Minutes Lytton City Council City Hall, December 2, 2013

Mayor Brian Pibal called the meeting to order at 7:00 PM with council members Jeff Ellerbrock, Nelda Bartels, Tim Huddleson and Larry Coon present. Absent: Nick Albright. Employees: Nancy Janssen and Rusty Huster. Guests: Wendy Miller and Fred Kesten, Region XII COG. Motion by Coon, seconded by Huddleson to approve the agenda. All voted Aye except Albright. Motion by Ellerbrock, seconded by Coon to approve the Consent Agenda which included claims, payroll, minutes of the November 4, 2013 meeting, financial, Treasurers and Sheriffs reports. All voted Aye except the absent Albright. Mayor Pibal opened the Public Hearing on the matter of the 2013 Housing Fund Application. Fred Kesten of Region XII Council of Governments answered questions from the council and public. The Clerk reported no written or oral comments were received. Motion by Ellerbrock to close the Public Hearing and Approve Resolution 13-11- A Resolution Approving Housing Fund application and providing matching funds. Motion seconded by Bartels. Voting Aye: Ellerbrock, Bartels, Huddleson and Coon. Absent: Albright.
RESOLUTION NO. 13-11--Resolution Providing Match Funds For the 2014 Owner-Occupied Rehabilitation Program WHEREAS, the City of Lytton has recognized the need for owner-occupied rehabilitation as stated in the Housing Development & Action Plan to provide safe and decent living conditions and to stabilize the older housing stock; AND WHEREAS, the City intends to submit an application to the Iowa Economic Development Authority (IEDA) for the Housing Fund to initiate an owneroccupied rehabilitation program; AND WHEREAS, the program will assist at least four low income families to bring their homes up to the Iowa Rehabilitation Standards and to be lead safe through the use of forgivable and low interest loans. BE IT THEREFORE RESOLVED that the City Council of the city of Lytton, Iowa pledges to contribute $10,000 ($7,500 annually) to be used towards allowable program costs of a CDBG grant. PASSED AND APPROVED this 2nd day of December, 2013.

Council reviewed the Lytton Code and the Sac County Code of Ordinances regarding compression brakes. Coon made motion to ask Sac and Calhoun Counties to adopt similar ordinances to apply to D36 thru Lytton as well as the present N28 ordinance. Motion seconded by Huddleson. Voting Aye: Coon, Huddleson, Ellerbrock and Bartels. Absent: Albright. Council discussed needs and priorities for the FY2015 budget. Resolution 13-12- A Resolution setting wages for calendar year 2014 was introduced. Motion by Ellerbrock to approve Resolution 13-12 which includes a four percent increase for Rusty Huster and Nancy Janssen, and $0.50 per hour for Norman Gurney, Treasurers position to remain at $500. Huddleson seconded the motion. Voting Aye: Ellerbrock, Huddleson and Bartels. Nay: Coon. Absent: Albright.
RESOLUTION 13-12 A RESOLUTION SETTING SALARIES FOR EMPLOYEES FOR THE CITY OF LYTTON, IOWA FOR THE CALENDAR YEAR 2014. It is hereby resolved, by the City Council of the City of Lytton, Iowa, that: Effective January 1, 2014, the following persons and positions named shall be paid the salaries or wages indicated and that City Clerk is hereby authorized to issue warrants, less legally required or authorized deductions in the amounts set forth below, bi-weekly, and make such contributions to IPERS and Social Security or other persons by law or authorizations of the Council, all subject to audit and review by the Council; SALARIES RESOLUTION SCHEDULE Permanent Positions 2013Wage 2014 Wage Supt., Dept of Public Works $18.03 /hour $18.75 /hour City Clerk-Treasurer $17.51/hour $ 18.21 /hour Public Works Assistant $12.50/hour $ 13.00/ hour Treasurer $500.00 / year $500 / year Passed and approved this 2nd day of December, 2013.

Present use of the storage building was discussed with council taking no action. Reports and reminders were heard. Motion to Adjourn by Bartels, seconded by Coon at 8:36 PM. Council each took their oath of office.
