SCOPE OF STUDY OBJECTIVE: To assess the possibility to setting-up biomass power project with keeping due consideration towards

availability of surplus biomass and its consumption for various activities. To ensure availability of sufficient feed material (biomass) in taluka that will cater the need of commissioned, up-coming biomass power project and assessing the possibility to set-up additional biomass power projects. Development of biomass fuel linkage for commissioned, up-coming and likely to proposed biomass power projects.

TERMS OF REFERENCE:
1. 2. Identification of biomass being generated in the taluka with sectorial distribution along with seasonal variations in procurement of surplus biomass. The biomass generation data should be authenticated through secondary information of biomass in different sectors viz. domestic, agricultural, commercial & other. Further the availability of surplus biomass shall be based on data available with various government departments. 3. 4. Quantitative assessment / estimation of the various types of biomass available in the collection area. Details about consumption of biomass in different activities viz. fuel for cooking in domestic activity, green fertilizer and fodder for agricultural and cattle feed respectively, fuel for cottage industry, co-generation and independent biomass power projects using agro-waste as supplementary / primary fuel from given collection area. (information about collection area will be provided by MEDA). 5. 6. 7. Assessing biomass collection mechanism for energy generation from available biomass in given talukas. Assessing possibility of utilizing waste land for dedicated plantation to support biomass power project activity in given talukas. Assessing the possibilities of setting up additional biomass power project in the given talukas, considering the commissioned, up-coming biomass power project and assessing the possibility to set-up additional biomass power projects.

The location of additional biomass power project may be assessed considering the required infrastructure for setting up biomass power project.

CRITERIA FOR SELECTION:


1. The Govt. Institutions / Consultancy Organizations shall have expertise in the following fields 2. Assessing the availability of biomass for implementing the biomass based power project. Have capability to carry out complete techno-economic feasibility study and prepare surplus biomass assessment study report. The organization shall have sufficient technical manpower and infrastructure for conducting the field study. The organization shall submit list of their technical man power with its qualifications and experience. 3. Preference will be given to Government Institute having done similar study & could produce documentary evidence (Copy of W/O & DPR) of their latest study undertaken any where in the country within last three years.

TERMS OF PAYMENT
A) 50% against submission and approval of draft report. B) 50% against submission and approval of final report.

TIME PERIOD FOR COMPLETION: One month from the date of acceptance of the work order. DELIVERABLES:

GENERAL CONDITIONS
A) MEDA shall mean the Director General or his representative of Maharashtra Energy Development Agency (MEDA), with Office at S.No.191/A, MHADA Commercial Complex, Yerwada, Pune 411 006, and shall also include its successors in interest and assignees. The consultant shall mean the person representatives, successor in interest and assignees. B) The Enquiry should be neatly written, preferably typed, so as to be clearly legible.

The Enquiry may be deposited by hand in the office premises or may be sent by registered post. Enquiry will not be entertained after due date and time and delay on any account will not be accepted. No separate receipt will be given on submission of the Enquiry.

The quotations submitted by telex, fax, e-mail or by any other electronic medium will not be accepted. The successful Enquiry has to convey the acceptance of order immediately by post/fax/e-mail and also submit the duplicate copy of order duly signed on all pages.

The consultant shall complete this exercise within period of 1 months from the issue of work order. Standard Deviation of results derived after analysis of field data may be given in the report. The cost quoted for this assigned should be inclusive of taxes. MEDA will not pay over and above the cost mentioned in the order for this assignment. MEDA reserves the right to accept/reject any or all bid documents without assigning any reason thereof.

PENALTY CLAUSE:
The study should be completed within the stipulated time failing which a penalty of 0.5% of the total contract value per week will be charged subject to maximum up to 10% of the total contract value.

DISPUTE:
In the event of any dispute arising any time of the work order, decision of the Director General, MEDA or his nominee will be final. --
