TONGWYNLAIS COMMUNITY COUNCIL

Minutes of the Meeting Held at The Tanyard, Tongwynlais, on Monday 25th Nov 2013. Meeting Commenced at 7:00pm.
1.00 ATTENDANCE : Community Councillors: Chair Brian Griffiths, Chris Morgan, Mike Griffiths, Linda Morgan, Peeter Tiidt and Julie Jones. Clerk: Ceri Lane County Councillors: Jonathan Evans and Benjamin Thomas.

The Clerk and Chair Cllr Brian Griffiths have received a letter of Resignation from Cllr Graham Walters. 3.00 3.01 4.00 DECLARATION AND REGISTRATION OF INTERESTS. None were declared. CONSIDERATION AND APPROVAL OF THE MINUTES OF THE PREVIOUS MEETING. The minutes of previous meetings held on 28th October 2013 were agreed. POLICE MATTERS PCSO Natalie Evans sent the following Police report. There has been 36 crime occurrences and 15 arrests made within the Whitchurch and Tongwynlais area. 11 of the above were specifically in the Tongwynlais and Longwood Drive area. 5 of these were in relation to shed/garage burglary where bikes were the target. The Police are carrying out patrols in the evenings and giving crime prevention advice at events over Christmas. A bike coding afternoon will take place at Ainon Church on 10th December.

MATTERS ARISING FROM THE MINUTES AND ANY REMAINING BUSINESS FROM PREVIOUS MEETING. Item 6.01. Cllr Peeter Tiidt handed the Clerk the Allotment receipt book, two expenditure receipts and 72.30 to be banked and accounted for. Resolved. Item 6.02. Landscaping land on Merthyr Road. The chair will speak to Graham Walters to find out if he knows any more. Ongoing. Item 6.03. There was a good response to the village survey. County Cllr Jonathan Evans attended the last meeting. The next meeting will take place on 6th December. Item 6.05. The Council agreed to give a donation of 50. Chair Brian Griffiths will find out full charity name and pass the details on to the Clerk. Item 7.01(r). Cllr Brian Griffiths read out a letter that he had sent to John Maidment in the Parks Dept. dated 29th October 2013. He then read out John Maidments reply which was dated 21st November 2013. County Cllr Jonathan Evans commented on the latest cutting back of trees on the opposite side of Merthyr Road. He explained that he had in fact informed the Clerk and the Chairman of this back in June 2013 and it was a member of the community council, acting on their own behalf, who had requested that these trees needed cutting back. County Cllr Jonathan Evans then read out the email that he had sent to the Clerk and copied to the Chairman. The Chairman asked for the name of the member who had requested the work. County Cllr Jonathan Evans replied saying that it was Cllr Graham Walters who had contacted him. The Chairman agreed that Councillors are entitled to contact the County Councillors as an individual. He also apologised for not remembering the email in June as he was in America at the time. The Chairman pointed out that the Community Councils concerns regarding the latest tree cutting were simply that we were only informed one day before it took place. County Cllr Jonathan Evans explained that the work was due to take place in July but didnt actually take place until October. He also pointed out that the County Cllrs were not aware of any dates for the work to be carried out. The Chairman asked County Cllr Jonathan Evans if the Community Council could be consulted before ANY work is carried out in Tongwynlais. Cllr Linda Morgan entered the meeting at 19:20hrs. Item 7.01q. Cllr Peeter Tiidt also received a letter from Wales and West. Chair Cllr Brian Griffiths explained that he had passed the details of the owner of the land onto them. Resolved. The Christmas lights are on and the community seem very pleased. Unfortunately the Doctors surgery did not give permission for us to attach the lights to their building therefore the contractors could not continue across the road. Item 10.04. Christmas meal is booked and will take place at Lewis Arms at 7:30pm on 27th November 2013. Item 10.08. The clerk will purchase a new hoover for the Tanyard. The Spring bulbs have all been planted. Paul Cartwright organised volunteers to plant some outside the village hall. The Rotary club planted some opposite the school and Tyfrion planted some along Mill Road/Castle Road.

