Minutes Auburn City Council February 10, 2014

Mayor Verdi Maunu called the regular meeting of the Auburn City Council to order at 6:00 PM with Council members Janelle King, Jane Barto, Justin Potthoff and Randy Schulte present. Absent: Cindy Finley. Employees: Gerry Blessington and Nancy Janssen. Guests: Judy Buse & Allen Bonderman. Motion by Potthoff, seconded by Schulte to approve the agenda. Those present voted aye. Motion by King, seconded by Potthoff to approve the consent agenda which included the minutes of the January 13, 15 & 30, 2014 meetings, financial, Treasurers and Sheriffs reports and the following claims and payroll. Voting Aye: Schulte, Barto, Potthoff and King. Abse nt: Finley.

Judy Buse reported that the Fire Station kitchen has passed the required health inspection and that she will be meeting with the Department to continue to work out details for moving the meal site. Mayor Maunu called the public hearing on the matter of Amendment to the FY2014 budget to order. City Clerk reported having received no written or oral comments on the matter and there were no citizens present to speak to the amendment. Motion by Barto, seconded by Potthoff to close the public hearing. All present voted Aye, absent, Finley. Allen Bonderman discussed proposal to develop plans to complete our electrical distribution system upgrade via phone with council. He discussed options that would include a complete system rebuild that would require the City to borrow the funds or a phased process over 5-10 years that could be done with available revenues from the Electric fund. Council asked for a proposal for a phased upgrade. Motion by Barto, seconded by Schulte to approve the Mayors signing of the Ame rican Public Power Association Mutual Aid Agreement. Voting Aye: Barto, Schulte, Potthoff and King. Absent: Finley. Motion by Potthoff, seconded by Schulte to approve Resolution 14-04- A Resolution Amending the FY2014 Budget. Voting Aye: Potthoff, Schulte, Barto and King. Absent: Finley. Motion by Barto, seconded by Potthoff to give tentative approval the FY2015 budget including an increase of $150 per month for health insurance reimbursement for City Clerk and Public works and one-time funding estimated at $5700 for the Library for extending open hours from 20 to 30 hours per week. Voting Aye: Potthoff, Schulte, Barto and King. Absent: Finley. Unanimous consent was given to sell excess tables ($20), chairs ($1.50) and a pick up sander($100) on a first-come, as is, basis as well as allow Blessington to exchange the pull-behind sander for the Christmas light trailer (as it is owned by Blessington). Council will discuss options on the 1940s fire truck at a future meeting. Motion by Schulte, seconded by Potthoff to purchase two skid loader attachments from Martins Welding at a cost of $3150. Voting Aye: Potthoff, Schulte and Barto. Abstain: King. Absent: Finley. Motion by Potthoff, seconded by King to approve the annual donation to New Opportunities in the amount of $125. Voting Aye: King, Potthoff, Schulte and Barto. Absent: Finley. Reports were heard from various department and committees. Mayor Maunu reminded council of the complaint procedure. Minutes Auburn City Council Joint Township Trustee Meeting January 15, 2014 Council members Janelle King, Jane Barto, Randy Schulte and Justin Potthoff and Mayor Verdi Maunu attended a joint meeting of the Jackson, Sac and Coon Valley Township trustees. This joint meeting included presentation by the fire department their needs for the upcoming budget year. The Trustees approved their budget request and indicated to Council their approval to conduct Fire Department operations under the current contract. Council made no motions nor conducted any votes on any matter before the Trustees. Minutes Auburn City Council January 30, 2014 Mayor Verdi Maunu called the budget workshop meeting of the Auburn City Council to order at 5:00 PM with council members Cindy Finley, Janelle King, Jane Barto and Justin Potthoff present. Absent: Randy Schulte. Guest: Mr. John Krajewski, JK Energy Consultants. Motion by Barto, seconded by Finley to approve the agenda. All voted aye except Schulte. Council heard details of the proposals received for power supply beginning January 2015. Mr. Krajewski informed Council that 14 requests for proposal were sent and four companies responded. Motion by Barto, seconded by Potthoff to proceed with a ten-year contract with Heartland Consumers Power District. Voting Aye: Barto, Potthoff, Finely and King. Absent: Schulte.

Council then conducted a work session for the FY2015 Budget. Council took no action regarding fire station use. Motion to adjourn at 7:40 PM
