PNP Bicol chief orders measures to stop crimes


Deona, who assumed the command of PRO5 only in October last year, said on Wednesday that he expressed his dissatisfaction over the poor performance of the police chiefs and warned that he would relieve any of them who fails and violates the Philippine National Polices three-strike policy in the performance of their work.

LEGAZPI CITY -- Chief Supt. Victor P. Deona, Police Regional Office 5 director, has ordered the 117 chiefs of police across Bicol to step up their campaign against the rising number of crimes in the region.
He said he made the warning during a whole-day command conference on Monday where he discussed his anti-criminality program. Under the program, the PNP Bicol chief said, the chiefs of police are given monthly targets to be accomplished.

DOLE Bicol holds lowest number of unclaimed SPES


LEGAZPI CITY - Contrary to the reports released by the Commission of Audit (COA), in Manila, pertaining to the towering number of unclaimed checks of SPES beneficiaries, DOLEBicol, based on official records of the central office, has the lowest number of unclaimed SPES checks. In the report released by the DOLE Central Office which was presented to the media, yesterday, by DOLE Bicol regional director Nathaniel V. Lacambra, DOLEBicol only has P38,000.00 unclaimed SPES checks. If we divide P38,000.00 to P2,000.00 per beneficiary it means that our unreleased SPES checks will only total to about 19

DOH provl health team steps up CamNorte measles vaccination drive


DAET, Camarines Norte -- The Department of Health (DOH) in Camarines Norte has intensified measles vaccination campaign in the province through surveillance and monitoring of cases. The local government units through the Rural Health Units and Barangay Health Stations are continuously conducting regular immunization under the Expanded Program Immunization (EPI) through measles vaccination to children aged 9 months above. On children 12 to 15 months vaccinations are MMR or Measles, Mumps and Rubella given once to a child. DOH provincial health team chief Dra. Jocelyn Murillo Iraola said as of January 23 this year there were 22 suspected measles cases recorded in the province, this is higher because in 2013 there were only 13 suspected cases during the year. She explained that measles is highly contagious respiratory disease caused by a virus wherein most of the affected are children six (6) months to 12 years old. The virus easily spreads from person to person by sneezing, coughing and close personal contact and among the symptoms

The Peafrancia Basilica, on its 4th year already, will conduct a Mass Wedding on February 14, Valentines Day. This year the partners are the PAGIBIG, Rotary Club of Naga, Naga City Civil Registrars Office, NSO, and the Peafrancia Young Professionals. The said mass wedding is being offered to all those who are civilly married and are above 20 years old that are living together for more than 5 years. The requirements are as follows: Baptismal and Confirmation Certificate, Marriage Contract (for civilly married), Certificate of Cohabitation for those living together for 5 years or more. The couples must present themselves for interview on or before February 5 at the Basilica Office and also attend the pre-cana seminar of Feb 8. PNP BICOL CHIEF ORDERS . . .


These include the arrest of three wanted persons; three recovered lost firearms; arrest of persons involved in illegal drug trade, logging, gambling, mining and other violators of special laws. Deona also warned his six provincial police directors that the strike policy will also be enforced at their level. During the command conference, he also expressed alarm over the 40,331 cases of crime reported in 2013 in Bicol. The number is four times or 400-percent higher compared to the 10,091 cases reported in 2012. The report also showed that out of the total crime volume, 17,658 were index crimes or those committed either against persons or properties while 22,673 cases were non-index crimes (violation of local ordinances or special laws). Index crimes recorded included physical injuries, the highest with 5,203; followed by theft, 3,929 cases; robbery, 1,099; murder, 349; rape, 387; homicide, 184; carnapping, 200l and cattle rustling, 102 cases. The PNP regional crime situation report indicated that of the total crimes recorded, only 5,814 cases were solved while 12,846 were cleared. By province, topping the list in crime volume is Camarines Sur with 11,392 cases; followed by Albay, 10,220 cases; Naga City, 7,175; Masbate, 5,035; Camarines Norte, 2,971; Catanduanes, 2,137, and Sorsogon, 1,401. Incidence of murder was high in the province of Masbate with 100 cases; followed by Camarines Sur, 94; Albay, 65; Sorsogon, 37; Camarines Norte, 26; Caranduanes, 10, and Naga City, 17. Provinces with high incidence of rape cases were Albay with 113 cases; Camarines Sur, 85; Sorsogon, 49; Catanduanes, 44; Camarines Norte, 37; Masbate, 30, and Naga City, 29. -PNA