Three quotes have been received for the lighting replacements in the Tanyard. Prescise Electrical, Castle Care and Aardee Electrical Services. The quotes were discussed and Castle Care was awarded the job. CORRESPONDENCE, COMMUNICATIONS, PLANNING APPLICATIONS & REPORTS OF MEETINGS:The Clerk reported the following correspondence received since the previous meeting:a) Judith Marshs Cardiff Partnership Leadership Group report. b) Welsh Government, consultation on Proposed Revocation and Remarking of the Accounts and Audit (wales) Regulations 2005. c) Cardiff Council, Building Communities, white paper. Cllr Brian will represent if no one else wishes to. More details will follow. d) Letter from Lisvane Community Council responding to the above white paper. (c). e) WIMLU 2012 Update. f) The Great War at Home, call for papers documentary. g) Building Communities Chair position. h) One Voice Wales, introduction from new Development Officer, Shannon Robinson. i) Welsh Government, appointment of 3 trustees. j) Welsh Government, appointment of Vice President to the National Library of wales. k) Clerk and Councils Direct. l) Vale of Glamorgan LDP. m) Community Councils joint response to Cardiffs LDP. n) Winter Maintenance 2013-14. o) Housing Development, felling of trees. p) Correspondence regarding Green Meadow Woods.

Planning Application 13/02294/DCH, rear extension 52 Pantgwynlais. No comments. Chair Cllr Brian Griffiths gave permission for local residents from Castell Coch View to speak about their concerns regarding letters received from land owner Gerrit Groenswold. The chairman read out a copy of the letter that the residents had received. Gerrit Groenswold would like the residents from Castle Coch View to purchase a strip of his land that backs onto their properties.. The Chairman has spoken to Gerrit to discuss this matter and invite him to the meeting to answer any questions but he could not attend. The residents were concerned with what might happen to the land if they do not buy. They were also concerned with the time scale as the purchase would need to be completed by 31st January. The Chairman explained that if the residents dont buy the land, Gerrit Groenswold would need to maintain the land and possibly put an access path through it. Discussion continued over various concerns. The Chairman apologised for not having any answers for the residents. He did suggest that they club together and buy the land at a cheaper price. The Chairman will contact Gerrit tomorrow and tell him how the residents feel. The Clerk met with the new County Clerk Marie Rosenthal and 3 other Community Council Clerks. Discussions took place regarding moving forward with the Charter, the new upcoming Building Communities white paper and the Cardiff LDP. It was also noted that the other Community Councils have also had their regular litter pickers removed and are on the same one day a week litter picking service as Tongwynlais.

Cheques to be raised. Total wages and expenses for November (382.74 + 352.97) Cardiff Council 10 Came & Co Insurance 1023.64. It was agreed that the Council signs a three year binding agreement with Came & Co. Insurance, making savings of 53.88 in the first year. The Budget was approved by the Council. A final decision on the precept will be made in January. NOTICES OF MOTION None received. QUESTION TIME. A local resident informed the Council that vehicles parked on the grass verges of Pantgwynlais were ruining the ground. The Council asked the County Cllrs if they could arrange for some kind of posts to be put in the ground to stop vehicles parking there. County Cllrs Jonathan Evans and Benjamin Thomas will make some enquires. The notice board is getting very wet inside when it is raining. Chair Cllr Brian Griffiths and Cllr Chris Morgan will have a look to see what can be done. County Cllr Jonathan Evans handed an email to the Chair explaining that The National Grid will be 95

clearing some trees and shrubs from under power lines in the Iron Bridge Road area. A map was attached. 10.04 The Chair asked if anyone had any Community Council hi-vis tabards. Cllr Chris Morgan will make enquiries for new ones. Cllr Linda Morgan said that it was an awful shame that Cllr Graham Walters had resigned. She said, he has done so much for the community, everyone agreed. ANY OTHER URGENT BUSINESS BY PERMISSION OF THE CHAIR. None. DATE OF NEXT MEETING. The date of the next meeting will be Monday 27th January 2013 at 19.00hrs The meeting closed at 20:15hrs.
