WRONGFUL CAPTIVE COAL BLOCK ALLOCATIONS
he Central Government has submitted to the Supreme Court that only 15 out of the 218 captive coal blocks allotted since 1993 have started production. The S.GANAPATHY Coal Ministry has cancelled 51 blocks dur- Cell : 98401 50211 ing the past 2 years on account of delay in production which includes companies like Jindal Steel and Power, Monnet Ispat, Birla Corporation, Rathi Udyog, Dalmia Cements etc. The center admitted and told the Supreme Court that it would decide its stand clear on cancelling the allocations since 2005 and conceded by hindsight something has gone wrong awry and thereby cancelling to be made forthwith. A 3 judge Supreme Court bench headed by Justice R.M. Lodhia and other two justices Madan B. Lokur and Kurien Joseph received the status report submitted by the CBI in the case which reiterated that appear to be no guidelines or criteria to determine the allocations. The scenic committee did not follow any known procedures and appear to have acted arbitrarily with laxity. The Court further asked repeatedly to spell out the correct reasons for the huge inordinate delay in the accord of clearances in starting of the operations. The Attorney General Vahanvati replied that owing to multiple clearances causes the delay. The bench furiously asked the Attorney General that out of 118 applications, 44 were short listed, 20 were selected, 8 were rejected without assigning any reason whatsoever and 11 were given license. There is no sign for merit for consideration for the sanction and asked why the disparity. The apex court also raised the issue on the working of the screening committee considering some of the private companies which are not in list of recommendations of Central Electrical Authority (CEA) and Ministry of Power etc. Attorney General told that he will disclose the guidelines and procedures for selection. Immediately Prashanth Bhusan, Counsel for Social Organization for Common Cause said that the licensed companies ought to have started the production within a span of 5 years but not so far done so as the matter is in public interest, the government should provide more information on the end users. Meanwhile, CBI investigation said that 195 coal blocks allocations made between 1993 and 2009, decided to take the role of foreign governments like Malaysia which had a tie-up agreement with an Indian company to bag the coal allocations in Chattisgarh. Agency filed another application seeking courts nod to serve a letter rogatory. It also filed 16 FIRs alleged in cheating and criminal misconduct in the conspiracy. The allegations is that allocations were made arbitrarily and its smacks of favoritism and discrimination. Attorney General said the de-allocation process for the coal block allocation has been started and the Central Government has asked to clear the deficiencies within 4-6 weeks time. The bench questioned why there was so much laxity in the procedures. In the meantime, the Central Government has issued Show cause notice to 61 mines of Private firms like Jindal Steel & Power, Tata Steel and SR Power etc. which have not so far obtained the environment and forest clearances etc. till 12th February to file their replies failing which theyll fact de-allocation of their coal blocks. Blocks under the CBI scrutiny, the decision will take a week after 5th February which will be taken for decision. Let the non-controversial blocks which start mining need not be canceled. Already the country is facing 25% deficit in the domestic coal supply, the policy making anachronism from the pre reforms only is to be blamed squarely. It would further stymie coal output badly affect the power generation and decelerate growth going forward. We need to overhaul the market designs for coal and create a proper auction design for coal block allocations. Now the law is amended and notified. What is wanted now is pragmatism not procrastination that affects the overall development.

R unning for a Change Trust a Chennai based nonprofit running promotion initiative conducted a workshop on Yoga for Runners. The event was held on January 20, 2014 in, Chennai and was organized in association with toss wellness, a Chennai based yoga promotion venture. Around 50 participants attended this workshop. Speaking on the event, M.Rajalingam, founder of Running for a Change Trust said, The main idea is about creating awareness about the
benefits of yoga for runners. Even though running has its won health and fitness benefits, we wanted the runners to utilize the full benefits of running by staying injury free through practising yoga, and the main purpose of this workshop is to educate the runners about the benefits of yoga in improving the running performance and staying injury free. About Running for a Change : Running for a Change Trust is a non profit initiative to promote running as a catalyst for change in
lifestyle, health & fitness, and for social causes. There will be also camps organized for improving the fitness levels, yoga, cross training programs and lecture cum workshops organized by inviting eminent persons to deliver lecturers on various aspects of fitness, running and diet guidelines. Paadhai - Society for Underprivileged celebrated pongal along with their 38 girl children from the destitute girl childrens home and 15 boys from the shelter for Homeless boys an initiative of Chennai Corporation and Paadhai on the 14th of January 2014. Protection Unit observed the National Girl Child day on the 22nd of January 2014 at R.M Jain Government Girls Higher Secondary School Thiruvallur in order to create an awareness about the rights of the girl children in our society. Ms.Mayadevi, Headmistress welcomed the gathering. Ms.Abirami, District Revenue Officer was the special guest. She addressed 850 Students at the school and during which she spoke on the importance of education for a girl child and also insisted that the girl children should have ambition in their life and should work hard to pursue their ambition. Following that a street play on the girl childs rights and abuse was performed by the children of Paadhai. Ms. Sunitha, Director Paadhai initiated an interaction session after the play where the children were told to speak about abuse to any responsible

E nding of reproductive capacity of the women is menopause. We can assume that a woman has achieved menopause if she does not get periods for more than a year provided she is not pregnant or breast feeding. Women carry a fixed number of eggs (ova) in their ovaries. This number is determined at birth and the number does not increase further. A few of these ova are released every month during ovulation, but a majority degenerate. This way as a woman ages her reserve of eggs goes on reducing until a stage comes when the ovaries are nearly depleted of all the eggs. At this stage the female hormone estrogen reduces and periods cease completely. Average age of menopause is 51, Indian women tend to reach menopause by 4550 yrs. Deficiency of estrogen can cause the following, Emotional disturbances (mental exhaustion, mood swings, lower self confidence), Hot flushes & Night sweats. Food cravings & Weight gain. Loss of skin tone. Decrease bone mass, joint pain, increased risk of fractures. Decreased sexual drive. Atrophy of genitalia (vaginal dryness, urinary infections), Increase risk for heart attacks. A definite way to relieve a lady of these complications is to artificially supplement estrogen. (But , estrogen replacement without medical supervision is very dangerous.) Estrogens can be supplemented as gels, pessaries, patches, tablets. Each method has its own advantages and drawbacks. Only a doctor can decide what is best for you. Some alternate remedies include taking herbal supplements like primrose oil or phyto (plant-derived) estrogens

After menopause women have the same chances of developing heart problems as men. Bone and menopause : Estrogen is needed for deposition of calcium in bone. Estrogen deficiency will case bone loss. Peak none mass is achieved by 30 years in a female. During the first 2 years after menopause, bone mass decreases dramatically. If the bone was very thick and massive previously it will take more time to degenerate. This is why a lady should give importance to calcium supplementation from a young age. Children need lots of calcium for their growing bones, between 20-35 years additional calcium will be needed to meet the demands of pregnancy and breastfeeding.