VISA RULES: Hong Kong administrators have issued immigration regulations requiring PHL official passport holders to apply for entry visas before they can be admitted into the Special Administrative Region (of the Peoples Republic of China). The rule is an open sanction against our government allegedly for Malacanangs failure to officially apologize in connection with the Luneta incident where several HK subjects were killed. Opinions Unlimited supports the Philippine position that we have done everything in retribution for the losses suffered, including payment of damages to the HK families of the victims. Demanding official apology is similar to asking our sovereign state to bow down to the small administrative region of mainland China. That is asking too much. (Rumors are that even ordinary Filipino tourists will soon be required to apply for entry visas to Hong Kong). QUID PRO QUO: If this is resorted to by the HK officials, our government should do the same. DFA should issue a travel advisory to Filipino tourists to avoid HK, mentioning potential risks to their property and lives. The tourism business that Filipinos bring to the Chinese colony is awesome. If our people bypass HK their sales transactions and tourism income will surely be adversely affected.

As complementary measures, we should hasten construction of globalclass tourism facilities in say Laoag, Subic-Clark, Cebu and Davao (for a start). We can look at what HK offers and rival those in terms of available goods and tourist facilities. We have amiable, English-speaking service attendants unlike the ever-growling HK sales people. They always smirk because they cant speak English well. OFWs IN HK: Our DOLE should caution our people from applying for work contracts in Hong Kong. Many of them especially BSE-BSEE graduates can now earn the same rate of net-salaries here. The fallacy that our OFWs (performing menial jobs) are earning well in HK and Middle East should be exposed. We have to disprove our image that PHL is a nation of servants (the insulting name thrown on the Azkals when they beat their HK rivals). In my youth, my father advised me to do the Christian act of offering the other cheek if my opponents spank me. But

he also cautioned me that there could be times when I must defend myself if only to prove that I am a man! Our HK-PHL situation is on the same plain. HKs economy (supported by its bully mother China) is dependent on tourism (where many of our lowly-paid OFWs are serving). We must defend our honor as a nation by responding to the HK insults - with a tooth for a tooth. ECONOMY: Our country should prove to her citizenry that the 7.2% GDP record for the year 2013 is not a fluke. Government must find ways to make the economic bonanza (among the biggest in Asia-Pacific) trickle down to the common people as they are just being enjoyed by wealthy businessmen. More and more opportunities for livelihood for the common tao must be opened to upgrade consumer buying power as vehicle for continuing progress via Buy Filipino First. However, Pres. P-Noy Aquino and his cabinet must also look at a danger signal. Many businessmen are now reeling under from the costly business permits required by local governments. Its good the cost of money is still lower (though signs are that it may gradually go up) but the business expenses are certainly rising. Both national and local taxations are squeezing business operations in the countryside. Aanhin pa ang damo, kung naghihingalo na ang kabayo!. \PROVERB: The oppression of the wicked will sweep them away, because they refuse to do what is right!

The government headed by President Benigno Noynoy Aquino signed a peace agreement with the rebel group called the Moro Islamic Liberation Front last Saturday, January 26, 2014. Since many of us are not well informed of what is provided in this peace agreement, I am hereby quoting the column of Ninez Cacho-Olivares in the Philippine Daily Tribune dated January 27, 2014 entitled Beyond the Moro Substate for our information and study. I am in favor of peace in Mindanao provided this peace does not contain provisions that are unconstitutional and disadvantageous to our Republic. Firearms of the Moro Islamic Liberation Front are not going to be surrendered by the MILF to the Philippine government through its Armed Forces of the Philippines (AFP). Instead, these firearms, which have killed so many soldiers and civilians are to be inventoried by a yet unnamed independent commission (which will likely be headed again by Malaysia, which is super pro-MILF). Neither will the firearms be destroyed. But if, as claimed by both panels, that there is so much trust, and that they all want peace, as well as the Bangsamoro still to be operated under the Philippine Constitution, why then is the MILF not entrusting its firearms and other firepower to the AFP, since the Constitution clearly states that there can only be one AFP? As such, the MILF, or the claimed Bangsamoro government when all is said and done, and upheld by the Supreme Court, should the court suddenly make a 180 degree turn and rule on its constitutionality, after rejecting the earlier peace agreement with the MILF under the Arroyo government, the MILF should give up its firearms to the AFP, as it should be under the command of the AFP. The better question is why the Noynoy panel of negotiators has bent over backwards to give in to the full demands of the MILF, when government should have been negotiating from a position of strength?

