Albany County and Community Partners Announce
Innovative Juvenile Detention Alternative Program
ALBANY, NY - Albany County Executive
Daniel P. McCoy and the Honorable Gerard E.
Maney, Supervising Judge of the Family
Courts in the Third Judicial District, the
Department for Children, Youth and Families
(DCYF) announced the launch of an innovative
program that will determine the best way for
the county to reduce the number of youth
placed in secure detention facilities.
Albany County has been selected by the state
Office of Children and Family Services Division
of Juvenile Justice and Opportunities for Youth
to be one of six Juvenile Detention Alternative
Initiative (JDAI) sites in New York. Sponsored
by the Annie E. Casey Foundation, JDAI has
proven to be successful in other areas of the
country.
ALBANY, NY - Former welfare recipient-turned
-business owner Sarah Fish says she used to
be on public assistance and took advantage of
the system.
"I also spent a lot of that money on things I
shouldn't have and I know first hand the
gaping holes in our public assistance
programs," Fish said.
Now she's being used as a spokeswoman to
limit some of the spending she says she
shouldn't have done.
State Senate Republicans screened a news

Three charged in connection with
$10,000 social services fraud
COHOES, NY - Three people are arrested,
accused of defrauding the Department of
Social Services of $10,000. Even though
police knew who they were looking for,
tracking down the whereabouts of one of the
suspects took a little extra work.
Lailuma Meherdil, 44, was arrested at her
Cohoes home. Her husband, Amirjan
Hayatullah, 47, was working in Louisiana
employed by the United States Government as
a translator on an army base, where police say
he earned $150,000 a year.
The following week, police learned Hayatullah
had returned home, but threatened to kill his
wife if she revealed his whereabouts.
Police found Hayatullah by secretly following
the couple's son, Neshat Hayatullah, to a
hiding location in a wooded area on Manor
Avenue.
The three suspects now face several charges.

Alex Patel Fined $750.000:

COLONIE, NY - Well known community
member Alex Patel is in deep trouble after
Colonie officials found over 250 code
violations in his Skylane Motel.
Now Alex Patel, is looking at up to $750,000
in fines. He appeared in Colonie Town Court
Thursday morning with his attorney, pleading
not guilty to all 254 code violations lodged
against him.
The Town Attorney, Michael Maggulli, and
Town Supervisor, Paula Mahan, were also in
the courtroom.
Maggulli said this case is preliminary and there
will be no plea bargaining as the town will be
seeking maximum penalties.
Meanwhile, Colonie officials raided Patel's
other location, Blue Bell Motel and found over
hundred code violations in this motel too.

Pakistan need a visionary leader

I just visited Karachi, Pakistan. During my 9
day trip, I noticed that the battles are being
fought by the Pakistanis on all fronts, but the
war has not been won in any of these battles.
Certain provinces are asking for more
autonomy, but nothing is being done to solve
this situation. Target killing is an everyday
affair in most areas of Pakistan, especially in
Karachi and Baluchistan. The idea of unity,
faith, and discipline was perceived by our
founders, but it is nowhere to be found.
Intolerance, corruption, lawlessness, traffic
jams, smog, obesity and other illnesses, are
the topics which are being discussed in every
household during their dinner table
discussions.
Premier Nawaz Sharif's government has so far
been ineffective in dealing with the pressing
issues of the economy. Foreign exchange
reserves are so low that the country has a
hard time meeting their foreign trade
obligations on a monthly basis. They have
been running anywhere between $4 to $6
billion dollars each month, and that is not even
sufficient to meet their financial obligations to
other countries; this is extremely pathetic,
because of the uncertainty that has been
created in the environment by past regimes.
Cronies are being appointed at important posts
by Sharif's government, like with Bhutto and
Zardari. Foreign direct investment is very
tepid, but consumerism is on the rise. Western
styles are being pushed to the public without
strengthening the basic structure of the
economy; this is very alarming.
Overseas companies are reaping profits
not into learning, but perhaps more into
adapting Western life styles. Kids are mixing
up with each other, and that may give rise to
social problems and other issues, as the West
has been facing. This will be a dangerous
trend to watch, since the education system has
been totally destroyed. Nawaz Sharif was
brought in with a lot of pomp and show, but
nothing tangible has been shown by him so
far. My prediction is that if nothing is shown
within this year, he should be kicked out by the
masses. Let someone with the vision takeover
and at least restore confidence in the
economy, and that person will be the lesser of
evils. Imran Khan may not be a visionary
leader, but he can restore a little faith in the
economy. If we are to become a nation, we'll
have to harmonize, unify, integrate, embrace,
and bring every province with their aspirations
into the equation and system; only then can
we perhaps restore the dream of our founders.

