PROPUESTA DE UN NDICE PARA MEDIR LA SOSTENIBILIDAD EN DESTINOS TURSTICOS UBICADOS EN PASES EN VAS DE DESARROLLO.

Resumen
El turismo es una de las actividades con mayor interdependencia del entorno donde se desarrolla, el atractivo del paisaje local e identidad cultural del destino turstico (DT) propician la afluencia de turistas. Asi existen casos donde luego del deterioro ambiental ya sea por saturacin al exceder la capacidad de carga o limitada capacidad de gestin local, los destinos tursticos van perdiendo su atractivo entrando en la fase de declive. Por otro lado los efectos de la actividad turstica sobre en el DT de pases en vas de desarrollo no necesariamente se traduce en el desarrollo de la poblacin local, sino de un grupo de empresas tursticas externas al DT, generando beneficios marginales mnimos para la poblacin local, este fenmeno se traduce en algunos casos en el rechazo al turismo por parte del habitante local. Al consultar estudios previos en materia de turismo y sostenibilidad, destaca la escasa informacin y continuidad en la elaboracin de instrumentos de monitoreo de la sostenibilidad de los destinos tursticos a nivel de ecosistema local, aplicado especficamente para pases en vas de desarrollo. La presente Tesis contiene un anlisis de la sostenibilidad de los destinos tursticos, con nfasis para pases en vas de desarrollo que cuenten con potencial turstico. Se analizan especficamente los impactos de la actividad turstica en los aspectos, sociales, culturales, ambientales y econmicos de los destinos tursticos del Valle Sagrado de los Incas (VSI). El objetivo es proponer un instrumento para medir el grado de sostenibilidad de los destinos tursticos, a partir de sesiones de anlisis interdisciplinares mediante investigacin de estudios previos, talleres insitu y juicio de expertos, se disea, construye y valida un instrumento para medir el nivel de sostenibilidad de los destinos tursticos denominado ndice de Sostenibilidad del Destino Turstico (ISDT).

A partir de recomendaciones de la Organizacin Mundial del Turismo (OMT) el Programa de Naciones Unidas para el Medio Ambiente (PNUMA) y la Organizacin para la Cooperacin y el Desarrollo Econmico (OCDE), son tres los requisitos para la definicin de las variables: utilidad para los usuarios, consistencia analtica y capacidad de medir los cambios. Se han seleccionado nueve variables independientes (calidad y disponibilidad del agua para consumo humano y calidad de aguas grises, gestin de residuos slidos domsticos dentro del DT, concentracin anual de turistas, ndice de Desarrollo Humano (IDH) local, prevencin y erradicacin del turismo sexual o explotacin sexual de niosnias y adolescentes (ESNNA) asociados al turismo, nivel de satisfaccin del turista y nivel de satisfaccin de los habitantes locales) agrupados en tres componentes: 1) la contaminacin ambiental en el DT, 2) la presin sobre la capacidad de infraestructura por congestin y 3) el cambio sociocultural de la comunidad receptora. La aplicacin piloto del ISDT se realiz en tres destinos tursticos emblemticos del Valle Sagrado de los Incas (VSI) del Cusco: Pisac, Ollantaytambo y Chinchero; Obtenindose un ISDT Medio para los tres destinos tursticos de 0,650, 0,671 y 0,690, respectivamente, en la escala de cero a uno, donde cero (0) corresponde al ISDT bajo (destinos tursticos no sostenibles) y uno (1) corresponde al ISDT alto (destinos tursticos sostenibles). Al realizar un anlisis de los resultados obtenidos para las nueve variables seleccionadas, destacan las siguientes conclusiones. En general para los tres destinos tursticos en el presente estudio, las variables: Prevencin y erradicacin del turismo sexual (0,367), Concentracin anual de turistas (0,375) y la Gestin de residuos slidos domsticos (0,433), son las que menor valor obtuvieron, en cierto modo son los responsables del bajo ISDT obtenido, en consecuencia estos tres temas deberan ser priorizados en la gestin tanto a nivel municipal y entidades sectoriales del turismo, requieren alta prioridad para mejorar el grado de sostenibilidad de la actividad turstica en los destinos tursticos del Valle Sagrado de los Incas.

