For your information, the Project Management performed a review of the project and it could be determined that it has important comments that need to be corrected in order to achieve the conformity of such. It should be mentioned that the incorporation of the changes and modifications stated on the report are indispensable requirements to grant the conformity of the

Three folders containing the projects mentioned below were submitted to FEDE Project Management, by the representatives of: DESARROLLOS URBANOS DUCOLSA AND IRANIAN INTERNATIONAL HOUSING COMPANY, for the purpose of undergoing the respective review: 1. SIMONCITO PROJECT AND PROPOSALS OF TWENTY (20) LOCATIONS FOR THE FABRICIO OJEDA NEW CITY URBAN PROJECT. 2. PRIMARY SCHOOL PROJECT AND PROPOSALS OF FIVE (05) LOCATIONS FOR THE FABRICIO OJEDA NEW CITY URBAN PROJECT. 3. HIGH SCHOOL PROJECT AND PROPOSALS OF FIVE (05) LOCATIONS FOR FABRICIO OJEDA NEW CITY URBAN PROJECT. In this connection, the following comments and recommendations are made:

REVIEW OF THE CAPACITIES OF STUDENTS PER BUILDING Simoncito: 1. The submitted project indicates that the quantity of students to hold in the building will be 425, however, after checking the dimensions of the educational spaces, the maximum capacity per classroom was considered as follows: NURSERY (MATERNAL): Sixteen (16) children per classroom, for a total of ninety-six children KINDERGARTEN: Twenty-five (25) students per classroom, for a total of 300 students. TOTAL QUANTITY OF STUDENTS TO HOLD: Three hundred ninety-six (396) students. 2. The urban complex includes twenty (20) Simoncito locations; however, when comparing the quantity of students to hold per building to the total educational requirement of simoncitos, it is evident that the number of required locations is eighteen (18), to hold seven thousand one hundred twenty-eight (7128) students. Primary school: 1. The presented project indicates that the number of students to hold will be one thousand one hundred forty (1140) students, separated into five (05) sections per grade, however, when checking the quantity of educational spaces that the building has, it is considered that the capacity will be six (06) sections per grade, for a total of one thousand three hundred sixty eight (1368) students. 2. Based on the maximum capacity of the projected building and comparing it to the educational requirement for the primary level, the need to have seven (07) educational buildings for such purpose is evident. High school: 1. The presented project indicates that the number of students to hold will be one thousand one hundred forty (1140) students, separated into five (05) sections per grade, however, when checking the quantity of educational spaces that the building has, it is considered that the capacity will be seven (07) sections per grade, for a total of one thousand three hundred thirty (1330) students. 2. Based on the maximum capacity of the projected building and comparing it to the educational requirement for the primary level, five (05) educational buildings locations are approved for such purpose.

RECOMMENDATIONS: 1. The compliance with the required quantity of buildings per educational level indicated in both specific comments and the table of requirements presented in this report is requested. 2. The compliance with the required number of students per educational level indicated in this report is requested. It should be known that the quantities of students hereby established are the maximum limit, and in no case such requirements must be exceeded. LOCATIONS: General Considerations: 1. The type of perimeter fence for each one of the locations must be defined. 2. A parking space for the use of disabled people with the proper signs for such purpose must be considered. 3. The access of service vehicles (food loading and unloading, waste, among others) with the dimensions specified in the standard must be defined. 4. Include at least one (01) playground in each one of the locations. Another playground may be included in those land plots with a greater area. 5. The external areas and spaces must be designed, in order to use them as green areas, recreation or bench zones, for the enjoyment of children and students. 6. The minimum quantity of parking spaces will be six (06). In case of those plots with a limited area, they shall be adjusted to this quantity in order to allow greater green and recreation areas. In this regard, the following observations and recommendations are proposed: Regarding the capacity of students to hold: 1. The preliminary design of the project as presented does not meet the required spaces to cover the proposed quantity of students, namely: 1.1. For functional reasons, the space distribution per educational level must be: Six (06) nursery rooms Twelve (12) kindergarten classrooms (In case of increase there will be three (03) more classrooms) 1.2. According to the area of each classroom, their maximum capacities must be: Sixteen (16) children per nursery room, for a total of ninety six (96) children Twenty-five (25) students per kindergarten classroom, for a total of three hundred (300) students 1.3. TOTAL QUANTITY OF STUDENTS TO HOLD: Three hundred ninety six (396) students Regarding the design: 1. For functional and operational reasons, the administrative area must be located as close as possible to the main access. 2. A second access and staircase must be included in order to guarantee a proper evacuation of the building in case it is required. 3. The building must have a ramp, to allow disabled people to enter the building. 4. It is not operational and recommendable to have two kitchens. Therefore, the elimination of the kitchen and dining room on the first floor is requested. The kitchen and dining room on the ground floor must be expanded. 5. The restroom and changing room for janitors was not included in the design. 6. The restroom module must be redesigned, since, according to the requirements, the access to the kitchenette must be separated from the restroom. Also, a cubicle for teachers must be included in the restroom module. 7. The washbasins for the use of nursery and kindergarten students must be embedded at a maximum height of sixty (60) centimeters from the finished floor. 8. A space for the mop sink must be included in each level

