NEW PROPOSALS FOR 2014 The NCAA Legislative Council has introduced several proposals for consideration for 2014. Relevant proposals, all set for an effective date of August 1, 2014 include: Full-time coaches shall maintain current first aid, CPR and AED certification For sports other than basketball, XC and track and football, phone calls may be made to a PSA beginning September 1 of their junior year in high school AND to permit any form of electronic correspondence to be sent to a PSA (ADOPTED.) Specify that there are no content restrictions on attachments to electronic correspondence, except that they may not be altered for recruiting purposes (ADOPTED.) A general limit on the types of printed recruiting materials that may be provided to a PSA, with no restrictions to design or content (ADOPTED.) To permit an institution to provide SAs financial aid that includes up to three meals a day, or the universitys maximum meal plan Ability to provide meals incidental to practice activities AND noncompetitive snacks at any time (ADOPTED.) FOOTBALL ONLY: To require at least three continuous hours of recovery time for SAs between any practice/walk throughs during preseason practice and after the five-day acclimation period (Immediate effective date)
If and when the remaining proposals are passed and become legislation, the compliance office will let coaches know of any relevant changes to their sport.
FIND THE VIOLATION Several coaching staffs at Samford are interested in getting subscriptions to a fairly new scouting service. All subscribers will receive a standard package of information at an established rate. Additionally, the organization will offer other information to a select group of coaches through an automated phone line. Is it permissible for SU coaches to subscribe to this scouting service?
PSA REMINDERS Coaches, with signing day for football, track/cross country and womens soccer just around the corner, here are a few reminders about a PSAs status in regards to signing and NLI or financial aid agreement, as well as permissible contact with them around the signing period. The Dead Period for these sports is February 3-6. Bylaw 13.02.12.1 Exception After Commitment After an individual has signed a N ational Letter of Intent or the institution's written offer of admission and/or financial aid or after the institution has received his or her financial deposit in response to its offer of admission, the individual shall no longer be subjec t to the restrictions of Bylaw 13.1 . The individual remains a prospective student-athlete for purposes of applying the remaining provisions of Bylaw 13 and other bylaws. Bylaw 13.1.3.3.2 Letter-of-Intent Signing-Date Exception Institutional coaching staff members (see Bylaw 13.1.3.4.1) may make unlimited telephone calls to a prospective student-athlete on the initial date for the signing of the N ational Letter of Intent and during the two days immediately following the initial signing date. Bylaw 13.1.3.3.2.1 Football Exception (FBS/FCS) In football, institutional coaching staff members may make unlim ited telephone calls to prospective student-athletes during the period 48 hours before and 48 hours after 7 a.m . on the initial signing date for the National Letter of Intent.
