Moorestown Township has pri-
vatized sanitation services.
Through a contract awarded at
the Jan. 27 Moorestown council
meeting, Casworth Enterprises
Inc. will handle the townships
solid waste removal. The council
named cost as the main reason to
change services.
Officially approved at meetings
throughout February, the council
saw trash privatization as a posi-
tive action, having no real nega-
tive impact on the community.
Council then went one step fur-
ther and reinvested a portion of
the savings back in to the munici-
pal workforce, to ensure
Moorestown's assets are well
maintained moving forward.
According to officials, the pri-
vatization of trash services, and
the reinvestment in the Depart-
ment of Public Works, will save
Moorestown more than $1.5 mil-
lion.
I am proud of my fellow coun-
cil members for putting the tax-
payers first in a bipartisan fash-
ion, and look forward to working

Budgeting was the hot topic at
the Feb. 18 Moorestown Board of
Education meeting. Business ad-
ministrator and board secretary
Lynn E. Shugars compared the
2013-2014 budget with budgets
from previous years.
The budget for this year in-
cludes $406,000 in excess surplus,
which decreased by $2.1 million
from last year.
Eighty percent of the budget
is for personnel costs, because we
are a personnel-driven district,
Shugars said. The ultimate chal-
lenge is that we have a revenue
issue how do we address a $4
million deficit and maintain the
current level of programs?
Using a slide presentation,
Shugars showed that salaries in-
crease annually, like all costs.
Salaries this year will cost $1.4
million, and benefits will total
$906,751.
Were budgeting tighter and
tighter, Shugars said, From a
cash flow standpoint and emer-
gency standpoint, you dont really
want to dip into your undesignat-
ed fund balance.
The past two years the BOE did
not use the undesignated 2 per-
cent balance. There are more
funds to be gathered from that
portion, also known as banked
cap money.
Banked cap is not a pot of
money it has to be used for spe-
cific things, Shugars said.
Shugars called state aid usual-
ly flat and mentioned keeping
banked cap money for projects
and other unknowns that could
arise throughout the school year.
Public comments came from
parents, teachers and residents.
The comments suggested most in
attendance disagreed with
Shugars and the rest of the board
regarding the banked cap funds
being saved.
We need to invest in the next
generation I would request as I
believe I did three years ago to
open up to staff members be-
cause everyone has different
ideas, Moorestown Education
Association President Lisa Tra-
pani said.
Trapani was less than happy
with the boards decision to save
money over the last two years for
what she said was virtually no
foreseeable reason. She urged the
board to get teachers more in-
volved with the process of where
to spend money and where to

Moorestown Friends School
won its fourth straight Burling-
ton County Consumer Bowl title
on Feb. 20. The Consumer Bowl
was held at the McDaniel Learn-
ing Center, located at Burlington
County College. MFS narrowly
defeated Rancocas Valley in the
final.
This competition is an excel-
lent opportunity for Burlington
County students to become better
consumers and to demonstrate
their knowledge on a wide vari-
ety of topics, said Freeholder Di-
rector Leah Arter. All of the stu-
dents participating displayed im-
pressive levels of hard work and
dedication, and should be com-
mended for their efforts.
Moorestown Friends won the
final after amassing 125 points,
just ahead of Rancocas Valleys
100 points. Pemberton finished
third, having advanced to the fi-
nals by defeating Shawnee and
Burlington City in the first
round.
Moorestown Friends had qual-
ified for the finals with a first-
round victory over Burlington
Township and Cherokee High
School.
Burlington County, with 10
schools, had more schools com-
pete in the Consumer Bowl than
any other county in the state.
Moorestown Friends now be-
comes the second school to win at
least four consecutive Burlington
County Consumer Bowl titles.
Pemberton High School, which
won five consecutive titles be-
tween 2002 and 2006, was the only
other school to reach that mark.
Moorestown Friends will now
advance to the South Jersey re-
gional competition, scheduled for
April 11 at Burlington County
College in Pemberton. There,
MFS will seek its fourth consecu-
tive South Jersey title, along with
its fourth consecutive advance-
ment to the state finals.
The Moorestown Friends team
is captained by Kirsten Mullen.
The other members of the team
are Katherine Thai, Roy
Thorstensen, Brett Barbin and
Joshua Murdy, with Dr. Barbara
Kreider serving as the faculty ad-
visor.
MFS wins County
Consumer Bowl title
The following reports are on
file with the Moorestown Police
Department:
On Feb. 8, three subjects were
arrested and charged with
shoplifting from Macys Depart-
ment Store in the Moorestown
Mall. One subject was a 21-year-
old male of Philadelphia. A sec-
ond subject was a 47-year-old
woman of Philadelphia. The
third subject was a 36-year-
woman of Mount Royal. All three
subjects concealed 27 Polo shirts
in two shopping bags, for a total
value of $2,476. The first subject
posted $1,000 bail and was re-
leased. The second and third sub-
jects were both committed to the
Burlington County Jail in default
of $2,500 bail each.
Between Feb. 7 and Feb. 10, a 12-
ton air-conditioning unit was
damaged, and the inside compo-
nents were stolen from a business
on Glen Avenue. The value of the
unit was $10,000.
On Feb. 10 between 9 and 11:30
a.m., a burglary to a residence on
Nixon Drive was reported with
forced entry to the front door.
Taken was an X-box 360, wireless
controllers and a Disney Infinity
docking station for the approxi-
mate value of $400.
On Feb. 11, a 49-year-old woman
of Camden was arrested and
charged with theft by deception.
The subject took silverware and
bedding from Boscovs Depart-
ment Store, valued at $299.58, and
returned merchandise in ex-
change for a gift card. The subject
was committed to the Burlington
County Jail in default of $1,000
bail.
On Feb. 12, a 23-year-old female
of Villas and a 24-year-old female
of Maple Shade were arrested
and charged with shoplifting 31
boxes of assorted fragrances
from Boscovs Department Store
in the Moorestown Mall. The
merchandise was valued at $1,314.
The 24-year-old subject was also
charged with possession of a hy-
podermic syringe. Both were
committed to the Burlington
County Jail in default of $20,000
bail.
On Feb. 12 a 44-year-old female
of Collingswood was arrested and
charged with shoplifting at the
Boscovs Department Store in the
Moorestown Mall. The subject
took a Guess womens jacket val-
ued at $150, and was released on a
summons.