The way it looks, it was the MILF that was negotiating from a position of strength, getting virtually everything it has demanded from government from larger Bangsamoro territories, bigger wealth sharing, to even waters of the Bangsamoro expanded. Very likely, the certified Amboy that Noynoy is, heeded the dictates of old Uncle Sam who has been eyeing Mindanao for so long. And Uncle Sam may have it too, in a decade, if not a couple of years, as it wont be long before the Bangsamoro nation will be declaring independence, which is what its so-called self-determination is all about. And the Muslim world will be aiding the Bangsamoro nation in its fight for independence. There is hardly any formal time for the decommissioning as it will be done, supposedly in stages. Why should there even be stages in this when the MILF is already given that which it has asked for, by way of even the setting up of a pure parliamentary system under a constitutional presidential form of government, and where an autonomous region is airbrushed out of the Constitution and replaced by a Bangsamoro substate with its own Constitution and a Bangsamoro law that will be passed by a subservient Congress? Why should indigenous peoples and Christians live under Muslim laws? And

why should the Muslims enjoy that which is not being enjoyed by other regions in the country? No other region, including metro Manila, can have its own police force, as the countrys police are all under the Philippine National Police. No other region in the country can have a military force as all soldiers fall under the command of the AFP. No region that is bounded by waters is given that right to have the waters belong to that region, and where a big percentage of the wealth goes to that region. Why deny other regions the right to establish a substate? All because of the wish to have peace in Mindanao? Peace cannot be had in Mindanao, not when the Muslims are still tribal in orientation, such as Muslims with the Abu Sayyaf, or the Moro National Liberation Front, or the Bangsamoro Islamic fighters, a rival faction of the MILF, not to mention the Christians and the indigenous peoples in Mindanao and not when there are so many loose firearms still around including those of the MILF. There is no intent to really give up the firearms because the MILF is looking way beyond just establishing a substate. When the time is right, and when the MILF already has the state of the art helicopters and air defense, the big battle for independence begins. And the republic has been lost. That will eventually be the legacy of Noynoy, who, instead of defending the Philippine territories, handed it to the Muslim rebel group. ***** I wish to correct a sentence erroneously printed in my last weeks column. It should be: Sec. Soliman was also quoted as saying that the supposed 7,782 missing household beneficiaries of CCT have already been accounted for with COA, but which irregularities are being repeated not separted by the DSWD in succeeding COA reports.

SM FOUNDATION INC. SCREENING OF APPLICANTS IN NAGA CITY


Graduating students from various high schools of the Department of Education in Naga City and Camarines Sur took part in the written examination and interview conducted by the SM Foundation Inc. at the Event Center, SM City Naga last January 21, 2014. LEGAZPI CITY The Department of Trade and Industry (DTI) regional office here is mulling to facilitate registration of geographical indication (GI) for Bicol Pili as part of product developmental approach in the use of industrial property for the total development of the pili nut industry. DTI Bicol regional director Jocelyn Blanco said the initiatives will be facilitated by the agency, in partnership with the Intellectual Property Office Philippines (IPOPHL). Blanco explained that

geographical indication means a specific intellectual property right that designates a product from a specific region and whose characteristics result in both the natural conditions of its origin and the expertise of local producers. Most commonly, a geographical indication consists of the name of origin of the goods. Famous example: CHAMPAGNE is used exclusively for French Wines in the champagne province of France, she said. GI, according to Blanco, is a powerful intellectual and economic asset not only of the

region but also of the nation, as it leverages products to compete globally. It is a valuable marketing tool in todays global economy. DTIs move towards GI for Bicol Pili aims to promote and better protect pili nut in the local and international markets, she said. She furthered that this dynamic instrument leads to wider market reach including trade negotiations between and among economies. DTI Bicol meanwhile slated a consultative conference with stakeholders

on February 18, this year to present the prospect and equip the pili industry stakeholders with enough information on the requirements needed for the registration of Bicol Pili as GI. On the same conference, the Technical Working Group (TWG) that will draft the Code of Practice will also be created. Blanco noted that after almost a couple of years of negotiations, DTI Bicol is able to build an institution from a cross sections of stakeholders of the pili industry. - JRBerango-DTI5