Ancient village discovered
in downtown Miami
MIAMI, FL - Archaeologists uncovered an
ancient Native American village that could
date back 2,000 years in Miami.
It's being called one of the most significant
prehistoric sites in the US. The Miami Herald
reports that over the past several months,
archaeologists have dug up eight large circles
made up of uniformly carved holes in the
limestone. These could be foundation holes for
Tequesta Indian dwellings.

The foreign hand
As the oldest party in India, the
Congress has often in the past fallen
back on the foreign hand theory,
blaming anti-government protests on
agents provocateurs from abroad.
So it must be rather disquieting for the ruling
party now to find that its late matriarch Indira
Gandhi herself had courted that much-vilified
foreign hand when she was prime minister and
that too on an issue that was one of the most
sensitive. The foreign hand furore was
resurrected last month after British Labour MP
Tom Watson revealed that he had come
across classified documents indicating the
past government of British prime minister
Margaret Thatcher had advised the Gandhi
cabinet on what course of action to take to
remove militants hiding in the Golden Temple
in Amritsar.
Operation Bluestar, the military attack
launched by the Indian government in 1984 to
flush out the separatists, damaged the temple
the Sikh community regards as its holiest
shrine, killed hundreds, and created a sense of
isolation in the community that is still
unhealed. Eventually, it also led to Indira
Gandhis assassination which in turn triggered
communal riots whose wounds have been
festering even today. That dark chapter in
Indias history still remains open with Indian
courts failing to punish the Congress leaders
involved in the riots and killings. The issue was
brought up again last month when Gandhis
grandson and Congress prime minister
aspirant Rahul Gandhi tried to absolve
Congress men of involvement in the carnage
and hedged on offering an unconditional
apology to the victimised community.
Now with the discovery that the British
government had advised an offensive and
sent an officer to India for a consultation, the
Sikhs sense of injustice and betrayal has been
inflamed anew. Though British PM David
Cameron has hastily ordered an investigation
in order to smooth ruffled feathers, the incident
could not have come at a worse time. As the
Congress gears up for the general election in
April-May amid poll predictions that the
opposition Bharatiya Janata Party (BJP) would
wipe the floor with it, the Golden Temple
skeleton would add to the anti-Congress
sentiment in the Sikh voter. It would also take
some of the wind out of the sails of the
Congress election campaign. The partys key
strategy has been attacking the BJPs prime
ministerial candidate Narendra Modi on the
ground that under Modis chief ministership
Gujarat suffered appalling sectarian violence.
Now the Golden Temple spectre would remind
Indians that the Congress too has been guilty
of inciting communal violence and would cast
a long shadow on the partys prospects.

