Revenue Agencies Governing Board | 2010 - 2011

In May 2009 the Republic of Ghana received a credit from the International Development Association of the World Bank towards the cost of the e-Ghana project. The government of Ghana decided to apply part of the proceeds towards the design, finance, build, operation and transfer to a Public Private Partnership (PPP) of an e-government application for the Revenue Generating Agencies and the Registrar General's Department. The e-Ghana project envisages the complete computerisation and rollout of on-line IT services to all public-facing government agencies and of these the e-government application is arguably the most important. E-government will allow individuals, companies and organisations to register, submit returns, review and remit due taxes. The beneficial effects of corresponding with tax offices electronically and in real time will increase efficiencies, save time and improve the communications between taxpayers and the revenue generating agencies. Far greater taxpayer engagement, transfer of knowledge and compliance, lifted by Ghana's increased administrational capacity, will create a more citizen friendly, public service delivery system. E-government is a project involving not just new hardware and infrastructure but also the most modern software applications along with training, support and operational assistance. Such is the confidence in this project that an ambitious PPP financing model was created, whereby the remaining costs of the project will be paid for from the expected increased tax revenues. It is anticipated that the remaining costs will amount to just 2% of the net revenue gain over a five year period. At the end of the operation period, the system will be turned over to designated government organisations for continuing operations.

Mino Trombetta, Project Manager Crown Agents is providing technical assistance to the government of Ghana revenue agencies: Internal Revenue Service Value Added Tax Services Customs Excise and Preventive Service - as they amalgamate to create one integrated Ghana Revenue Authority. In 1998, Crown Agents implemented its VAT solution to support the re-introduction of VAT as part of Ghana's economic reform programme. In 2005 the Ghana Government's Revenue Agencies Governing Board established a Large Taxpayer Unit and chose Crown Agents to supply a solution to administer direct and indirect taxes for designated large taxpayers. This encourages a functional approach to administering taxes, an innovation departing from predecessor 'tax type' systems. trips is also currently the leading COTS product available on the market, providing seamless integration of taxpayer accounts with back office revenue accounts.

Ghana Revenue Authority The government of Ghana is replacing the Revenue Agencies Governing Board with the Ghana Revenue Authority, amalgamating three organisations; Internal Revenue Service, Value Added Tax Services and the Customs Excise and Preventive Service - a decision that underpins the development rationale and technical architecture of trips. trips is being supplied and configured as an integrated system that allows the grouping of functions for TIN registration, VAT processing, income tax processing and for the combined functions of the Large Taxpayer Unit. trips will interface with shared web chat services to enable tax payers and assessors to interact quickly and efficiently to resolve assessment issues. The chat system will allow taxpayers to ask questions while they're logged in submitting their information. Improving communications between the GRA and the taxpayer whilst overcoming a challenging postal system. The architecture is entirely compliant with the government of Ghana's overall strategy for a service orientated environment.
