Cinnaminson is looking to
switch gears in 2014, and its not
just in the mayors seat.
Anthony Minniti was selected
to be the townships mayor at last
weeks committee reorganization
meeting.
Minniti serves as the commit-
tees director of economic devel-
opment and spoke of how 2014 is
going to be a year of transition.
After focusing on redevelopment
of the Route 130 corridor the past
few years, the focus will shift to
the industrial zone near the
Delaware River.
The township plans to use ap-
proximately 100 acres of undevel-
oped space as an area to attract
military support and technology
companies. The goal is to make
Cinnaminson a regional hub with
its proximity to Philadelphia,
Fort Dix and McGuire Air Force
Base.

Arter sworn in as director of freeholders
Leah Arter was sworn as direc-
tor of the Burlington County
Board of Chosen Freeholders
Jan. 2, pledging to enact a new
jobs initiative in 2014 to assist un-
employed and underemployed
residents, and issuing a budget
challenge to her fellow freehold-
ers to find cost-savings that would
reduce property taxes for the
sixth consecutive year.
Arter was elected during the
traditional organizational meet-
ing, held in the Olde Historic
Court House in Mt. Holly. The
event also included the swearing
in of Joe Donnelly of Cinnamin-
son to his third three-year term
on the board; the swearing in of
Timothy Tyler of Fieldsboro to a
second five-year term as county
clerk; and, Jean Stanfield of West-
ampton to her fifth three-year
term as Sheriff.
Now in her third year as a free-
holder, Arter, of Moorestown, de-
livered a State of the County ad-
dress that highlighted financial
accomplishments, noting that
Burlington County government
has had a record of spending less
money per citizen than any other
county in the state.
The unfortunate reality, said
Arter, is that even though the real
estate market is recovering, the
county is facing yet another de-
crease in ratables in 2014 and a
corresponding loss in revenue.
She said all freeholders should
participate in the hands-on task
of making up that shortfall.
Second on the directors list of
priorities for the new year is the
creation of a new Workforce De-
velopment Initiative which, she
said, is built upon the premise
that every Burlington County res-
ident who wants a job will find
one.
This program will target train-
ing and other resources available
through county schools, the
Burlington County Chamber, ex-
isting agencies, and other organi-
zations, Arter said, adding, Most
critical to this initiative will be
the ongoing participation of busi-
ness owners and their hiring
managers, who will directly con-
vey to us the skills they are look-
ing for in new workers.
She cited three other key goals
for the coming year, which includ-

We want to offer an alterna-
tive, because they may be looking
to do business in Philadelphia,
Minniti said.
The township committee
looked at the best ways to develop
the industrial zone and create
more tax ratables. Minniti said
military companies are in de-
mand in the region, and Cin-
naminson can fit in perfectly.
Were geographically a closer
location to Philadelphia, he said.
Theres a real hole in the mili-
tary manufacturing and support
technology areas.
This redevelopment plan goes
hand in hand with the ongoing
commercial redevelopment in
creating a larger tax ratable base.
Minniti said the townships
commercial redevelopment was
successful, with many of the va-
cancies along Route 130 being
filled by new businesses.
As far as Route 130 goes, our
entire 3.2-mile commercial corri-
dor is redeveloped or soon to be,
he said.
The redevelopment has helped
take some of the burden off resi-
dents. Minniti said that most of
the township is made up of
homes, so improving the two
areas that arent residential was
essential to keeping taxes within
reason.
With the cap on increasing
taxes now at 2 percent throughout
the state, increasing ratables has
been another way to help the
township maintain its services.
In that 2 percent number,
were still able to operate all of
our current services at that
level, Minniti said. Had we not
broken the ratable base on Route
130, it would have been a lot hard-
er to continue to maintain our
services.
The township has also looked
at other ways to consolidate serv-
ices and cut spending. One way
this was done in the past year was
when the township was able to
consolidate positions by having
Michael King serve as both town-
ship administrator and director
of public safety.
Those are the sort of efficien-
cies that we look at when it comes
to saving money, Minniti
said.
Minniti also said the township
has entered into about two dozen
shared services agreements with
other organizations and munici-
palities. The goal isnt necessarily
to cut costs, but rather to improve
services.
If you cant maintain or im-
prove your service to the resi-
dents, then shared services isnt
very efficient, he said.
In addition to Minniti being se-
lected as mayor, John McCarthy
was chosen as the deputy mayor
for 2014.

verall, New Jerseys schools
are excellent. Thats not in
question. A recent study
ranked New Jersey second in the na-
tion in student achievement and
chance for success.
Thats impressive.
The Garden State ranked second on
The Quality Counts report, which the
publisher of Education Week con-
ducts. Only Massachusetts ranked
higher than New Jersey in the Chance
for Success Index, which measures the
role of education in an individuals
life.
The states B+ grade was much high-
er than the national average of C+, and
also bested the grade for nearby states
Maryland (B), Pennsylvania (B),
Delaware (B-) and New York (B-).
Yay for us.
With every positive seems to come a
negative, though, or, in this case, an
area in need of improvement.
The same Quality Counts report
ranked New Jersey below average in
the categories of standards, assess-
ments and accountability (C 44th
overall) and teaching profession (D+ -
38th).
It has been widely reported, both
here and elsewhere, that our school
districts are actively working to im-
prove their accountability and assess-
ments, so lets leave that one alone for
now. The concerning aspect of this
study is, without a doubt, the teaching
profession.
According to the report, New Jersey
has no incentives for teachers or prin-
cipals working in hard-to-staff disci-
plines or schools, no salary parity with
other occupations, and no financial in-
centives for teachers to earn national
certifications.
This needs to change.
As we wrote some time ago, our stu-
dents and, therefore, our schools are
only as good as the teachers and ad-
ministrators we hire; ergo, we need to
ensure that our teachers and adminis-
trators are not only well qualified at
the time of hiring but are also incen-
tivized to grow professionally within
our system as well.
Our schools are great now, but lets
make sure they continue to be great.
Lets find a way to incentivize our
teachers and administrators to work in
difficult subjects, in difficult schools
and earn bigger and better certifica-
tions.
Our students are the ones who will
benefit the most.

County staff was charged with the respon-
sibility of creating an interactive webpage
where the county, towns and other local en-
tities could post their successful shared
services programs and look for others.
Creation of a comprehensive health
program. The Health Department is
charged with undertaking an aggressive
campaign to encourage residents to eat
healthier, exercise regularly, manage stress
and take advantage of free health screen-
ings.
Stronger communication with local
business. Arter, who owns a small busi-
ness, charged herself with the responsibili-
ty of building upon the countys Buy
Local program by visiting downtowns
and local stores and shops, and giving
other business owners an opportunity to
share with her their needs and issues.
