, being the Chairman of the Grievance Committee he suggested that this person must then be invited to attend, which Engr. Somera agreed that Mr. Esguerra should be invited to attend on the next meeting so as to clarify himself. Deferment approved by the President, and made mention that whether or not there is a Resolution of Support, the case was already filed in Court. So the case shall be tackled on the next administration. The President declared that Engr. Victorino Domingo is now officially a member of the Regional Board. 2. PRESENTATION OF FINANCIAL REPORT Engr. Rowena Pulido commented on the One Thousand Pesos (P1, 500.00) mortuary assistance given to the late Engr. Warlito Molina, where in fact the deceased is a member of the association; while for Engr. Severino Tominez father is Two Thousand Pesos (P2, 000.00). The President answered and thanked Engr. Rowena Pulido for her observation and answered, that due to the unavailability of cash collection only One thousand five hundred pesos (P1, 500.00) was given as mortuary assistance on the late Engr. Warlito Molina but according to Engr. Alejo Mabanag the actual value of what was given in kind for the late Engr. Warlito Molina is more than Two Thousand Pesos. So again the President appreciated and gave thanks to Engr. Alejo Mabanag. After a study and scrutiny of the reports presented, it was found out that it is somewhat incomplete due to the fact that unpaid obligations of Geodetic Engineers as defined in the By-Laws of the Association, are not yet reflected, so it was suggested by the Incoming Board Officers present to change the title of the report to Cash Position Report. Engr. Joel Eden then moved for the approval of the Cash Position Report seconded by Engr. Edwin Moreno and approved by the President. 3. MANNY YDIA The Body decided a Donation in Kind, school supplies in the total amount of Thousand Pesos (P2, 000.00). Engr. Victorino Domingo moved for a resolution allocating the amount of Two Thousand Pesos (P2, 000.00) for the purchase of school supplies which shall be donated to indigent school children. Seconded by Director Somera, approved by all. 5. CERTIFICATE OF GOOD STANDING a.) The Regional Board informed the Body that effective July 1, 2012, the signatories of the Certificate of Good Standing will be the new Regional President Engr. Narciso Aragon and Executive Secretary Engr. Victorino Domingo. After discussions on the unammended Certificate of Good Standing Application Form the Body decided that the old Certificate of Good Standing Application Form a Status Quo. The Next Administration shall be the one to finalize for the amendments of the Certificate of Good Standing Application Form. Deferment of the Amended Certificate of Good Standing Application Form was then moved by the Incoming Regional President Engr. Narciso Aragon, seconded by Engr. Honorato Somera. Approved by the Regional President. b.) Payment of Annual Dues (2012-2013) Administration Payment of Annual Dues for the Next Administration will start on the 1st day of July 2012. c.) Signatories for the issuance of Certificate of Authorization to Print With respect to this matter, new set of signatories shall be set-up and full settlement of Financial Obligation is further emphasized. President Wilson Hortaleza suggested that the additional content of the Authority to Print Plans and Computations should be requested

as soon as possible by the Incoming President since he will be the one to sign/approve the Certification for the Authority to Print. It was reiterated that full time Government Employed Geodetic Engineers must submit Letter of Authority from their respective department head/bureau, specifically from their Secretary as soon as possible. 6. TURNOVER CEREMONY OUTGOING-INCOMING SET OF OFFICERS a.) Joint Regional Board and Chapter Officers Induction and Turnover Ceremony The Incoming Region President informed the Body that the probable venue will be at the El Puerto Marina, Lingayen, Pangasinan. It was proposed that a Joint Board Meeting for the OutgoingIncoming Officers wherein the turnover activity shall be done before the actual programme. b.) Committee on Preparations/Foods The Committee Chairman for Foods and Preparation will be the Incoming President Engr. Narciso Aragon. c.) Committee on Programs Engr. Victorino Domingo, Incoming Regional Executive Secretary will be the Chairman for the Committee on Programs. d.) Financial Aspect The Cash Position Report from July 2011- June 2012, Cash on Hand and In bank (Bankbook), and all other GEP Forms/documents and list of Properties must be in order at the Turnover Ceremony. Engr. Victorino Domingo declared that in the Pangasinan Chapter the Incoming as well as the Outgoing Chapter President have their own share/donation for such occasion. But since it is a tradition that the Incoming Regional President must have his in kind donation, the Present Regional President, Engr. Wilson Hortaleza suggested too that the body should also solicit to the Representative of the Region to the National Board, Engr. Severino Tominez Jr., and also to Engr. Edwin Moreno, and Engr. Florendo Mangasar. Engr. Nixon Zacary Fernando stated that the estimated cost of foods for 50 pax except drinks is P15, 000.00, and cooked or ready to eat foods as lechon is accepted but not exceeding 3 recipes. Knowing that there might be some expenses that will unlikely to occur, Engr. Edwin Moreno suggested for voluntary donation, but it was decided that the Region will dole out for the occasion. Thus, Engr. Narciso Aragon moved for the allocation of P30, 000.00 for expenses to be incurred for the Joint Induction and Turnover Ceremony of the Incoming and Outgoing Board and Chapter Officers.

Seconded by Engr. Victorino Domingo. Approved by Engr. Wilson Hortaleza In the event that theres a shortage for the allocated amount donation from each of the Officers is required: P1, 000.00 from each Incoming Regional Board and chapter President and P500.00 from other Chapter Officers. If in case such Officer cant give his donation right at the occasion, donation shall be added to his unpaid obligations. VIII. OTHER MATTERS a.) Balance from HIS Tailoring c/o Engr. Romeo Saldivar Jr. Though there was a move for a resolution for the payment of GEP, balance to HIS Tailoring during the 10th Regular Board meeting, it was decided that Geodetic Engineers concerned will just pay individually since the listing was already located/found out. b.) Implementing Rules for the registration of Liaison officers Engr. Gregorio Malacas It was suggested that Liaison Officers of each Geodetic Engineers should be registered at the GEP Office to prevent intruders/usufructors as Geodetic Engineers and it must be done as soon as possible and such information dissemination must be posted at GEP Office and DENR employees/officers concerned. c.) Attendance of GEP Regional Officers for the Family Day of DENR (June 13, 2012, COA) Engr. Joel Eden informed the Body that the Family Day OF DENR Region I will be held on June 13, 2012 at the COA Region I and he is inviting everyone to attend. d.) Attendance of all Regular Members of the Board for 2011-2012 Engr. Alberto Espitiru Jr., asked the Body that the Attendance Chart must be completed, recalling the complaint against him by Engr. Calica, Engr. Mendoza, Engr. Laddaran and Engr. Mabanag regarding attendance. It was then remembered by the Region President that there are excuse letters submitted for such absences, and the excuse of the absence depends on the justification/reason causing his/her absences. IX. THE PRESIDENTS TIME a.) Letter of Gemma Disay The President Wilson Hortaleza suggested that with regards to this, he is giving the next administration to solve it, for the reason that Geneveive Abasolo might indict/include her in her case.

b.) Letter of Authority (Engr. Katherine Gutierez) Again the Present President is giving the next Administration to require Engr. Katherine Gutierez to submit a new or latest Letter of Authority from her Department/Bureau. c.) Donation of Engr. Alberto Espiritu amounting P15,000.00 As per discussion with the National Board, Engr. Espiritu agreed to donate P15, 000.00 to the GEP Regional Office I to clear his name off from the alleged obligation from the office. X. ADJOURNMENT: The meeting was adjourned at 6:15 pm