It's safe to say that the slightest
lift in the weather has everyone
thinking spring.
The Moorestown Department
of Parks and Recreation is
thrilled to announce its spring
season of offerings for youth and
families to be active. Everything
from arts and crafts, to new pro-
grams such as Pickle ball and
badminton, there is a little some-
thing for everyone.
For youth who are interested
in arts and crafts, sessions I and II
will begin March 1 to April 5, and
April 26 to June 7. Arts and crafts
are for young people ages kinder-
garten to fourth grade, and for
youth with special needs. Cre-
ative Ballet is available to chil-
dren ages 5 and 6, from March 29
through May 24.
Pre-Ballet is offered for chil-
dren ages 3 and 4 , from March 29
to May 24. For dancers ages 7 to
10, who are interested in jazz,
classes will run from March 29 to
May 24.
For girls in grades three and
four interested in learning about
lacrosse, the Recreation Lacrosse
League will begin Wednesday,
March 12 and run on Wednesdays
and Sundays through May 11.
Other programs such as Girls B
Fit, Tumblin' Tots, Zumba and
yoga are offering spring sessions
and are open for registration.
Are you an early bird? Why
not try the Exit 4 Boot Camp?
Great fellowship and fun fitness
will happen at this class.
Does indoor tennis strike your
fancy? The next session starts for
youth ages 4 to 12 and over on
March 10.
How about the latest craze,
Pickle ball? Pickle ball is like a
cross between tennis and ping-
pong, and is played on a large
court as a single player or dou-
bles.
How about badminton? Plans
are underway to establish a Bad-
minton league where older youth
and adults can play.
The Department of Parks and
Recreation is pleased to be able to
offer this first run of spring pro-
grams. Additional programs will
be added as the weather im-
proves.

es of our township more cost efficient,
without sacrificing the quality of services
we currently enjoy, Mayor Chris Chiac-
chio said.
Some residents who attended the meet-
ings viewed trash privatization as a drastic
change to the current system, even with
the money being saved.
It was all just news to everybody. We de-
serve better, resident Lisa Petriello said.
When asked by Petriello to describe col-
lective transparency on a scale of one to 10,
the council gave itself a rating of 10.
No one expects total transparency, just
some, Petriello said.
Audience members wanted to know
which specific sanitation services would
stay in place, how much the level of sanita-
tion removal services would be affected
with the lower costs and the new details
about bulk pick-up days.
The only thing that could impact resi-
dents is a possible schedule change,
Merchel said.
Multiple times, council members as-
sured residents that the privatization of
solid waste services would not affect any
daily, monthly or weekly services already
in place. The anticipated date to switch
services to Casworth is March 31.
Exact scheduling changes for solid
waste removal could also be compiled by
the end of March, but council set no defi-
nite date as of yet, Merchel said.
No public works jobs will be lost when
switching to Casworth.
After months of careful deliberation
and negotiation, the members of council
were able to pass a resolution that not only
saved money through privatizing trash col-
lection, but did so without the loss of a sin-
gle township employee, Chiacchio said.
After many sleepless nights, I am glad
that we were all able to come to a final
agreement that allows us to keep our hard-
working DPW employees serving our com-
munity, keeps the service to residents
strong and reduces the overall cost to the
taxpayers for trash removal in our town-
ship, Deputy Mayor Stacey Jordan said.