9. The dining room doors must open to the outside due to safety standards. 10. Studying the possibility of having a controlled exit from the recreation areas located on the ground floor to the external areas of the building is proposed. 11. There must be a pedestal for Simon Bolivars bust and the flagpole on the civic square. GENERAL RECOMMENDATIONS: 1. According to the quantity of students proposed for the Primary School building, each complex must have two (02) sports courts: One (01) multi-use sports court and one (01) volleyball court. 3. The type of perimeter fence for each one of the locations must be defined. 4. Reduce the quantity of parking spaces to the minimum number established in the standard (twenty-five (25) parking spaces), in order to have greater green areas, recreational or sports areas for the use of the students. 5. At least one parking space for the use of disabled people with the proper signs for such purpose must be considered. 6. The access of service vehicles (food loading and unloading, waste, among others) must be defined. 7. The external areas and spaces must be designed, in order to use them as green areas, recreation or bench zones, for the enjoyment of students. 8. There must be a pedestal for Simon Bolivars bust and the flagpole on the civic square. Review of location EP-27-1: 1. General considerations will be taken into account 2. According to the quantity of spaces presented in the Architecture proposal, the following is determined: 1.1. The primary school will have six (06) sections/grade x six (06) grades x 38 students/section 1.2. TOTAL QUANTITY OF STUDENTS TO HOLD: One thousand three hundred sixty eight (1368) students Regarding the design: 1. According to this quantity of students, the building must have the following teaching spaces: 1.1. Theory classrooms: Thirty-six (36) 1.2. Arts workshop: one (01) 1.3. 4th, 5th and 6th grade workshop: one (01) 1.4. Music workshop: one (01) 1.5. Computer workshop: one (01) 1.6. Information science and telematics bolivarian center: one (01) 1.7. Learning resource center (Library): one (01) 2. The inclusion of two (02) coordination offices additional to the proposed ones, as well as a teachers room. 3. For the kitchen area the following is requested: 3.1. One (01) food storage room 3.2. One (01) restroom for kitchen personnel 3.3. One (01) pantry 3.4. One (01) icebox 4. Expanding the dining room area is requested, for which, using the space of the Learning Resource Center (which is also proposed on the first floor) is recommended, and the multipurpose area replaces the culture space. 5. The doors of all teaching spaces must be located on the right end of the space, viewed from the access corridor. 6. The redesign of the restroom module is requested, considering the standards regarding: 6.1. Distance between sanitary pieces 6.2. Cubicle for the use of disabled people

6.3. Inclusion of eighteen (18) drinking fountains. The location of two (02) of them in an area near the dining room is requested. 6.4. Inclusion of at least one (01) mop sink per floor 6.5. The maximum height of the embedded washbasins is 0.80m. 7. The placement of one panoramic window in the restroom module is requested 8. According to the maximum capacity of the building, all the educational complexes proposed for high schools must have at least one (01) multi-use sports court, considering that it has an internal gym. 2. Define and present details of the perimeter fence 3. The parking lot must have at least one parking space for disabled people. It must also have one (01) loading /unloading point for the service area. 4. Consider the location of the flagpole and Bolivars bust in the internal civic square 5. According to the quantity of spaces presented in the architecture proposal, the following is determined:

1.1. The high school will have 7 sections/year x 5 years x 38 students/section= 1330 students 2. According to this quantity of students, the building must have the following teaching spaces: 2.1. Theory classrooms from 1st to 3rd year: twelve (12) 2.2. Science theory classrooms: Five (05) 2.3. Humanities theory classrooms: Six (06) 2.4. Biology lab: four (04) 2.5. Physics lab: three (03) 2.6. Chemistry lab: three (03) 2.7. Earth science lab: one (01) 2.8. Work training workshop: five (05) 2.9. Technical drawing workshop: one (01) 2.10. Computer lab: one (01) 2.11. Endogenous workshop: Two (02) 2.12. Environmental education center: two (02) 2.13. Learning resource center (library): one (01) Regarding the design: 1. It is recommended that the labs and workshops of the same subject be together, in order to optimize the use of the services 2. The capacity of the Technical Drawing workshop is nineteen (19) students 3. In order to comply with the minimum quantity of sanitary pieces, six (06) urinals are needed. 4. The doors for teaching spaces must be located on the right side of such, viewed from the access corridor. 5. In terms of the previous item, the doors of teaching spaces must not face each other.

All documents must be written solely in Spanish language, considering that the same was submitted in English language. In case that the project is required in both languages, two sets one in Spanish one in English must be made. 2. In reports, drawings, specifications and any other documents the name of the Civil Engineer responsible for the project must be identified, as well as his respective registration number at the Venezuela Engineers Association (C.I.V in Spanish), ID number and signature. 3. It is required to submit all documents in hard copy (drawings, reports, calculations, quotations, etc., duly signed and stamped by the Civil Engineer responsible of the Project), and digital (it is recommended to scam the document for virus since the same could not be reviewed); as well as the review made by DUCOLSA and its respective approval. 4. From 2-BUD-DA-EL-100-R02 until 2-BUD-DA-EL-121-R02

1. According to the reviewed and expressed in page three (3) of the calculation report they were prepared as per (Rural Electrification Administration) REA Bulletin 1751f-802 when it corresponds according to the National Electrical Code (CEN). 2. The installation of four (4) ceiling fans will result in a stroboscopic effect, it is necessary to relocate them in the drawing in order to avoid this effect, since the same interrupts concentration and reading activities. 3. The use of 3x17W 120V fluorescent lamps will create delays purchasing the 17W tubes at the time of their replacement, since they are not marketable in Venezuela.

Recommendations 1. Review calculations according to National Standards, in this case the (National Electrical Code) C.E.N, in order to verify that the calculations comply with minimum requirements of such code; otherwise the appropriate corrections must be made. 2. Change the proposal; installation of ceiling fans for wall fans in the classrooms. 3. Change the proposal; installation of 3x17W 120V fluorescent lamps for 2x32W 120V fluorescent lamps. Conclusions The adjustments mentioned in the recommendations must be applied to the project DAYCAREKINDERGARTEN (SIMONCITO) ELECTRICITY otherwise different solutions to the ones already proposed must be presented to FEDE Project management in order to evaluate the different solutions if there are any or their subsequent approval.