Uncertainty reigns in Indian politics

With opinion polls projecting a major victory for
Bharatiya Janata Party (BJP) because of
political tide apparently turning in favor of
Narendra Modi, a lot is at stake for this party
and its campaign manager (Modi) in
forthcoming parliamentary polls.
If the projected speculations prove to be
correct, Modi would emerge as the major
winner. If not, that may spell the end of
politicking at the national level for Modi.
Interestingly, other key politicians in this race
are caught in a similar political situation.
Failure to perform well may spell political death
at the center not just for Modi but also for
Congress leader Rahul Gandhi and Aam
Aadmi Party (AAP) chief Arvind Kejriwal.
If Congress performs miserably in
parliamentary elections, that may be the end of
this party and Rahuls political innings for quite
some time. Though the Congress party has
refrained from naming Rahul as its prime
ministerial nominee, it is fairly clear that it is
playing this card cautiously. Since Rahul is in
charge of the partys political campaign, if the
Congress succeeds in returning to power, he
is likely to be crowned as its prime ministerial
nominee. The Congress does not want to
project his name ahead of the results for if it
fails to return to power, greater noise would be
made about the people having rejected
Rahuls candidature as thweir prime minister
than the partys defeat.
Modis political drive to the center may be
compared with several regional leaders who
have also tried marking their presence in
national politics but have proved to be a
greater success in their own home states. At
one time, Trinamool Congress was an ally of
Congress-led United Progressive Alliance
(UPA). With the support of Congress, the
Trinamool won the West Bengal assembly
elections in 2011 and the party leader Mamata
Banerjee took over as the state chief minister.
The Trinamool withdrew from the UPA in 2012
over some differences. In the present
545-member Lok Sabha, this party has 19
members. It is to be noted that West Bengal
sends 42 members to Lok Sabha. Though
Trinamool is in power in West Bengal, in Lok
Sabha it has less than 50 percent members
from this state.
A similar point may be made about Samajwadi
Party (SP), which at present heads the Uttar
Pradesh (UP) state government. The SP has
22 members from UP in Lok Sabha, a state
that is represented by 80 parliamentarians in
this House. Likewise, Janata Dal-United
(JD-U) heads the Bihar government but has
only 19 out of 40 members from this state in
the Lok Sabha.
Compared to 112 seats held by BJP, the
Congress has 204 in the present Lok Sabha.
Performance of either party would be viewed
as dismal if they win fewer seats than they
have at present in the Lok Sabha. It is feared
that the meteoric rise of AAP in Delhi may
create a major political dent for both the
parties in parliamentary polls. It is to be
watched whether AAP proves politically
dangerous for the Congress and BJP or not. At
present, AAP heads the Delhi state
government with external support from the
Congress. With each passing day, AAP seems
to be losing support of common people and
also the media because of its failure to deliver
what it had promised during its campaign.
It would not be surprising if the political reach
of AAP remains confined to Delhi assembly.
Prospects of either Rahul or Modi ensuring a
sweeping victory for their respective parties
may be viewed as practically impossible. The
rise of numerous regional parties has
minimized chances of a single party heading
the central government.
The decision of the Congress to play on its
oft-used secularism against communalism
card may thus be guided by another reason. If
the Congress performs poorly, this card may
be used to bring together regional parties with
secular intention of keeping the BJP out of
power and preventing Modi from becoming the
prime minister. And that would also prove a
testing ground for the political reach of Rahul,
beyond that of his own party. So far, he has
been politically pampered within the Congress.
If the BJP succeeds in forming the next
government, Rahul would have to prove his
credentials as an opposition leader. If
Congress decides to support a third front
government, Rahul may have to play even a
greater role. That this hard reality has dawned
on Rahul is marked by his having recently
given his first television interview. As a political
gamble it has helped him gain substantial
media coverage and also that of other
politicians as well as people. But this sole
interview alone cannot help him or his party
electorally.
If Congress succeeds in returning to power,
would Rahul prefer remaining a leader within
his own party or move beyond to taking charge
of the next government? Whatever be the
outcome of 2014 parliamentary polls, it is clear
that Rahul will have to extend his political
reach beyond that of being a Congress leader.

Older, fitter, stronger, better
Shivnarine Chanderpaul is 39, but over the last few years he
has racked up some unbelievable numbers

All the stats exclude numbers from
Chanderpaul's 150th Test, in Mumbai between
India and West Indies.
While things have crumbled all around him in
West Indies cricket, Shivnarine Chanderpaul
has managed to not only maintain his
standards but also raised the bar consistently
throughout a career that has already lasted
almost 20 years and shows no sign of ending.
The Mumbai Test is his 150th, which puts him
in a select group of seven who've played that
many Tests.
Chanderpaul made his Test debut in March
1994, which means his Test career is nearly
20 years old; even by the Sachin Tendulkar
yardstick, that's an impressive timespan of
top-class cricket. The fact that West Indies
play fewer Tests than other top teams means
he has had to play longer to reach the
landmark: Ricky Ponting played 168 Tests in a
17-year career, Allan Border played 156 in 16,
while Rahul Dravid notched up 164 in 16.
Chanderpaul is 39 already, but quite
remarkably has been batting better than ever
in the last few years, with his form and his
appetite for runs showing no signs of abating.
Splitting up his 150-Test career into three parts
further reveals just how prolific he has been in
the last third of that period. In the first third of
his career, from his debut to the end of 2001,
he averaged marginally less than 40 from 49
Tests, and the most striking aspect of his
career up to that point was his inability to
convert fifties into hundreds. He had only two
centuries, and 22 scores between 50 and 99.
In fact, in his first 14 innings in Test cricket,
Chanderpaul had eight scores of 50 or more,
but the highest among them was 82. By the
time he scored his first Test century - 137 not
out against India, an opponent he's had plenty
of success against throughout his career - he
had already racked up 13 fifties from 29
innings. The second hundred came reasonably
quickly, but only two centuries in 49 Tests was
rather poor returns for a specialist batsman,
and the period between 1998 and 2001 was
quite a struggle, as he averaged 31.43 from 25
matches.
In 2002, though, he ended the rut quite
emphatically, and hasn't really looked back
since. It helped also that West Indies played
eight Tests against India, his favourite
opponents, in 2002: Chanderpaul made full
use of that opportunity and amassed four
centuries in those eight Tests, thus also
dispelling the notion that he couldn't bat long
periods and make big scores. In those five
years between 2002 and 2006, he scored 12
centuries from 52 matches and averaged
almost 50.
Since then, he has been absolutely
unstoppable. From the beginning of 2007,
which also coincided with Brian Lara's
retirement, Chanderpaul has averaged a
staggering 70.52 from 48 matches (excluding
his 150th Test). No other batsman has come
close to those numbers during this period.
Chanderpaul's batting position has been a
topic of plenty of debate through most of his
career - especially in the recent years, given
that he is by far West Indies' best batsman -
but there's no doubt that the No. 5 and 6 slots
have suited him much more than batting
higher up the order. When batting at Nos. 3
and 4 he averages only 34, though it's also
true that many of those innings were played in
the early part of his career. Batting at Nos. 5
and 6, his average shoots up to 60.
Only Steve Waugh has scored more runs than
Chanderpaul at Nos. 5 and 6. Waugh scored
9919 runs in these two positions, at an
average of 54.50. However, given the strong
Australian batting line-up when he was around,
his role was often to consolidate an already
healthy position; Chanderpaul's staple role, on
the other hand, has been to resurrect a wobbly
innings, often with little support at the other
end.
In the 48 Tests he has played after Lara's
retirement, Chanderpaul has averaged 70.52,
scoring 14 hundreds, which is as many as he
scored in 101 Tests before this period.
Since the beginning of 2007, no batsman has
averaged as much as Chanderpaul has. The
next-best is Kumar Sangakkara at 64.54, while
Hashim Amla's 57.61 is third. Admittedly, 21
not-outs has contributed to that extraordinarily
high average, but even after excluding those
not-outs, Chanderpaul has still scored 52 runs
per innings.