Albay Governor Joey Salceda told a recent press conference here, Spain will use the Albay rehabilitation model for local government units (LGUs) it choses to help in the post Yolanda reconstruction program. AECID officials visited Albay last week and discussed the details of new projects with Salceda. The visitors included Antonio Gonzalez, head of the agencys Department of

Cooperation for Asia and Arab countries; Vicente Selles, coordinator general; and his deputy, Norberto Gomez de Liano. Salceda, who is co-chair of the UN Green Climate Fund, said Spain was impressed by how Albay has implemented Spains assisted projects. Their expanded partnership banks on Spains ready resources and Albays dexterity in DRR and CCA, being UN Global

Model in these fields. Facilities funded by AECID and implemented by Albay have remained impressive, well maintained and very clean, and were visited by Queen Sofia herself, Salceda said, quoting AECID coordinator general Selles. LEGAZPI CITY -- Gov. Joey Sarte Salceda on Wednesday said medical teams from the United States and Australia will conduct separate medical missions in Albay this February. Salceda said the foreign humanitarian teams are scheduled to perform surgical operations on patients with cleft lips and cleft palates on independent missions dubbed as Faces of Tomorrow and Helping Children Smile, Inc., respectively. The US team is composed of 33 doctors, surgeons and specialists and is scheduled to have its mission on Feb. 3-7 at the Bicol Regional Training and Teaching Hospital

(BRTTH) in this city. Initial screening of patients will be held on Jan. 30 at the BRTTH Out-patient Department-Pedia/Wellness Center while the final screening by the US surgeons is scheduled on Feb. 2. The Australian team of 13 medical personnel, on the other hand, will conduct its mission on Feb. 24 until March 5 tentatively at the Josefina Belmonte Duran Memorial District Hospital (JBDMDH) in Ligao City. Initial screening for this mission will be conducted at the BRTTH on Feb. 17-19 while the final screening is on Feb. 23 at the JBDMDH. - (PNA)

Raising Sons
My mother raised five sons without difficulty. They grew up to be fine gentlemen and raised their families well. There were no restrictions. They courted girls of their choice and married as they pleased. They would go out and come home late but whole. They also smoked cigarettes and drank but not out of their minds when they got home. But that was years back. My oldest brother who occupied a high position at the University of the Philippines died in 1987. My second oldest brother who was a chief of police died in 1995. My third oldest brother, an accomplished insurance underwriter, died two years ago and my fourth oldest brother, a very simple father, died only last December. The one I followed, a successful customs broker, died five years ago at the prime of his life. So, all my brothers have gone. Do males die ahead of females? My mother raised them very simply. Her sons grew up very normally. They lived successfully. I never got to see my mother worry when they were not yet home and it was a bit late already. But those were the times. Men could go gallivanting around unafraid that they might be robbed or held up or get into some drinking or pot sessions. Pot was never heard then, Those were the times when one could stay late and come home safely. We had a very peaceful country then. Yes, there were no peddlers of dope. Cigarettes and wine were peddled too but they were dispensed moderately. I raised my only son in Manila where he grew up. I had a most terrifying time. When he was not home at 9:00 I would start worrying. From school, did he meet an accident, was he robbed, did he get into trouble with some unruly souls in the street? The mobile phone was not a fad then. If you wanted a cellphone, you will have to invest thousands. Those were the analog days. At any rate, he grew up into a fine man, married well and raised his family with more than just an ordinary fatherly attention and care. When I had my grandsons who are my sons children, I decided to move to the province where I am now with two teenage boys, ages 17 and 16. Today, I worry about them when they are not home at 8 in the evening. Where could they be? Did they get into a bad company? But I am a little more at ease than when I was I was raising their father in Manila. At least in the province, in Iriga particularly, when they are not yet home and its getting late, I know where to locate them. In their friends homes or if they are not there, they could easily be contacted through their mobile phones. Today, the difficulty of raising sons is compounded by the fact that there are just too many things outside the house that children can be vulnerable to. There are many places they can go to and they are not actually the ones we can call decent like disco bars and other entertainment joints that may not run highly recommendable shows. Or, boys can get to join companies that may have questionable characters and could influence them to drink and smoke at their very young age. Raising sons. It could be the same as raising daughters but sons stand more risk outside the home than their sisters. Raising children entails a lot of prayers.I personally have devoted myself to St. Pedro Calungsod for my two growing teenager boys that they may grow up in the fear of the Lord and that the young St. Pedro Calungsod hovers them all the time and keep them safe and in good company.