Other topics mentioned at the Feb. 10
meeting were related to recreational activi-
ties. A possible plan to install bike path-
ways on designated roads was discussed.
There was also a discussion regarding a
series of Moorestown events that took
place in past years.
The Music on Main Street warm
weather concert series may be making its
way back into the lives of residents at a
later date.
Upcoming council meetings are planned
for March 10 and March 24. Both meetings
will be held in the IT Room at Moorestown
High School, at 7:30 p.m.

ear Mother Nature: We re-
spectfully request that you
stop dumping loads of snow
upon us. Yes, we realize that we were
hoping for a snow day or two at the be-
ginning of the season. And yes, we re-
alize we were praying for colder tem-
peratures during last summers heat
wave. But this is a little nuts, dont you
think?
Seriously, Mother Nature, look what
you have done to us:
You broke a 130-year-old record
this year when you dumped more than
six inches of snow on us in four sepa-
rate storms in one season.
You have crippled traffic, causing
major motor vehicle accidents and de-
laying planes in and out of airports
for days on end.
You have caused local schools to
delay their openings, close early and
close for the full day so many times
that this school year may end only
days before the next one begins.
You have caused us to run out of
salt. Yep, its all gone. And were hav-
ing trouble getting more. Who would
have thought that a shipping law
would stand in our way of making our
roads safer?
Mother Nature, oh powerful one,
wielder of our wintery fate, please
have mercy on us. We beg you to get us
through these last few weeks of winter
unscathed.
We ask you to forgive our similar
pleas for an end to summertime heat.
We were misguided in our thoughts
then, and we hope to not be as mis-
guided next time around.
We promise that well put every-
thing in perspective when we wish for
warmer weather, colder weather,
dryer weather or wetter weather.
And we promise, oh how we prom-
ise, to enjoy every day of sunshine you
give us this spring before youre sure
to reign down your fury with swelter-
ing temperatures this summer. At
least well have the sea and our pools
to cool us down.

motive Group. The Circle of Ex-
cellence Award celebrates those
advancing in the field of hospice
and palliative care through per-
sonal and corporate commitment,
and community service.
Procida, founding partner of

L.L.C., is a health-care industry
expert, an active volunteer for
Samaritan, and a host of other
community organizations. As
chair from 2010 to 2013 of Samari-
tans annual Celebration of Life

two of the top spots.
Although the FLL has been
around since 1998, it is still pretty
fresh in Moorestown. Coach Scott
Megill organized Moorestowns
first robotics club for 9 to 14 year
olds in spring 2012. The MRC is
solely operated and funded by
parent volunteers ever since.

that not budgeting to cap gar-
nered no real benefits for taxpay-
ers or students in recent years,
and simply cut experiences for
special needs students, most of
whom have potential to do great
things in the future if properly
educated.
Many parents urged that arts
and culture programs not be cut
this year, especially at William
Allen Middle School, where stu-
dents enjoy some of the most fas-
cinating classes, including movie-
making.
Nicola Hamilton of the special
education advocacy council asked
BOE members to think about the
important roles of the districts
paraprofessionals when cutting
budget numbers.
Make an educated budget de-
cision, Hamilton said.
Cindy Coin, a Moorestown resi-
dent and parent of a child who
uses a one-on-one paraprofession-
al, stressed the importance that
paraprofessionals have not only
on a single child, but the entire
classroom.
Princeton graduate and
Moorestown parent Elizabeth
Everett said, I am seriously dis-
turbed, when mentioning the
budget issues.
In summary, Everett asked the
school board to stop forgetting
its job.
Everett assigned the BOEs
job as that of enriching chil-
drens experience at school and
not cutting taxes to win political
praise, with much applause and
agreement from the audience.

Bridget B. Potts unofficially
apologized to the audience on
behalf of the board.
When we refer to wasted
spending, it has happened, Potts
said.
Potts then described how par-
ents who simply want their chil-
dren to attend full-day kinder-
garten must pay the township
$5,000.
Potts also apologized for the
BOE not budgeting to cap last
year, and hiring and firing the
last superintendent without the
approval of teachers in the dis-
trict. Potts estimated the cost of
dealing with issues related to the
ex-superintendent at about
$125,000. Potts also brought atten-
tion to the spending of BOE funds
on a board negotiator and al-
ternative revenue company in
the last year, both of which
seemed like wasted costs, in her
opinion.
Recently-named Interim Super-
intendent Timothy Rehm an-
swered those audience members
who made comments with an ex-
planation of the whole process of
choosing budgets.
Its part of the whole process,
Rehm said.
The March 18 meeting is to be
solely dedicated to talk about
budget specifics. March 20 is the
submission deadline for the budg-
et to be assessed by the county of-
fice. A budget hearing is set for
April 29, but that date could be
subject to change. Once the budg-
et is approved at the hearing, all
changes will be final.
In other news:
A short history of Rehm was
discussed. As a New York native
having taught in schools in and
near South Orange, N.Y., for more
than 36 years, Rehm mentioned
his history among other factors
as qualifying him to help the
Moorestown BOE.
Two overnight field trips were
approved for students to take a
model congress trip to Philadel-
phia, and a girls lacrosse trip to
Cape Henlopen, Del.
Nutri-Serve Food Manage-
ment was approved as the food
service provider in Moorestown
schools for the 2014-2015 school
year.
