Penelitian yang dikaji dalam tugas akhir ini adalah mengenai operabilitas cable lay vessel. Analisa operabilitas adalah kajian kemampuan operasi suatu bangunan laut didaerah operasinya dengan mengacu pada kualitas perilaku gerakan. Tujuan dari analisis ini adalah mengetahui karakteristik dari gerakan pada saat instalasi fiber optic cable pada cable lay vessel. Dimensi kapal yang digunakan adalah 145.5 x 13.5 x 24 m. Selanjutnya dengan variasi tinggi gelombang signifikan akan diketahui berapa besar tegangan yang diterima oleh kabel apakah memenuhi syarat operabilitas saat instalasi untuk setiap arah pembebanan dengan menggunakan software ORCAFLEX. Pemodelan struktur dan simulasi pembebanan dilakukan dengan software MOSES. RAO gerakan pada cable lay vessel diperoleh dengan mentransformasikan gaya yang bekerja pada vessel akibat eksitasi gelombang. Untuk gerakan translasional dengan arah pembebanan 0o, 45o, 90o, 135o, 180o, 2250, 2700 dan 3150 frekuensi natural terjadi pada 0.251 rad/s.Dengan limit operasi yang telah ditentukan yaitu tinggi Hs 3.5m maka dilakukan analisa peluang terjadinya down time. Selama 1 tahun peluang terjadinya down time sebesar 9.53% dengan operabilitas sebesar 90.47%. Kerugian apabila terjadi down time selama 1 tahun adalah US $ 3,641,937.15. Untuk keandalan dengan target 70% adalah 0.17, target operasi 80% adalah 0.09, target operasi 90% adalah 0.03dan target operasi 100% adalah 0.

The research studied in this thesis was about the operability of cable lay vessel. Operability analysis is a study of operational capability of a marine structure on it is operating area, based on the quality of movement behavior. The aim of this analysis is to determine the characteristic of vessel movement when submarine fiber optic cable is installed by the 145.5 x 13.5 x 24 m cable lay vessel. Variation of significant wave height are done to know how much the effective stress is experienced by the cable with ORCAFLEX software, so that proper to it is operability qualification for each loading direction when installation process. Vessel structure is modelled and simulated using MOSES. RAO movement on the cable lay vessel is obtained by transforming the forces acting on the vessel due to wave excitation. For translational motion with 0o, 45o, 90o, 135o, 180o, 2250, 2700 and 3150 loading directions, natural frequency is 0251 rad/s. With 3.5m significant wave height as the limitation work of vessel, the probability of down time can be predicted. During the first year, probability of down time is 9.53% and the operability is 90.47%. Losses in case of down time during the first year is U.S. $ 3,641,937.15. The reliability of 70% target is 0.17, 80% operating target is 0.09, 90% operating target is 0.03 and 100% operating target is o.is 0.