Care for the environment should start among the young. More especially among children in school. They are, after all, the beneficiaries of a clean world. Thats their world when they grow up to be parents and professionals. How very often we see children in school easily dispose of their trash just about anywhere in the school campuscandy wrappers, plastic cups and bottles, papers which, of course, are biodegradable but still they make the ground dirty and not pleasing to the eyes. I know, for a fact, that they are taught care for the environment by their teachers. No teacher would allow a student to throw garbage irresponsibly. But most often, these teachings or reminders fall into deaf ears. So, before it is too late, there must be a more stringent imposition for school children to care for their environment before its too late. What they learn in school, they could take home and educate their own family who may not be very much aware of nature care. According to an environmental philosopher, Andreas Weber, children should be exposed to nature early and often allowed the freedom they need. It becomes a primary obligation of their teachers to instill in the minds of the very young children the importance of nature care, the effects of not caring for them. They must learn that they breathe oxygen from the air, they get water from the river, lakes and streams, they get food

from plants and animals, they get warmth from the sun, etc. Polluting, the air, water, not taking care of animals and plants, these cause destruction to man. There are a thousand and one ways of taking care of the environment and most of them only needed common sense. For example, plastics should not be burned or just thrown away because they are most likely to find their way in the drainage and when then drainage is clogged it causes flood and eventually flood causes detriments to man like sickness and even death. Children should be encouraged to care for plants. But, the first activity is to encourage the children to plant trees and to take care of the trees that they planted making sure they do not die but grow into full blown trees. We have seen on national broadcasts children in Puerto Princesa pick up on the streets thrown candy wrappers and junk food containers and putting them in their bags and throwing them in garbage cans and big bins that are very visible in practically all corners of the city. Hurrah! To these children. May their tribe increase! Certainly, these children now are looking forward as adults in a very healthy environment. The time to take care of the environment is now.

I am happy in the thought that my job is giving me the kind of satisfaction I sought when I first applied for a clerical position.. A clerk is not a mere employee as some would probably think. The clerk is a very important administrative support staff which is a critical component for an organization to achieve its mission. Considering this premise, i stand tall. The important functions that clerks are delegated to do are very potent in any organization or company. Other than just keep records and other pertinent documents, she is (I am using the personal pronoun she because I am aware many who occupy clerical positions are females just as many office secretaries are females too) someone whose position is one of trust and confidence. The job of a clerk calls for someone who must be hardworking and really very organized. She does not end her day just so but she ends her day knowing pretty well that tomorrow is the continuity of today. That is how a clerk looks are her job. It means that she is very task-oriented. In these times of high technology, the clerk is expected to be able to know how to operate with ease the very modern gadgets that now are very characteristic of a functional organization. Personally, I have yet to get very much acquainted with many other modern and high-tech gadgets that modern offices are

equipped with. But basically, the computer is today the most important tool for a clerk to perform her numerous jobs. So, it dawns on me to get to be familiar with all that the computer is expected to do thus making works faster and with ease. The clerk is the front of any organization. When people come to the office to inquire just about anything, the clerk is the person to be consulted. This calls for harmonious human relations. When records are needed, she is the best to perform to know what these records are and where they are. This goes without saying that she can be depended on in many instances. It is normal for the clerk to organize meetings and coordinate with all those who shall be involved in such exercise. She, likewise, expected to keep her files in the best order so that the office run very systematically. Can offices function well without the clerks? It is doubtful. Clerks are must in all offices for all that they are doing. So, clerks, I guess, must be very presentable and with a very pleasing personality, must she sport a smiling face when visitors come to the office. It is not just the smiles that make the clerk a very important persona in the office. What is even more necessary is her respect for anybody who enters, whether the one entering it her boss or just anybody,

