Being appalled at t e una**e+table and es*alating level o' violen*e and t e deat o' -ell over 100!000 +eo+le in Syria! in*luding over 10!000 * ildren! as re+orted by t e UN Se*retary./eneral and t e S+e*ial 0e+resentative o' t e Se*retary./eneral 'or , ildren and (r&ed ,on'li*t! Expressing grave alarm at t e signi'i*ant and ra+id deterioration o' t e u&anitarian situation in Syria! in +arti*ular t e dire situation o' undreds o' t ousands o' *ivilians tra++ed in besieged areas! &ost o' - o& are besieged by t e Syrian ar&ed 'or*es and so&e by o++osition grou+s! as -ell as t e dire situation o' over $ &illion +eo+le in ard.to.rea* areas! and deploring t e di''i*ulties in +roviding! and t e 'ailure to +rovide! a**ess 'or t e u&anitarian assistan*e to all *ivilians in need inside Syria! Emphasizing t e need to res+e*t t e UN guiding +rin*i+les o' u&anitarian e&ergen*y assistan*e and stressing t e i&+ortan*e o' su* assistan*e being delivered on t e basis o' need! devoid o' any +oliti*al +re1udi*es and ai&s! commending t e e''orts o' t e United Nations and all u&anitarian and &edi*al +ersonnel in Syria and in neig bouring *ountries! and condemning all a*ts or t reats o' violen*e against United Nations sta'' and u&anitarian a*tors! - i* ave resulted in t e deat ! in1ury and detention o' &any u&anitarian +ersonnel! Expressing grave concern at t e in*reasing nu&ber o' re'ugees and internally dis+la*ed +ersons *aused by t e *on'li*t in Syria! - i* as a destabilising i&+a*t on t e entire region! and underscoring its a++re*iation 'or t e signi'i*ant and ad&irable e''orts t at ave been &ade by t e *ountries o' t e region! notably 2ebanon! 3ordan! 4ur5ey! 6ra7 and Egy+t! to a**o&&odate t e &ore t an 284 &illion re'ugees - o ave 'led Syria as a result o' t e on.going violen*e! - ile a*5no-ledging t e enor&ous +oliti*al! so*ioe*ono&i* and 'inan*ial i&+a*t o' t e +resen*e o' large.s*ale +o+ulations in t ese *ountries! and underscoring t e need 'or all +arties to res+e*t and &aintain t e se*urity and *ivilian * ara*ter o' *a&+s 'or re'ugees and internally dis+la*ed +ersons! 14.240$9 "E#

Welcoming t e +ledges totalling 9285 billion at t e Se*ond 6nternational :u&anitarian Pledging ,on'eren*e 'or Syria! osted by ;u-ait on 15 3anuary 2014! and expressing its appreciation to )e&ber States and regional and sub.regional organi<ations t at ave +ledged to +rovide u&anitarian assistan*e to +eo+le in need in all +arts o' Syria! in*luding internally dis+la*ed +ersons! as -ell as to re'ugees in neig bouring ost *ountries! and calling on all )e&ber States to ensure t e ti&ely disburse&ent o' +ledges and *ontinued su++ort in line -it gro-ing u&anitarian needs! Calling on all +arties to i&&ediately end all violen*e - i* as led to u&an su''ering in Syria! save Syria=s ri* so*ietal &osai* and *ultural eritage! and ta5e a++ro+riate ste+s to ensure t e +rote*tion o' Syria=s >orld :eritage Sites! Strongly condemning t e in*reased terrorist atta*5s resulting in nu&erous *asualties and destru*tion *arried out by organi<ations and individuals asso*iated -it (l.?aeda! its a''iliates and ot er terrorist grou+s! and reiterating its *all on all +arties to *o&&it to +utting an end to terrorist a*ts +er+etrated by su* organi<ations and individuals! while reaffirming t at terroris& in all its 'or&s and &ani'estations *onstitutes one o' t e &ost serious t reats to international +ea*e and se*urity! and t at any a*ts o' terroris& are *ri&inal and un1usti'iable! regardless o' t eir &otivation! - erever! - enever and by - o&soever *o&&itted!