Por otro lado, en el extremo superior, se han obtenido valores altos de sostenibilidad para las variables: Relacin entre Turistas y Capacidad de carga (1,00), Calidad del agua para consumo (0,98) y Satisfaccin del Turista (0,87), condiciones que se deben mantener y/o mejorar en cuanto a la calidad del agua. Si bien la capacidad de carga de los destinos tursticos analizados no han sido superadas, se debera considerar mejorar la infraestructura los circuitos tursticos para recibir una cantidad de turistas cada vez ms creciente, a un ritmo del 16% anual. Con estos tres casos de estudio podemos concluir razonablemente que el ISDT es una herramienta til y que operativamente es vlido para determinar el nivel de sostenibilidad de un DT. Adems, con los resultados obtenidos se ha corroborado la hiptesis inicial de que los destinos tursticos evaluados no tienen un rango de sostenibilidad alto. Los resultados obtenidos en la presente investigacin, al ser pionero para pases en vas de desarrollo en el sector turismo, representan la Lnea Base, para futuras mediciones de la sostenibilidad de los destinos tursticos, especialmente en los destinos con mayor presin de visitantes o crecimiento poblacional. De esta manera verificar la tendencia de las variables que conforman el ISDT.

Summary
Tourism is one of the activities with greater interdependence of the environment where it grows, the attractiveness of the local landscape and cultural identity of the tourism destination (DT) favor the influx of tourists. So then there are cases where environmental degradation either saturation to exceed the carrying capacity or limited capacity of local management, tourist destinations are losing their appeal entering the decline phase. On the other hand the effects of tourism on the DT for developing countries does not necessarily translate into the development of the local population, but a group of tourism businesses outside the DT, generating minimal fringe benefits for local people This phenomenon results in some cases tourism rejection by the local inhabitants. By consulting previous studies on tourism and sustainability, highlights the lack of information and continuity in the development of tools for monitoring the sustainability of tourism destinations local ecosystem level, applied specifically to developing countries.

This thesis contains an analysis of the sustainability of tourism destinations, with emphasis on developing countries that have tourism potential. Specifically analyzes the impacts of tourism on the aspects, social, cultural, environmental and economic benefits of tourism destinations in the Sacred Valley of the Incas (VSI). The aim is to propose an instrument for measuring the sustainability of tourist destinations, from analysis sessions interdisciplinary research by previous studies, workshops and expert judgment insitu, designed, constructed and validated an instrument to measure the level of sustainability of tourism destinations called Sustainability Index Tourist Destination (ISDT). Based on recommendations of the World Tourism Organization (UNWTO), the United Nations Program for Environment (UNEP) and the Organization for Economic Cooperation and Development (OECD), there are three requirements for the definition of the variables: utility for users, analytical consistency and ability to measure changes. We have selected nine independent variables (quality and availability of drinking water and gray water quality, domestic solid waste management within the DT, annual concentration of tourists, Human Development Index (HDI) local, prevention and eradication of sexual tourism or sexual exploitation of children, and adolescents (ESNNA) associated with tourism, tourist satisfaction level and satisfaction of local residents), grouped into three components: 1) environmental pollution in DT, 2) pressure on the infrastructure capacity and congestion 3) sociocultural change of the host community. The pilot implementation was done in three ISDT destinations emblematic of the Sacred Valley of the Incas (VSI) of Cusco: Pisac, Ollantaytambo and Chinchero; obtaining a Middle ISDT for the three destinations of 0.650, 0.671 and 0.690, respectively, in the scale from zero to one, where zero (0) is the low ISDT (unsustainable tourist destinations) and one (1) corresponds to high ISDT (sustainable tourism destinations).

When performing an analysis of the results for nine selected variables include the following conclusions. Overall for the three tourist destinations in the present study, the variables: Prevention and elimination of sexual tourism (0.367), annual concentration of tourists (0.375) and domestic solid waste management (0.433), have the lowest value obtained, are somehow responsible for the low ISDT obtained consequently these three topics should be prioritized in the management both at the municipal and tourism sector entities, require high priority to improve the sustainability of tourism in tourist destinations Sacred Valley of the Incas.

On the other hand, in the high end, high values were obtained for the variables of sustainability: Relationship between Tourists and capacity (1.00), quality of drinking water (0.98) and tourist satisfaction (0, 87), conditions that must maintain and / or improve the quality of the water. While carrying capacity of tourist destinations are unsurpassed analyzed should be considered to improve the infrastructure for tourism circuits a number of tourists ever increasing, at a rate of 16% annually.

With these three case studies we can reasonably conclude that the ISDT is a useful and valid operatively to determine the level of sustainability of a DT. Moreover, the results obtained have confirmed the initial hypothesis that tourist destinations have not evaluated a range of high sustainability.

The results obtained in this investigation, to be a pioneer for developing countries in the tourism sector, represent the "baseline" for future measurements of sustainability of tourist destinations, particularly in locations with increased pressure from visitors or population growth. Thus check the tendency of forming the ISDT variables.