Through the years, many slogans, titles and names have been attributed to schools, speaking for how these academic institutions exist, perform and operate. Some of these attributes are mandated, others advocated and a number self- invoked by the administration, by the teachers or pupils organizations, or by the PTA. I remember one as This is a child- friendly School which was deactivated later on the note that all schools are and must be child- friendly. Another is a line saying that a particular school stands for No Smoking. As one travels, he may notice streamers informing the public on the rating garnered by the school in the National Achievement Test (NAT), of pupils and students who are hailed champions and winners in competitions, and more. Very recently, after all public schools district supervisors, schools heads, schools guidance coordinators and PTA presidents were called for a seminar entitled EvidenceBased Guidance and Counseling Implementation of DepEd Order # 40 Through Developing Resiliency in School Management in Regent Hotel Naga City on November 7-9 2013, which was organized by DepEd Camarines Sur through the efforts of Dr. Ruby S. The Challenge of a Budget Officer
By FRANCIA N. MARTINEZ DepEd Iriga City I have been studying how a budget officer works. I think it is a very challenging job. In the first place, I think it is the budget officer that sets finances in their right perspective. It is a big challenge. The budget officer directs and coordinates activities of personnel responsible for formulating, monitoring and presentation of budgets for controlling funds for implement programs objectives. He studies and analysis past and current years to prepare the budget correctly and be able to justify funds that are requested. He likewise correlates appropriation for specific programs, The many works of a budget officer banks on how well and how thoroughly and correctly he prepares the money of an organization or agency. The organizational ability of a budget officer is most challenged. When he presents a budget he is more than sure that all monies are accounted for, that they are placed where they should be and that things do not go wrong. This calls for a thorough study and analyses of programs and requests. He correlates appropriations for specific programs. All budgets have to be revised periodically especially those directed towards regular programs and special projects. A very keen sense of analytical knowledge is asked for if one were to be a budget officer. He prepares budget, needless to say, and must have gone through comparative analysis of the progress of an operation. A big challenge to a budget officer is to be able to testify a proposed budget. The budget is a projected set of consequences carrying out planned activity. The budgeting process is a big task to consider. The job of a budget officer entail a close study of details of every single entry to ascertain that funding goes into the right direction. This iis no mean job of course but if one were prepared for the job, things can be easy and challenges can be met without glitches. One of the most important persona in an organization is a well-trained budget officer who has a keen perception of priorities in an organization because in the budget lies the how the organization will function well and correctly. We hear of organizations which close shop after just a little time of operation because its budget was not well planned and things just fall down one after the other. And s business is lost. Just live travel where a very good itinerary is what makes travel well spent, a sound budget could be the be-all of an organization and of course, the kudos should go to a very efficient budget officer.

DE LA CRUZ Adding another feather to the University of Northeastern Philippines or UNEPs cap is the recent result of the 2014 Architect Licensure Examination (ALE) where fresh graduate Marlon Levina Dela Cruz successfully passed the examination held January 17 to 19 in Metro Manila with ying colors. Dela Cruz earned accolades and praises for