Shivnarine Chanderpaul
While Chanderpaul has averaged 70 since
Lara's retirement, the rest of the West Indian
top order has been consistently disappointing
during this period: they've averaged 31.77,
which is less than half the average that
Chanderpaul has maintained. Chanderpaul
has averaged a century every 5.7 innings
during this period; the other West Indian
top-order batsmen have averaged a hundred
every 17.3 innings.
The aspect that stands out about
Chanderpaul's batting is the price he puts on
his wicket, and the length of time he bats
almost every time. The scoring rate rarely
bothers him, and neither do the fall of wickets
wickets at the other end. Since the year of his
Test debut, the only batsman who has faced
more deliveries per dismissal (with a minimum
of 6000 balls faced) is Dravid - he averaged
123.06 balls per dismissal, while Chanderpaul
is marginally behind at 120.75 balls per
dismissal. Jacques Kallis is the other batsman
in the 120-ball club.
Since 2007, though, Chanderpaul is in a
league of his own, with an average of almost
165 balls per dismissal. No other batsman
comes close: the next-best, Misbah-ul-Haq, is
41 deliveries lower.
Chanderpaul's stats are consistent in most
aspects: he averages more than 40 in all
countries where he has played at least five
Tests except Pakistan and Australia. The one
country he has consistently struggled in is
Australia: in 21 Test innings he has a highest
of 82, and an average of 30.20. In Pakistan he
averages 32.54, but he hasn't played there
since 2006.
His consistency also extends to his stats
against different types of bowling. As the table
below shows, he averages between 57 and 68
against the different bowling types. No bowler
has dismissed him more than seven times;
Anil Kumble has got him out most often with
seven, while Kallis, Angus Fraser and Danish
Kaneria have dismissed him six times each.
And finally, Chanderpaul has scored 2321 Test
runs since the age of 35, at an average of
64.47, which is the highest average by any
any batsman who has scored at least 2000
runs since turning 35. Several batsmen
average in the 50s after the age of 35, but
Chanderpaul stands alone with a 60-plus
average. (Sachin Tendulkar's average after 35
is 49.57 from 52 Tests.) Clearly, Chanderpaul
is still at the top of his game, and is likely to
stay there for some time yet.

USCIS Revises Form N-400,
Application for Naturalization
WASHINGTON - As part of its form
improvements initiative, USCIS is release a
revised Form N-400, Application for
Naturalization. Through the Federal Register,
USCIS received numerous comments from the
public that helped inform this revision.
The revisions to Form N-400 provide USCIS

LITTLE JOHNNY'S PROGNOSIS
A young mother was having a consultation
with a doctor. As they spoke, her Little Johnny