National Achievement Test (NAT) 3 and 6 for S/Y 2013-2014 are fast approaching. The schools have started review classes following religiously the proposals submitted to and approved by the authorities. In these proposals are the techniques and strategies that vary accordingly but with only one purpose-- for the school to achieve at least seventy-five (75%) performance level (PL) of the examinees based from the National base line. Godofredo Reyes Sr. Elementary School is the third biggest school, population-wise in Ragay District, Ragay Camarines Sur. It is located in a prominent and urban barangay where the people always crave for the best and the top. This is one school where parents always say yes in affirmation to school policies especially if it is all about for the benefit of the school children. In GRS Elementary School, teachers never seem to stop teaching, coaching, training and seeking ideas that will make their pupils learn. With this positive attitude of teachers, the pupils are inspired and well- motivated to do the same in quest for exellence. The Local Government of Ragay, the Barangay Council of Godofredo Reyes Sr., the Non- Government Organizations within the community, as well as GRSES alumni are aware of this that it is a common goal and dream for all of them to excell in every undertaking of the pupils, be it in academic ir in co- curricular activities. Support come in different ways-- moral, spiritual, financial, and the like. The School children being raised, trained and mader to believe that they are achievers, have learned not to stop at the middle of aiming for the best. They even suggest to use after class hours and weekdays for practice and rehearsals if they have to join in a competition or to take a test like NAT. In return, they expect that their teachers will supply them with the best kind of services the latter could ever give them. Young and raw as they are, they still dont know that their teachers have families, concerns and priorities of their own to attend to. But amazingly, GRSES faculty give their pupils their best. That is why, the school always stand tall and high in all contests it participates in. The school is now on the double of its review sessions and classes for NAT 3 and NAT 6. For a change and to give them thrill and excitement in their quest for a 75% P.L., this writer conceived and introduced to them the ABC of Success in NAT 2014 that it stated below: A- attend the NAT review classes regularly; B- believe that God is always there to guide you; and C- compromise yourself with the common goal to get a 75% P.L. It may be so simple and childish yet it is thought with all sincerity and prayers for the pupils of Godofredo Reyes Sr. Elemetary School. To our grade III and grade VI pupils, God bless you all. Last year, UNEPs Engineering students also made name when it landed 2nd during the 7th National Bridge Building competition held at Subic Bay Exhibition and Convention Center, Subic Bay Freefort Zone, Olongapo City through the sponsorship of the Philippine institute of Civil Engineers (PICE).

In 2011, another group of Engineering students from UNEP also impressed their jurors when they landed second during the 13th National Bridge Building Competition Championship held in Legazpi City. UNEP believes that the blueprint that they have mapped out for their students will serve as their stepping stones towards the realization of their aspirations. PILI, Camarines Sur The implementation of the Joint Mobile Registration and Licensing of Commercial Fishing Vessels in Bicol successfully registered and licensed a total of 135 commercial fishing vessels,with 14 licensed in the first cluster, 55 in the second cluster and 66 in the final cluster. The regionwide activity was conducted from October to December 2013 and was divided into three clusters:CamarinesNorte and northern parts of Camarines Sur; Partido and Rinconada district of Camarines Sur, Albay, Catanduanes, and Sorsogon;and Masbate province respectively. Commercial fishing vessels in Bicol were registered and licensed by the Bureau of Fisheries and Aquatic Resources (BFAR) Region wherein all applied for new fishing gear license. The project is a four-day event with the first three days

allotted for actual inspection of the vessels and the Safety on Life at Sea (SOLAS) Training to boat personnel who are given lectures by a MARINA representative on Fire Fighting and Prevention Technique, Elementary First Aid and Personal Survival Technique. The last day is the processing of the papers for the issuance of licenses and permits. BFAR Director Dennis V. Del Socorro cited that the Joint Mobile Registration and Licensing of Commercial Fishing Vessels (JMRLCFV) is one way of addressing some issues on the declining number of fish catch due to increased number of fishing fleet and unregulated fishing in Bicol region. Moreover, the data will be used in the creation of an official database of the number of commercial fishing vessels. Four government agencies implemented the said activity with specific functions: BFAR was in charge of inspecting the vessels gear and issuance of Commercial

Fishing Vessel Gear License (CVFGL) and registration; National Telecommunications Commission (NTC) ensured that the vessels are equipped with radio communication equipment and issuance of Ship Station License; Maritime Industry Authority (MARINA) conducted add measurement to determine whether it is a municipal or commercial fishing vessels, ensured that the boat is equipped with lifesaving tools like life vest, medicine kits life rings, axe and fire extinguisher, and they were also in-charge of the issuance of Certificate of Ownership and Certificate of Philippine Registry; while Philippine Coast Guard (PCG) coordinated with and assisted other agencies in the implementation of the JMRLCFV. Initially, 100-goats were awarded last Monday, Jan. 20, 2014 at the official grounds of LGU Pili headed by DOLE-Bicol asst. reg. dir. Guzman and DOLE Cam. Sur Provincial Field Officer Ana Christine Soriano. The goats were given to 50 beneficiaries who are mostly sacada (sugar cane) workers. Each beneficiary received 2-goats, a male and a female, specifically chosen by the supplier for breeding purposes. The goat dispersal was under the Bottom-UpBudgeting (BuB) program. The idea here is for
checks or 19 beneficiaries. Not bad really. But it doesnt mean that we should be happy about it already. RD Lacambra said. This report has given back DOLE-Bicols current outstanding rating on publics trust and confidence in the region in which during the last weeks of December were shaded with doubt due to the national media report regarding the unclaimed SPES checks. The truth shall set us free. Now everybody knows that Bicol is the fastest SPES check releasing region in the entire nation! RD Lacambra added. Based on rules, the DOLE is given an 11-day deadline to release all SPES checks to its beneficiaries. The SPES is DOLEs 20-day summer job program in which DOLE pays the 40% of salaries of the student-beneficiaries. In 2013, DOLE-Bicol has recorded a total of 6,314 SPES beneficiaries with a budget of P12.8M. So if you look at our total SPES Budget and total number of beneficiaries, the P38,000.00 unclaimed checks is but very minimal but Ive already instructed all concerned personnel to exhaust every means

The Anti- Bullying Act of 2013 is all about. They were sent home with a handbook on anti- bullying act and a streamer bearing the sign and statement This School is a Bully- Free Zone. The streamer has become a by- note and an eye- opener among every pupil and stakeholder that it has moved every concerned citizen to be more aware of anti- bullying. Mass Media has also helped a lot on the information- dissimination campaign on the issue that anti- bullying incidents have dramatically subsided in DepEd- Camarines Sur since November, 2013. In very few instances,district and school offices move as fast as they could, being guided with the laws and orders they have read about this concern. GRS Elementary School is a participative School, thus it called for a General PTA meeting on November 21, 2013 with Anti- Bullying Act as a lone agendum that was discussed by Mrs. Gloria C. The allocation, according to Tan, also include the P4.098 billion worth of projects which will be implemented by the DPWH regional office, particularly

those projects beyond the limit of authority granted to District Engineering Offices (DEOs) but whose amount does not exceed P150 million per DPWH Department Order No. 55, series of 2010. This include one important project worth P1.420 billion for the construction and/orimprovement of access roads leading to

airports, seaports and to declared tourists destinations under the DOT-DPWH Convergence Program on Enhancing Tourism Access, Tan said. These roads target the increase in tourist arrivals thereby will correspondingly uplift the economic condition of Bicolanos through forecasted boom in the tourism industry.

PILI, CamSur For the second successive year since the province enrolled participation in the program, CamSur earned the prestigious Seal of Good Housekeeping conferred by the Department of Interior and Local Government. This was learned from a letter from DILG Secretary Mar Roxas congratulating Governor Miguel Luis R. Villafuerte and the Province of Camarines Sur for qualifying as one of the recipients of the 2012 Seal of Good Housekeeping (SGH). The SGH is awarded to deserving local government units (LGUs) that successfully meet the requirements of the full disclosure policy and proven to have no adverse or disclaimer audit findings by the Commission on Audit. As SGH recipient, CamSur now has access to special national program windows, such as the Bottom-Up Budgeting Program now called

Gov. VILLAFUERTE Grassroots Participatory Budget Process, PAMANA, SALINTUBIG and the Special Local Road Fund as may be eligible under DILG policies. For qualifying as SGH recipient for year CY 2011, the very first time the province participated in the program and was awarded last year, CamSur was awarded P15,543.245 worth of Special Local Road Fund that was automatically added to the Annual Work Program of the provincial budget for CY 2013 under it and used fund new and maintain existing farm-to-market

Next year the DILG will be scaling up the Seal of Good Housekeeping into the Seal of Good Local Governance that will cover a wider range of LGU performance focused on good financial housekeeping, disaster preparedness, basic sector social protection, business friendly and

competitiveness, environmental compliance, law and order and public safety. CamSur is doing very well and will continue to improve and escalate efforts in these areas, and if we all get our acts together CamSur will hopefully be one of the first recipients of the Seal of Good Local Governance, Governor Villafuerte is reported to have remarked when he received Sec.
